<p style="text-align: justify;">The proceedings of the winter session of Delhi Assembly are going to start from Monday (05 January 2026). The assembly session will start from January 5 and continue till January 8. The session will start at 11:00 am with the address of Delhi Lieutenant Governor Vinay Kumar Saxena.</p>
<p style="text-align: justify;">During this time, an outline of government policies, upcoming plans and major issues related to the capital is expected to be presented. Delhi government will discuss pollution. It will also bring proposals on pollution and environment.</p>
<h3 style="text-align: justify;">Rekha Gupta government will bring three CAG reports</h3>
<p style="text-align: justify;">According to the information, Rekha Gupta&#8217;s government will bring three CAG reports in the House. In this, reports will come on former CM Arvind Kejriwal&#8217;s residence (Sheesh Mahal), Delhi Jal Board and Delhi Government universities.</p>
<h3 style="text-align: justify;">Security and administrative preparations for the session completed</h3>
<p style="text-align: justify;">In view of the winter session, security and administrative preparations have also been completed. After the address of LG of Delhi, the proceedings of the House will start after an interval of about 30 minutes. In which the government&#8217;s special focus will be on issues related to pollution and environment.</p>
<h3 style="text-align: justify;">There may be a heated debate between the government and the opposition</h3>
<p style="text-align: justify;">Political allegations and counter-allegations between the ruling party and the opposition regarding the CAG reports are likely to intensify. In this session of the Assembly which will last for four days, a heated debate can be seen between the government and the opposition. The Assembly building located at the old secretariat will once again become the center of political activities, where public representatives will raise issues related to the people of Delhi in the House. It is believed that this session can play an important role in deciding the direction of Delhi politics. </p>
<p style="text-align: justify;">In the press note issued earlier by the Delhi Assembly Secretariat, it has been mentioned that this winter session has special significance. Special focus is likely to be placed on issues like progress of development works, administrative efficiency, and financial discipline.</p>

<p style="text-align: justify;">There is news of great relief for the parents of Delhi. Parents who have been struggling with uncontrolled fee hike in private schools for years are now going to get legal protection. The Delhi government has formally implemented a new law made with the aim of controlling the fee system of private schools, due to which the process of fixing fees will no longer be arbitrary but will be within the limits of the rules.</p>
<h3 style="text-align: justify;">Law implemented after LG&#8217;s approval</h3>
<p style="text-align: justify;">Nearly four months after it was passed by the Delhi Assembly, the Delhi School Education (Transparency in Fee Determination and Regulation) Act, 2025 has received the approval of Lieutenant Governor VK Saxena. With this, this law has become effective in the entire capital region and the responsibility of its implementation has been handed over to the Education Department.</p>
<h3 style="text-align: justify;">Government investigation will be done before deciding the fees</h3>
<p style="text-align: justify;">Now private schools will have to disclose their complete financial position before increasing fees. The Education Department will examine the expenditure, income and fee proposals of the schools and they will be approved only if they are in accordance with the rules. Every process related to fees, from investigation to monitoring, will now run under the fixed structure.</p>
<h3 style="text-align: justify;">Education is not business- Ashish Sood</h3>
<p style="text-align: justify;">Describing this law as a major reform in the education sector, Education Minister Ashish Sood said that this issue was pending for decades, but the present government has taken concrete steps in a short time. He clearly said, &#8220;Education cannot be made a source of profit and the government will ensure that no child has to suffer due to financial reasons.&#8221;</p>
<h3 style="text-align: justify;">Immediate action on parents&#8217; complaints</h3>
<p style="text-align: justify;">The government has also clarified that if any school collects fees bypassing the rules, parents can complain directly. Provision has been made for prompt action on such complaints, so that parents do not have to make repeated trips to schools.</p>
<h3 style="text-align: justify;">Complete ban on capitation fees</h3>
<p style="text-align: justify;">Under the new law, capitation fees or any kind of hidden collection has been completely banned. Schools will now be able to charge fees only for those facilities which the student actually avails. All user-based charges will be determined on the principle of no-profit, no-loss.</p>
<h3 style="text-align: justify;">Schools will have to maintain separate financial records</h3>
<p style="text-align: justify;">Private schools will now have to maintain separate accounts for each item and also prepare complete records of their assets. The money taken from parents cannot be transferred directly to any trust or society. If there is excess amount left at the end of the year, it will either have to be returned or adjusted in the next fee.</p>
<h3 style="text-align: justify;">A committee will be formed in every school to decide fees.</h3>
<p style="text-align: justify;">According to the law, the same rules will apply to all private schools, whether they fall in the minority category or are built on government land or not. A fee regulation committee will be formed in every school, which will include the school management, a representative of the education department and five parents selected through lottery. This committee can reduce or approve the fees, but will not have the right to increase them. The fee once decided cannot be changed for three years.</p>
<h3 style="text-align: justify;">Trying to regain the trust of parents!</h3>
<p style="text-align: justify;">The government believes that this law will increase the accountability of schools and strengthen parents&#8217; trust in the education system. This is being considered an important step towards resolving the long standing problem of dissatisfaction regarding fees.</p>

