The sudden death of a BLO engaged in Voter List Revision (SIR) work in Shahdol district of Madhya Pradesh has raised big questions on the entire system. 54-year-old Maniram Napit, posted in the primary school Madrasa of Sohagpur tehsil, was ill for a few days, but the pressure of SIR work was constant on him.

Family members say that after receiving the call, his health suddenly deteriorated and he died on the way. However, the administration has clearly rejected the issue of duty pressure.

Maniram Napit was assigned BLO duty in a ward of Kotma area. He was having health problems for the last several days while working, but due to the deadline of SIR, he was continuously in the field.

Even on the day of the incident, he was at work when he received a phone call and soon after his condition started deteriorating. The family members were taking him to the hospital, but he died on the way. Initially the case is being said to be a heart attack. The real reason will become clear only after the post mortem report.

Son’s allegation- ‘There was a lot of pressure’

Aditya Napit, son of the deceased, made serious allegations against the administration. He said that there was a lot of pressure for the work of SIR. Aditya told that father was ill for the last few days, but there was a lot of pressure from above to complete the work quickly. Meanwhile someone called, and after that his condition suddenly worsened. Family members say that constant calls and pressure had further weakened Maniram’s condition.

‘Feel ill at home, talk about pressure is wrong’

Shahdol Collector Dr. Kedar Singh says that this incident is sad, but it should not be linked to the pressure of duty. He claimed that Maniram Napit’s health had deteriorated at home and he did not die at the workplace.

The Collector said that the BLO had completed 60 percent of his work. There was no extra pressure of any kind on him. He also informed that the digitization work of 453 out of 676 BLOs in the district has been completed.

A shocking incident came to light during the Voter List Revision (SIR) in Purulia district of West Bengal. The Chakraborty family, separated for almost four decades, has now reunited. In fact, the sudden disappearance of elder son Vivek Chakraborty from home in 1988 was a shock for the family. He was searched for years, but no clue was found. Vivek’s son lived in Kolkata and did not know anything about his uncle. He contacted Pradeep for the documents. Initially the conversation was limited to papers, but gradually the mysteries of the family started getting resolved.

Vivek said, “It is an indescribable joy to return home and meet my family after 37 years. During the ongoing special intensive review in Rajasthan, complaints were being received continuously about the heavy workload on Booth Level Officers (BLOs). Taking these complaints seriously, the State Election Department has taken a big decision to provide relief to BLOs. Now additional BLOs and information assistants will be appointed for the revision work.

At present, a special intensive revision of the voter list is going on from November 4 to December 4, 2025. During this period, BLOs have to do the heavy work of distributing Form-6, Form-7 and Form-8 and doing door-to-door verification. At many places, a single BLO had to verify hundreds of houses, which was causing delay in work and increasing stress.

Hire additional employees immediately

The Election Commission has issued instructions to all the district collectors to immediately appoint additional employees from other departments to help the BLOs. Special care has been taken to ensure that there is no additional burden on school teachers. The Commission has clearly said that half-yearly examinations are going to be held in schools in December, hence the academic work of teachers should not be affected. Teachers should be engaged in this work only when there is no other option.

According to the Commission, we saw that many BLOs were working continuously for 10-12 hours. Due to the teachers being on duty, their school work was also being affected, hence now personnel from other departments will be deployed on priority.

Will be given training and will be fielded soon

Apart from this, there is a plan to appoint retired employees, Anganwadi workers and Asha Sahyoginis as assistants in some districts. The newly appointed support staff will soon be trained and put into the field, so that the work can be completed within the deadline of December 4.

The State Election Commission says that this step will not only reduce the stress of BLOs, but will also help in making the voter list more accurate. The Commission has asked all the District Election Officers to strictly follow these instructions and send daily progress reports.

Bihar Assembly Elections 2025: Chief Election Commissioner (CEC) Dnyanesh Kumar gave important information about Bihar assembly elections. He said that before each election, special special revision of the voter list is required according to the law. When someone says that the revision should be held after the election, it is not justice.

The Chief Election Commissioner said, “There is still time till ten days before the last nomination date. If a person or political party feels that no qualified voter list is included or any disqualified voter list, they can file their claim or objection. The claims and objections received will be disposed of at the ERO level. The list will be freezed after the nomination process and there will be no change.” Significantly, Rahul Gandhi questioned the time of the SIR process.

CEC advice on spending limit and electoral transparency

CEC Dnyanesh Kumar also gave detailed information on the expenditure limit. He said that it is mandatory for all candidates to follow the procedure set by the Commission. Officers of revenue services in every district have been appointed as supervisors to keep an account of expenditure. It is necessary to publicly inform your criminal record or publish in the newspaper, whether it is of any type, whether it is of any type.

CEC Dnyanesh Kumar said that Bihar elections will show a new path to the country. The Election Commission has taken a new initiative in Bihar which will be applicable across the country. Elections will be completed before 22 November. The election process will be completed.

‘Mock poll necessary to ensure transparency in elections’

He appealed to the candidates to enroll their polling agents at the polling booth. He said, “Your polling agents arrive there before the polling starts, see the mock poll personally and get Form 17C from the President after completion of the voting.”

‘No need to worry about lack of house number in voter list’

CEC also said that people who do not have their own house or who have not allotted any house number by the panchayat/municipality, can enter the nearest house number or sometimes zero. He further said, “When the booth level officer takes an annimance form of a person, the booth level agents of every political party are present. I am happy to say that more than 1,60,000 booth level agents in Bihar have been nominated by political parties.”

The Congress has given a serious reaction to the statement of ‘election boycott’ given by Rashtriya Janata Dal (RJD) leader Tejashwi Yadav regarding Bihar assembly elections. The party said on Saturday that this warning of Tejashwi Yadav indicates that fair election conditions are not being created in the state.

The issue of boycott is still ‘premature’

How is the campaign going on?

Voter list update process started from June 24
The Election Commission had ordered to update the voter list in Bihar from 24 June 2025. Its purpose is to remove ineligible names from the voter list and to maintain only the right voters in the list. This process has been started simultaneously across the state.

Last date for submission of documents 25 July
The Election Commission has said that all eligible voters will have to submit their necessary documents by 25 July 2025. However, those who will not be able to give documents till this date, they will get a chance to give documents even during the period of claims and objections.
