<p style="text-align: justify;">Union Public Service Commission (UPSC) has ensured various rights and concessions for disabled candidates. To provide equal opportunities in government jobs, the Commission has reserved 4% vacancies for candidates with benchmark disability (with at least 40% disability). Apart from this, the Commission has also given concessions like relaxation in age limit, extra efforts and special facilities in the examination.</p>
<p style="text-align: justify;"><strong>Reservation and eligibility in vacancies</strong></p>
<p style="text-align: justify;">A total of 4% reservation has been fixed for disabled candidates in UPSC. This reservation has been distributed among various disability categories. 1% reservation for those candidates who have complete or partial blindness (Low Vision). 1% reservation for candidates with hearing impairment. Apart from this, a separate category has been created for candidates with multiple disabilities. Candidates of this category are not eligible for reservation in other individual categories.</p>
<p style="text-align: justify;"><strong>What is the eligibility?<br /></strong><br />To avail the benefit of any reservation, it is mandatory for the candidate to have a valid disability certificate. This certificate should be issued by the Medical Board of the Central or State Government.</p>
<p style="text-align: justify;"><strong>Relaxation in age limit and efforts</strong></p>
<p style="text-align: justify;">Disabled candidates are given special relaxation in age limit in UPSC. Along with this, more attempts are also allowed in Civil Services Examination (CSE). Its objective is to provide adequate opportunity to those candidates who, due to disability, may take time to prepare and perform as compared to the general candidates.</p>
<p style="text-align: justify;"><strong>Special facilities and help in examination</strong></p>
<p style="text-align: justify;">Choice of Scribe: Candidates can change the name of their scribe up to 7 days before the examination. This facility is for candidates who are visually impaired or unable to write.<br />Screen Reader Software: UPSC has been directed to prepare a complete plan for the use of screen reader software for visually impaired candidates.<br />The objective of these facilities is to ensure level playing field for candidates with disabilities in the examination and to enable them to answer independently through technical assistance.</p>
<p style="text-align: justify;"><strong>Legal framework and rights</strong></p>
<p style="text-align: justify;">The rights of disabled candidates are protected under the Constitution and Civil Service Rules. Taking steps in this direction, UPSC has also implemented the guidelines of the Supreme Court and the Ministry. The Commission aims to ensure that the examination process is fair and inclusive for all candidates.</p>

<p style="text-align: justify;">Union Public Service Commission (UPSC) has released a big update for the candidates who have passed the Civil Services Examination (CSE) Mains 2025. Students who have successfully passed the Mains examination, now face the interview stage i.e. personality test. The Commission has released the complete schedule of interviews on its website. Candidates can check their complete interview schedule by directly visiting upsc.gov.in.</p>
<p style="text-align: justify;">The Commission has said that UPSC CSE interviews will start from 8 December 2025 and will continue till 19 December 2025. During this period, candidates will be called for interview on different days. All the information about which candidate&#8217;s interview will be held on which day, at what time and at which venue is available in the official schedule. Along with this, e-summon letters required for interviews will also be issued soon. Candidates will be able to download them from the website. The e-summon letter will contain complete details of the interview time, address and necessary instructions.</p>
<p style="text-align: justify;"><strong>649 candidates will get e-summon letter</strong></p>
<p style="text-align: justify;">UPSC said that e-summon letters for a total of 649 candidates will be made available soon. Candidates will be able to download this letter with the help of their login details. The Commission generally does not accept requests for any changes in the interview, such as changing the date or time, but may be considered in some cases if necessary.</p>
<p style="text-align: justify;"><strong>Candidates will get traveling allowance</strong></p>
<p style="text-align: justify;">UPSC has also announced to give traveling expenses to the candidates coming for interview. Under this facility, candidates will be given fare equivalent to second class (sleeper class) railway ticket. That means candidates can get refund of sleeper class train fare from their city to Delhi. This facility is available only to the candidates who appear for the interview.</p>
<p style="text-align: justify;"><strong>Which documents are necessary to carry with you on the day of interview?</strong></p>
<p style="text-align: justify;">UPSC interview is not just a conversation, but it is a process of understanding your personality and your thinking. Along with this, documents are also scrutinized. Therefore, candidates must carry some special documents on the day of interview.</p>
<p style="text-align: justify;"><strong>All documents related to eligibility</strong></p>

