<p style="text-align: justify;"><strong>Delhi Politics:</strong> A tough letter has been sent by the Delhi Assembly Speaker&#8217;s Office to Delhi Congress President Devendra Yadav on Monday, in which Devendra Yadav has been asked to apologize unconditionally on the comments like Shouchamahal.</p>
<p style="text-align: justify;"><strong>What did Devendra Yadav say?</strong></p>
<p style="text-align: justify;">The controversy began after a statement on renewal of the alleged government residence of Delhi Assembly Speaker Vijendra Gupta, in which Devendra Yadav claimed that the speaker&#8217;s residence cost ₹ 2.35 crore, with ₹ 94.69 lakh spent on bathrooms and toilets only.</p>
<p style="text-align: justify;">According to Delhi Assembly Speaker Vijendra Gupta, Congress state president Vendra Yadav in his statement to the media called the government residence of the Speaker as &#8220;toilet&#8221; and his address was &#8220;9, Shamnath Marg&#8221;, while 9, Shamnath Marg is not the official residence of Vidhan Sabha Speaker Vijendra Gupta. Also, this statement is completely factless and has been given without any confirmation. In such a situation, the Delhi Assembly Speaker condemned this statement and asked the Congress leader to apologize unconditionally within three days.</p>
<p style="text-align: justify;">It has also been written in the letter that Devendra Yadav himself has been a former member of the Delhi Legislative Assembly, in such a situation, he should respect the constitutional post of the speaker and should not target him for political gains.</p>
<p style="text-align: justify;">This letter has been released by his secretary Vineet Kumar on behalf of Delhi Assembly Speaker Vijendra Gupta. This entire case has increased the heat in the politics of Delhi and now the eyes are on whether Congress leaders apologize or further the dispute.</p>

<p style="text-align: justify;"><strong>Delhi Politics:</strong> The second session of the Delhi Legislative Assembly has ended. Chairman Vijendra Gupta spoke in detail on the achievements of the session and future plans. He informed about the assembly proceedings, proposals passed, CAG reports and discussions on the budget. At the same time, he also made it clear that now transparency and accountability in the House will be the top priority.</p>
<p style="text-align: justify;">The second session of the Delhi Legislative Assembly started on 24 March 2025 and was adjourned indefinitely on 2 April. In a total of 7 meetings, the house proceeded for 27 hours 56 minutes. During this, a historic budget of one lakh crore rupees was passed. Chief Minister Rekha Gupta presented this budget on 25 March, which was discussed intense for 7 hours 13 minutes and 36 MLAs participated in it. The chairman claimed that the opposition was given more time than his proportional number, so that he could keep his point.</p>
<p style="text-align: justify;">After a long time, the Question Hour was resumed in the House, which is an important platform to decide the accountability of the government. The secretariat received a total of 384 questions, out of which 80 starred and 282 unstarred questions were accepted. On March 28, the chairman directed that from now on, questions on &#8216;reserved subjects&#8217; will be accepted on a case-to-case basis. Under the Supreme Court&#8217;s 2023 decision, &#8216;Services&#8217; will no longer be considered a reserved subject, so the questions related to it will now be raised in the House.</p>
<p style="text-align: justify;"><strong>Six CAG reports presented in House during session </strong></p>
<p style="text-align: justify;">During the session, the government presented six reports of CAG in the House, including the financial status of the Delhi Government&#8217;s Financial Accounts (2021-22, 2022-23), the economic status of the Delhi Transport Corporation (DTC) and air pollution and vehicle emissions in Delhi. 26 MLAs discussed these reports, but the opposition MLAs were absent. The Chairman called it a &#8216;big omission&#8217; of the opposition and said that the Public Accounts Committee (PAC) and the Committee on Government Undertakings (COGU) will complete their investigation on these reports in three months.</p>
<p style="text-align: justify;">After reviewing the incomplete cases of the Privilege Committee, Petition Committee and Question and Reference Committee of the East Assembly, the Chairman decided that they would not be extended forward. He said that these cases were used by the previous government as &#8216;political weapons&#8217;. Their purpose was to harass government officials, while the committees did not investigate for years. This decision will provide relief to government officials and prevent unnecessary cases.</p>