<p style="text-align: justify;"><strong>New criminal laws:</strong> Union Home Minister Amit Shah (AMIT Shah) chaired an important review meeting in Delhi on Monday (May 5), which discussed the implementation of 3 new criminal laws in the national capital. In this meeting, Delhi Lieutenant Governor V.K. Saxena and Delhi CM Rekha Gupta were also present.</p>
<p style="text-align: justify;">The meeting reviewed the current status and implementation of various new provisions related to police, jail, prosecution, forensic and court. Senior officials of the Ministry of Home Affairs and Delhi, including the Union Home Secretary, Police Commissioner, BPR &#038; D Director and Director of NCRB, were present on the occasion.</p>
<p style="text-align: justify;"><strong>Police force&#8217;s accountability will increase- Amit Shah</strong><br />The Home Minister said in his address that 3 new criminal laws being implemented under the leadership of Prime Minister Narendra Modi will give a new direction to the law and order of the country. He said that these laws will increase the accountability and efficiency of the police force. Amit Shah also directed that the responsibilities of all officers should be clearly decided to make the implementation of laws smooth.</p>
<p style="text-align: justify;"><strong>Charge sheet filed in 60 to 90 days- Amit Shah</strong><br />Amit Shah especially emphasized that the process of filing the charge sheet in criminal cases should be completed within the fixed deadline of 60 to 90 days and it should also be monitored continuously. He said that efforts should be made to increase the conviction rate by at least 20 percent in heinous crimes.</p>
<p style="text-align: justify;"><strong>E-saman should be issued directly from the court- Amit Shah</strong><br />The Home Minister gave instructions to make the e-support system more effective. He said that e-mons should be issued directly from the court and a copy of it should also be sent to the police stations concerned. In addition, he asked to speed up the process of appointments in the Directorate of Prosecution and to be handed over to the decisions related to the appeal to the Directorate.</p>

The country&#8217;s first state-of-the-art &#8220;Smart Police Booth&#8221; was dedicated to passengers from Sunday at Terminal-3 of Indira Gandhi International Airport (IGI).</p>
<p style="text-align: justify;">This revolutionary initiative was inaugurated by Delhi Lieutenant Governor Vinay Kumar Saxena. This initiative is not just a facility, but a symbol of the new thinking of Delhi Police. Such thinking that wants to attack crime by making technology a weapon and gives citizens a comfortable, accessible and safe environment.</p>
<p style="text-align: justify;"><strong>Passengers will get 24&#215;7 smart security</strong></p>
<p style="text-align: justify;">Now there is no need to visit the police station for any problem at the airport. The facilities present in this booth allow passengers to register an e-FIR, report missing goods and get essential information, that too through interactive touch screen panel. This booth is not just an information center, but also a real-time security monitoring unit, where important areas of the terminal are being monitored through CCTV cameras. Computers, printers, scanners, high-speed internet and trained policemen everything is hi-tech and high-speed here.</p>
<p style="text-align: justify;"><strong>Strong steps towards Digital India</strong></p>
<p style="text-align: justify;">During the inauguration, the Lieutenant Governor said that this smart booth is not just a post, but a glimpse of future policing. This initiative is the best example of Prime Minister Narendra Modi&#8217;s &#8216;Digital India&#8217; and &#8216;Smart Policing&#8217; vision on the ground. Delhi Police Commissioner Sanjay Arora presented a plant as a memory to the Lieutenant Governor, which was a symbol of commitment to both the environment and security.</p>
<p style="text-align: justify;"><strong>Women safety and empowerment also priority</strong></p>
<p style="text-align: justify;">On this occasion, trainers who have imparted self -defense training were also honored, who are working closely with the Delhi Police to make women employees working around the airport self -reliant. This step is not only limited to law and order, but also in the direction of social empowerment.</p>