<li style="text-align: justify;">If you come under reservation then SC, ST, OBC certificate.</li>
<li style="text-align: justify;">EWS certificate (if applicable)</li>
<li style="text-align: justify;">PwBD/Disability Certificate (if applicable)</li>

<li style="text-align: justify;">Candidates should try to keep the originals of all the documents with them for verification and their photocopies should also be kept separately. With this any kind of problem can be avoided.</li>

Out of them, 14,627 people reached the Mains, 2,845 candidates appeared for the interview, and in the end only 1,009 people could become officers. Because UPSC has started a special initiative which gives a new opportunity to those candidates who were just a little left behind. In such a situation, let us tell you today that even after studying hard, you do not clear the UPSC exam, then how will you get a government job. </p>

<p style="text-align: justify;">UPSC has started a special initiative Pratibha Setu which gives a new opportunity to those candidates who were left just a little short. Pratibha Setu is a bridge that connects the candidates who have reached the UPSC interview. From government and private institutions, which are looking for talented people. Actually, this new scheme is not new at all. Earlier, a scheme of UPSC, Public Disclosure Scheme (PDS) was running. Under this, UPSC used to put on its website the data of those candidates who passed the written examination but lagged behind by a few marks in the interview. Now it has been given a new look and named Pratibha Setu. More examinations have been added to it than ever before, and now not only government but also private companies can participate in it.</p>
<p style="text-align: justify;"><strong>Candidates of which examinations can join Pratibha Setu?</strong></p>
<p style="text-align: justify;">Now not only Civil Services, but candidates of many UPSC examinations can join this scheme. Like Civil Services Examination, Indian Forest Service Examination, Central Armed Police Forces Exam, Engineering Services Exam, Combined Geo-Scientist Exam, Combined Defense Services Exam, Indian Economic Service, Indian Statistical Service, Combined Medical Services Exam. But some examinations are not part of this scheme. Like departmental exams like NDA, NA, CBI DSP LDCE or CISF LDCE. </p>
<p style="text-align: justify;"><strong>How is Pratibha Setu different from PDS?</strong></p>
<p style="text-align: justify;">In the old PDS scheme, the only thing that happened was that information about those candidates who lagged behind in merit was given on the UPSC website. But now the big change in Pratibha Setu is that now the data of candidates of different examinations is being added to it. Government departments and private companies are given login so that they can see the profiles of these candidates, that is, now the companies themselves can contact these talented candidates. Also, companies are given access only after verification, so that the data remains secure. According to Vinay Kumar, faculty of IAS Academy, this portal currently has data of more than 10,000 candidates. All those who traveled till the UPSC interview, but could not appear in the final list. However, the exact data of how many people have got jobs through this scheme till now is not public. </p>
<p style="text-align: justify;"><strong>What are the benefits of this scheme?</strong></p>
<p style="text-align: justify;"><strong>1. New opportunity for government jobs:</strong> Such candidates can work as consultants, project directors or development fellows in projects of NITI Aayog, ministries, or state governments. </p>
<p style="text-align: justify;"><strong>2. Public Sector and Think Tanks:</strong> Many PSUs, think tanks and government institutions can recruit through this portal. </p>
<p style="text-align: justify;"><strong>3. Private Sector:</strong> Some private companies are also joining this portal so that they can get candidates with good analytical and administrative skills. </p>
<p style="text-align: justify;"><strong>4. Data Security:</strong> Only those companies can see the information of the candidates who are already verified, due to which confidentiality is maintained. </p>

<p>Gargi fell short by a few points in the very first attempt. This is a disappointing moment for anyone, but he was determined to convert this defeat into victory. She started preparing again and won everyone&#8217;s hearts by securing 45th rank in the second attempt.</p>

<p>After becoming IAS, Gargi got Karnataka cadre, but after marriage he joined Gujarat cadre. At present she is the collector of Chhota Udepur district of Gujarat. This district is a tribal area and there are more administrative challenges here.</p>

