New Rules: December 2025 is about to knock—and with it many such changes are coming that will directly affect your pocket, your taxes and your everyday facilities. The beginning of the month is like a diary opening with new guidelines of the government and the market, in which each rule changes the color of your day a little. Here’s a neat summary of all those important changes:

1-Last chance to choose UPS (Unified Pension System)

The last date for choosing UPS for central government employees has been fixed as 30th November. After this, this option will be closed from December 1st. Earlier this deadline was 30 September, which was extended till the end of November.

2-LPG cylinder price

LPG prices are adjusted every month. After the reduction in November, the new prices in December will be applicable from December 1. This change will either provide relief or may put a slight burden on the pocket.

3-Life certificate for pensioners

The last date for submitting life certificate for pensioners is 30th November. Life certificate cannot be submitted after this date, which may hamper the receipt of pension.

4-Important work related to tax

Tax and compliance month-

The last date for filing Form 3CEAA (Constituent Entity Report) is 30 November. This is also the last day for those submitting reports under Section 92E. The deadline for filing ITR for the concerned taxpayers is also 30th November. Keep your tax papers warm before the December cold sets in.

5-PNG and CNG prices

Like every month, new prices of PNG-CNG and jet fuel will be applicable from December 1. Based on the amendments of oil companies, changes may be seen here also.

Things to do before 30th November: The month of November is about to end. With the end of the month, the timeline for completing many important tasks will also end. In such a situation, you will be left out of taking advantage of many banking facilities, so there is still four days time, complete these tasks immediately. submit life certificate

In order to continue receiving pension on time, all pensioners in India have to submit their Life Certificate (LC) or Jeevan Pramana to the pension granting agencies on or before the deadline of 30th November every year.

Central and state government employees receiving pension can either personally go to the concerned authorities and submit the documents or now they also have the option to submit digital LC within the deadline. If you do not submit your life certificate by 30th November, your pension may be stopped. In case of delay, your pending pension will come only when the LC sent by you gets approved by the Central Pension Processing Center (CPPC).

Deadline for updating KYC

If you are also a customer of Punjab National Bank (PNB), then you too must have received a reminder message to update KYC (Know Your Customer) by September 30, 2025. If KYC is not updated by this date, your account will be banned and you will not be able to make necessary transactions from it. It is very easy to update KYC.

If you want, you can update KYC through PNB ONE mobile app, internet banking, email or SMS, WhatsApp banking or by visiting your nearest branch. Updating KYC is not just a regulatory requirement, but it is also necessary to verify identity, prevent fraud and maintain continuous access to all banking services. Due to security reasons, if KYC details are not updated, sometimes there is a risk of account getting frozen, which can affect withdrawal, KYC transfer and other services.

Transfer from NPS to UPS

Central government employees are being given another chance to shift from the National Pension System (NPS) to the newly launched Unified Pension Scheme (UPS). Earlier its deadline was from June 30 to September 30, which was later extended to November 30, 2025 and now perhaps this may be the last chance.

You can shift from NPS to UPS completely on your own will, which will have a huge impact on your retirement planning. New NPS UPS Investment Options 2025: Keeping its employees in mind, the Central Government on Friday announced two new investment options in National Pension System (NPS) and Unified Pension Scheme (UPS).

Under this option, government employees will be able to avail more options in NPS and UPS like private sector employees. Since this decision, the faces of the employees have blossomed. Central employees had been demanding this from the Central Government for a long time. On which the government has approved on Friday.

What is the new scheme?

Two new investment options in NPS and UPS schemes have been approved by the Finance Ministry. Under this, Life Cycle and Balanced Life Cycle Scheme has been started. On this change, the Finance Ministry has said that these new options will provide more convenience to employees in retirement planning than before.

Also, employees will be able to manage their retirement fund as per their needs. Which simply means that employees will be able to manage their retirement plans with more flexibility.

What facilities will be available in investment options?

Talking about new options, if life cycle investment option is selected, maximum investment of 25 percent in equity will be allowed. This investment will gradually reduce from the age of 35 years to 55 years of the employee. Whereas, if we talk about balanced life cycle investment option, investment in equity will start reducing from the age of 45 years.

If the employee wishes, he can allow his retirement fund to remain in equity for a longer period. With these new investment options, employees will have more control over their investment options. They will be able to make their retirement better as per their convenience.

Switch from ups to nps: The government has introduced one-time, one-way switch facility for those employees of the central government, who want to return to the National Pension System (NPS) from Unified Pension Scheme (UPS). The Finance Ministry has said in a statement that people who have retired under eligible employees and NPS can join NPS from UPS by 30 September 2025. This facility will be available once and after that it will not be possible to return back to UPS again.