<p style="text-align: justify;">During the session, the resolution presented by Ashok Goyal for the construction of cowsheds and caring for stray animals was unanimously passed on March 28. At the same time, discussion was called on 1 April about the power crisis in Delhi, but the entire opposition including the Leader of Opposition was absent. The Speaker called it &#8216;politics of running away from public issues&#8217;.</p>
<p style="text-align: justify;">Speaker Vijendra Gupta said that the Delhi Assembly will be technically further advanced. The process of implementing NEVA (National E-Vidhan Application) has started. A &#8216;Media Desk&#8217; with 25 computers will be created for the media, so that the news can be spread rapidly. The target has been set to operate the assembly premises completely with solar energy within 100 days.</p>
<p style="text-align: justify;"><strong>Strict steps to make Delhi Assembly &#8216;Adarsh ​​Vidhan Sabha&#8217;</strong></p>
<p style="text-align: justify;">The Speaker made it clear that strict steps will be taken to make the Delhi Assembly &#8216;Adarsh ​​Vidhan Sabha&#8217;. The misuse of the House and the committees will not be tolerated. The level of discussions will improve, unnecessary uproar will be stopped. There will be creative and positive discussions on Delhi&#8217;s problems. With the conclusion of the session, now everyone&#8217;s eyes are on the investigation report of the Public Accounts Committee and the upcoming budget implementation.</p>

<p style="text-align: justify;"><strong>Delhi e-casembly project:</strong> On the third day of the budget session of Delhi Assembly, Assembly Speaker Vijendra Gupta announced to implement the e-Vidhan Sabha project soon. He said that an attempt will be made to fully implement it in the next 100 days, so that the monsoon session can be conducted through the e-Vidhan Sabha application &#8216;NEVA&#8217;.</p>
<p style="text-align: justify;">The speaker said that on 22 March 2025, there was an agreement (MOU) between the Delhi Legislative Assembly and the Ministry of Parliamentary Affairs of the Government of India. Under this agreement, the Government of India will bear the financial burden of the entire project. After the implementation of the e-Vidhan Sabha, all the work will be online and paperless, which will not only intensify the functioning, but will also increase transparency.</p>
<p style="text-align: justify;"><strong>MLAs will get online facilities</strong></p>
<p style="text-align: justify;">The Speaker said that after the implementation of the e-Vidhan Sabha, the MLAs will get the facility to submit online notices and get all the records related to the House on mobile or tablet. Apart from this, this digital system will help in effectively dealing with questions, answers, discussions, legislative work and committee related matters.</p>
<p style="text-align: justify;">He also informed that this application will be available on touchscreen desktop, mobile and tablet. A touchscreen device will be installed on each MLA&#8217;s seat, so that they will be able to see all the necessary documents in digital form.</p>
<p style="text-align: justify;">Speaker Vijendra Gupta said that training sessions will be organized for MLAs and employees to implement the e-Vidhan Sabha effectively. Under this, a permanent facility center will also be set up in the Assembly Secretariat, where MLAs will be able to understand the digital process and learn to use the application.</p>
<p style="text-align: justify;">The speaker said that this is an important step to fulfill Prime Minister Narendra Modi&#8217;s One Nation-One application resolution. He appreciated the cooperation of Parliamentary Affairs Minister Kiren Rijiju and Government of India officials, who have played an important role in implementing the project. The speaker also said that the Department of Law, Justice and Legislative Affairs of the Delhi Government, Department of Information Technology and Finance Department have assured full support to successfully implement this project.</p>
<p style="text-align: justify;">The Speaker said that with the implementation of e-Vidhan Sabha, the functioning of the Delhi Assembly will be modern and transparent. This will not only get quick access to the information to the MLAs, but will also speed up the proceedings of the House. This step of the government will prove to be important towards strengthening the Digital India Mission as well as environmental protection. Paperless process will reduce paper consumption, which will also benefit the environment.</p>
<p style="text-align: justify;">The speaker appealed to all MLAs and departments to work unitedly to make the e-Vidhan Sabha successful. After the implementation of this scheme, Delhi will move towards the formation of the country&#8217;s first fully digital assembly.</p>