Umesh, who once failed in the 12th class English exam, is today an Indian Police Service (IPS) officer and is working as Superintendent of Police (SP) in West Bengal.</p>
<p style="text-align: justify;">The story of Umesh Ganpat Khandabahale is no less than the script of a film. He was not very smart in studies during his school days. He got only 21 marks in the 12th class English exam and failed. This failure shook his confidence. The financial condition of the family was also not very good, so he left studies and started working with his father.</p>
<p style="text-align: justify;">He used to go to Nashik from the village every day and help in running the household expenses by selling milk. Apart from this, he also did many small jobs like carrying goods, helping in the fields, and sometimes working as a labourer.</p>
<p style="text-align: justify;"><strong>determined to make a new beginning</strong></p>
<p style="text-align: justify;">The difficulties of life did not break Umesh, but made him stronger. He thought that if we try again then nothing is impossible. He took the 12th examination again from an open school and this time passed with good marks. From here his life took a new turn. After this Umesh started his graduation studies in science. Along with studies, he kept himself on the path of discipline and hard work. Gradually he decided his goal.</p>
<p style="text-align: justify;"><strong>Difficult path of UPSC</strong></p>
<p style="text-align: justify;">The dream of becoming an IPS was not easy. Umesh started preparations living within his limited resources. He neither had coaching facilities nor the environment of the city. But he had determination and courage to work hard. He studied for hours every day, learned from books and notes, and learned from every mistake. Ultimately his hard work bore fruit. He passed the UPSC exam and secured 704th rank. This was the same person whom people once taunted by calling him “12th failed” and today he is serving the country.</p>

<p style="text-align: justify;">The media also investigated Sumit&#8217;s house, where Sumit&#8217;s family was found at the gate. He also refused to say anything in the matter. Cylinders were seen kept in Sumit&#8217;s house, because he and his father do cylinder business. </p>
<h3 style="text-align: justify;">The family declared Sandeep innocent of the third charge</h3>
<p style="text-align: justify;">On reaching the house of the third accused Sandeep, his family was found. Sandeep also worked as a sweeper on contract in Moradabad Police Lines. Sandeep&#8217;s family started crying, declaring him innocent. Sandeep&#8217;s mother told that her son had been asked by Sumit to bring his clothes, which he had gone to give. Later he was implicated. </p>
<p style="text-align: justify;">Sandeep&#8217;s father and brother said that Sumit had asked for money and clothes from Sandeep to go to Delhi. Sandeep had gone to give him the same. Then when the police arrived, it came to light that such an incident had happened. </p>
<h3 style="text-align: justify;">Sumit did the cylinder blast knowingly. </h3>
<p style="text-align: justify;">A conspiracy was hatched to use the cylinder to make Ramkesh Meena&#8217;s murder an accident. The one who hatched this conspiracy was none other than Sumit. Since Sumit has a cylinder business, he knew that accidents due to cylinder blasts are common, so that the murder could be termed as an accident. </p>

<p style="text-align: justify;">Police has made a big revelation in the murder case of UPSC candidate Ramkesh Meena in Timarpur area of ​​Delhi. <p style="text-align: justify;">In fact, on October 6, a fire broke out on the fourth floor of a building in Timarpur area of ​​Delhi after a massive blast. The fire department team and police arrived for relief work and found a dead body in the house. The body was of 32-year-old Ramkesh Meena, who was preparing for UPSC while living in Delhi. In the initial investigation, it was suspected that the house caught fire due to cylinder or AC blast and Ramkesh Meena died.</p>
<p style="text-align: justify;">However, as the investigation progressed, the police began to suspect that it might not be an accident but a case of murder, in which the house was later burnt to make it look like an accident. Gradually, the case was solved layer by layer and it came to light that the name of Ramkesh Meena&#8217;s live-in partner, 21-year-old Amrita Chauhan, was accused of murdering Ramkesh Meena.</p>
<h3 style="text-align: justify;">Ramkesh Meena&#8217;s live-in partner and ex-lover arrested</h3>
<p style="text-align: justify;">B.Sc Forensic Science student Amrita Chauhan (21), her ex-boyfriend Sumit Kashyap (27) and a friend Sandeep Kumar (29) were arrested in the Ramkesh Meena murder case. All of them are residents of Moradabad, UP. </p>
<h3 style="text-align: justify;">Murdered by strangulation, then poured alcohol and set fire </h3>
<p style="text-align: justify;">During interrogation, Amrita claimed that Ramkesh had some of her personal videos, which he had refused to delete. After this, Amrita along with her ex-boyfriend Sumit and friend Sandeep conspired to commit murder. All three strangled Ramkesh to death and then poured oil and liquor and set him on fire.</p>
<p style="text-align: justify;">Sumit is an LPG cylinder distributor, he used the gas cylinder to carry out the blast. The police had recovered the hard disk, trolley bag, shirt and two mobile phones of the deceased, which were examined. </p>