Ministry has laid some conditions

The ministry also said that employees who choose to remain in NPS cannot choose the option of UPS after September 30, 2025. The Ministry has laid down some conditions to switch to NPS from UPS. These are the conditions- eligible employees can switch to NPS only once and do not switch back to UPS. The employee will have to choose this option at least one year before retirement or at least three months before voluntary retirement (VRS). Apart from this, employees against whom disciplinary action is going on will not be able to avail this facility.

What is Unified Pension Scheme (UPS)?

The Unified Pension Scheme (UPS) is an option for central government employees under the National Pension System (NPS) so that they can get a sure payment after retirement. The UPS has come into force from 1 April 2025.

Who are eligible for UPS?

Central government employees under NPS are eligible to apply for UPS before the time limit. The deadline for choosing UPS is September 30, 2025 for eligible employees and former retired people under NPS.

When can you switch to NPS from UPS?

Employees who initially opted for UPS are now being given an opportunity to switch back to NPS, but only when they fulfill certain conditions.

What is the minimum sure payment under UPS?

The monthly minimum pension under this scheme is Rs 10,000. Under the scheme, the employee will be given pension based on the duration of his service. If an employee completes the service of 3 years or more, then he will get 50 percent of the average basic salary of the last 12 months as a pension. At the same time, the pension amount for those serving for 10 to 25 years will be fixed in the ratio of years of service.

But still these employees have a chance to go back to NPS. This window is open to these employees by 30 September 2025.

These employees can go back to NPS instead of UPS. After this, they will not get this opportunity. Apart from this, let us tell you if a normal employee did not choose the option of NPS till 1 year before his retirement or 3 months before volunteer retirement. Then he will get pension through UPS only by default.

UPS Apply Last Date: Employees of the Central Government who are currently under NPS and want to choose the option of UPS will have to apply by June 30, 2025. The Central Government implemented the Unified Pension Scheme on 1 April 2025. In this scheme brought under the framework of NPS, employees are guaranteed a certain pension. The UPS Pension Scheme is different from the National Pension System (NPS).

If you have done 25 years of job in UPS, then you will get 50 percent of your average basic salary of 12 months as pension every month. Suppose your basic salary was 50,000, then you will get minimum Rs 25,000 as a pension. If someone has done less, but more than 10 years, then he will also get pension. However, the amount will be low. At the same time, the stock market amount under NPS depends on the stock market.

What if you do not apply till the last date?

If the central government employees do not apply for the UPS scheme by June 30, 2025, then they will be kept under NPS by default.

Eligibility for UPS

• The central government employees currently under NPS.
• Those who have completed at least 25 years of service.
• Employees who want to choose the option of UPS, fill the form and submit it to the concerned department.

If an employee does not apply under UPS till June 30, 2025, then he will remain under NPS. If someone selects the option of UPS once, he will not be allowed to go back to NPS. It is said by Pension Fund Regulatory and Development Authority – PFRDA that it is necessary to choose UPS for the current employees within three months from the date of launch of UPS. That is, by 30 June 2025, they have to decide which scheme to be connected. If the deadline is not carried forward, then June 30 will be considered as the last chance.

Changes in LPG prices

Oil and gas distribution companies change the prices of LPG cylinders on the first date of every month. Prices may also change on 1 April 2025. In recent times, the prices of 19 kg cylinder have seen fluctuations, while the prices of small domestic LPG cylinders have been stable. With the beginning of the new financial year, it is expected that the prices of 14 kg cylinder can get relief.

CNG-LPG and ATF Prices

Along with the prices of LPG cylinders, CNG and PNG prices can also change on the first date of every month. Apart from this, the prices of air turbine fuel (ATF) are also likely to change on 1 April 2025. The cost of driving the vehicle may be affected by CNG prices fluctuations. Whereas the cost of air travel can also increase with the increase in the prices of ATF.

Will UPi Id be closed?

From 1 April 2025, a new rule related to UPI will be applicable. The mobile numbers with which the UPI accounts are not being used for a long time, the bank will remove them from their records. If your mobile number is connected to an UPI app and you have not used it for a long time, then your UPI services can be stopped.

Unified pension scheme started

Unified Pension Scheme (UPS) is going to start from April 1, which will give guaranteed pension to central employees. Central government employees can apply online for this scheme from 1 April. If an employee wants to take pension under UPS, then he will have to apply by filling the form and if someone does not want to choose UPS, then he can take the option of NPS (National Pension Scheme).

23 lakh central employees will have to choose an option from UPS or NPS. The government will contribute 8.5 percent of the basic salary and dearness allowance of employees choosing UPS. Under this scheme, the minimum pension will be Rs 10,000 per month, but for this at least 10 years job will have to be completed.

New tax scheme implemented

New tax rules will be applicable from 1 April 2025. The government had made several major changes to give relief to the middle class in the budget 2025. A new income tax bill will be brought instead of the Old Income Tax Act 1961, no tax will be paid on the annual income of up to Rs 12 lakh, employees getting salary can take advantage of standard deduction of Rs 75,000 and i.e. salary up to Rs 12.75 lakh can be tax-free. But this discount will be available only to those who will choose a new tax system.

Changes in TDS Rules

From April 1, 2025, the TDS rules will be changed such as the limit has been increased to reduce unnecessary tax deduction and improve cash flow of taxpayers, the limit of TDS on interest income for senior citizens has increased to Rs 1 lakh to Rs 1 lakh, which will give them more financial security and the limit of rebate has been reduced annually, which will reduce landlord’s market and strengthen the market.

Change in credit card rules

Rewards and other facilities will change. The swiggy reward on SBI Simply Click card will be reduced from 5 times to half, the points of Air India signature card will be reduced from 30 to 10, IDFC First Bank will close the benefits of its club Vistara Milestone.

Minimum balance rules change

From 1 April 2025, SBI, PNB and other banks are going to change the rules related to the minimum balance of savings account. Under the new rules, a new minimum balance limit will be set for different areas. If there is no minimum amount fixed in an account, then the bank can impose fine. Therefore, account holders will have to understand the new rules of their bank and maintain the necessary balance.

Debit card new rules

From 1 April 2025, new benefits will be added to Rupay Debit Select Card. This includes facilities related to fitness, travel, entertainment and health. Under the new update, you will be able to use domestic airport lounge once in every quarter, you will get the facility of International Airport Lounge Visit twice a year, an insurance cover of up to Rs 10 lakh will be available for death or permanent disability in an accident and free gym member will be available once every quarter. These changes are being made to provide more facilities to the card holders.

Increase in toll tax

From 1 April 2025, toll tax on the National Highway is going to be expensive. NHAI has ordered to implement new rates on different toll plazas, which can make highway travel expensive. According to reports, toll for light vehicles on the highway passing through Lucknow can increase by Rs 5 and for heavy vehicles to Rs 20-25. New rates will be implemented on busy highways like Lucknow-Kanpur, Ayodhya, Rae Bareli and Barabanki. Apart from this, passengers may have to pay more tolls on Delhi-Meerut Expressway, Eastern Peripheral Expressway and NH-9.

Last year, the Department of Pension and Pensioners Welfare (DOPPW) increased the maximum limit of gratuity for central government employees to Rs 25 lakh. This change came into effect from January 1, 2024, when dearness allowance (DA) reached 50 percent. However, it is not necessary that every government employee gets this full amount.

How is the calculation of gratuity?

The calculation of gratuity is done on the basis of a particular formula. According to the rule, the employee gets 16.5 times or 25 lakh rupees of his last salary (basic pay + dearness allowance), whatever is low, in the form of gratuity. This means that not every employee will get 25 lakh rupees, but gratuity will be fixed on the basis of their service period and salary.

Gratuity types

Government employees get two types of gratuity – retirement gratuity and death gratuity.

Retirement gratuity

A quarter of basic pay + dearness allowance is added for every 6 months of service.

A maximum of 16.5 times salary or 25 lakh rupees, whichever is less, will be given.

At least 5 years of service is mandatory to get gratuity.

Decath gratuity

If the employee dies during service, then his family will get gratuity according to this formula-

Service less than 1 year: 2 times the salary

1 to 5 years: 6 times the salary

5 to 11 years: 12 times the salary

11 to 20 years: 20 times the salary

More than 20 years: half salary for every 6 months

Will there be gratuity under Unified Pension Scheme (UPS)?

The central government is going to launch a new pension scheme, ‘Unified Pension Scheme (UPS)’ from April 1, 2025. The scheme combines the characteristics of Old Pension Scheme (OPS) and National Pension System (NPS). In this, a minimum pension of Rs 10,000 will be given to employees with at least 10 years and a fixed pension will be given to those who complete the entire service period.

Recently, the government was asked in Parliament whether gratuity would be received under Unified Pension Scheme (UPS), as is found in Old Pension Scheme (OPS) and New Pension Scheme (NPS). The Finance Ministry replied that there is an option under UPS, NPS, and “Gratuity will be given as per Central Civil Services (Payment of Gratuity under the National Pension System) Rules, 2021.”
