A big facility is coming for the women of Delhi in 2026. Delhi government will end the Pink Ticket system and start Pink Saheli Smart Card.

With this card, women will be able to travel free in Delhi buses. While boarding the bus, the card will have to be tapped on the conductor’s ETM machine. To avail the benefits of the scheme, the woman must be at least 12 years of age and her permanent address must be in Delhi.

Aadhaar card with Delhi address will be mandatory. This facility will be available only for women living in Delhi. The government is planning to implement it from January 26, 2026. Smart cards will be made by DTC at special counters. This is a digital, transparent and misuse-free version of the Pink Ticket of 2019.

Himanta Biswa Sarma on Polygamy: Assam Chief Minister Himanta Biswa Sarma made two important announcements regarding education and social reforms in the state assembly on Thursday. He told that the state government has started a new scheme for matriculation students, under which financial assistance of Rs 300 per month will be given to every student till the examinations. He clearly said that now polygamy will be completely banned in the state and if a person tries to marry another after one marriage, he will be punished for 7 years. On the other hand, if a person marries a second child by hiding the details of his first marriage, he will be given a punishment of 10 years.

Assam Prohibition of Polygamy Bill 2025 passed

The Assam Assembly on Thursday unanimously passed the ‘Assam Prohibition of Polygamy Bill 2025’. Under this new law, polygamy will be considered a crime in the state and the culprits will have to face imprisonment of up to 10 years, fines and many other legal sanctions. According to the law, the guilty person will not get a government job, will not be able to contest civic elections and will not be able to avail the benefits of any state scheme. However, Scheduled Tribe (ST) category and areas covered under the Sixth Schedule have been kept out of the scope of this law.

There may be a punishment of 10 years

Polygamy has been defined in the bill as if a person marries a second time without legally ending his first marriage, it will be considered an offense and will be punishable with imprisonment of up to 7 years and fine. At the same time, if someone marries again by hiding his existing marriage, then there is a provision of 10 years of punishment for him. Apart from this, a provision of compensation of Rs 1.40 lakh has also been made to the victim. Chief Minister Himanta Biswa Sarma said that this bill is a historic step towards women’s safety and social reform, which will serve to give a strong social message in the state.

In such a situation, she boarded the bus going from Gwalior bus stand to Shivpuri. During this time he met the bus conductor Vishnu Ojha. Vishnu had described himself as a resident of Guna.

During the conversation, the woman told about coming back to Gwalior from Shivpuri in the evening. On the way back, the conductor lured the woman to leave Bhind and took her mobile number. After this, by making a call from mobile in the evening, the conductor called Shivpuri bus stand, assuring the lady passenger to drop her back to Gwalior. Since the woman’s work was over in Shivpuri and she had to go back to Gwalior, she reached Shivpuri bus stand and boarded Vishnu’s bus and reached Gwalior bus stand at night.

Committed the crime after reaching the yard

After reaching the bus yard in Gwalior, the accused conductor assured him to leave Bhind and directed him to remain sitting in the bus. Meanwhile, when all the passengers got off the bus, the accused conductor closed the gate of the bus and forcibly raped the female passenger and ran away. After this, the victim reached the police station with the help of FRV and narrated her ordeal.

Station in-charge Padav Alok Parihar said that a case has been registered on the complaint of the victim and the accused conductor Vishnu Ojha has been arrested. The Rajasthan government is going to introduce a more stringent version of the Religion Conversion Prohibition Bill, 2025 against the Rajasthan Law in the upcoming assembly session. Its main objective is to ban illegal conversion done in force, fraud or fraudulent ways.

Deputy Chief Minister Dr. Prem Chand Bairwa and Law Minister Jogaram Patel said that there was no special law to deal with illegal conversion in the state, and that is why a new draft has been prepared.

Old draft will be returned

The bill introduced in the last session will now be withdrawn and a new draft with strict provisions will be introduced in the assembly. The new draft was approved in a cabinet meeting held on Sunday under the chairmanship of Chief Minister Bhajan Lal Sharma.

Patel said that the new bill prevents any person or organization from conversion in a trick, force or fraudulent manner. It has also been clarified that marriages for the purpose of conversion will be invalid.

Punishment and fine

Crime will be cognizable and non-bailable in the new bill.

• In general cases imprisonment for 7 to 14 years and fined at least Rs 5 lakh.
• 10 to 20 years in jails related to minors, women, handicapped and scheduled castes/tribes and minimum fine of 10 lakhs.
• Life imprisonment for 20 years and a fine of Rs 25 lakh in collective conversion.
• 10 to 20 years in jail and 20 lakh fine in conversion from foreign or unauthorized money.
• Life imprisonment and a fine of Rs 30 lakh for 20 years in cases related to force or human trafficking.
• Frequent violations of law and fined Rs 50 lakh for those who repeatedly violate the law.
• Also, properties used in illegal conversion can be confiscated or demolished after investigation, and registration of related institutions can be canceled.

Decision on Prime Minister Surya Ghar Electricity Scheme

The cabinet also approved the implementation of Prime Minister Surya Ghar Electricity Scheme. Under this scheme, domestic consumers registered under the Chief Minister Free Power Scheme will get 150 units of electricity per month from solar energy.

The state government will apply 1.1 kW rooftop solar panel for 27 lakh registered families for free. It will get a subsidy of Rs 33,000 from the central government and Rs 17,000 from the state government.

Bairwa said that about 1.04 crore families will be benefited from this scheme and 3,000 MW additional solar energy capacity will be generated in the state.

The government decided to start recruitment of contractual posts in 374 colleges run by Rajasthan College Education Committee. Under this, 4,724 teaching and non-teaching posts will be appointed.

The cabinet also approved amendment to ‘sewerage and waste water policy, 2016’ to develop a broader sewerage system in all urban areas. The revised policy will connect every house with a systematic sewerage system according to the objectives of Swachh Bharat Mission.

Keeping in view the safety of women, the government is taking tough steps and making every effort. Recently, the Central Government has informed the Supreme Court that it is planning to install Artificial Intelligence (AI) based facial recognition system at seven major railway stations including Mumbai CST and New Delhi to curb crimes against women. The central government has told the court that the number of sexual criminals registered in the National Database (NDSO) on sex criminals has crossed the 20 lakh mark. In such a situation, there is a need to tighten them.

This system will be applicable in which cities

It will include seven railway stations in the first phase, including Mumbai Chhatrapati Shivaji Terminal, New Delhi. Soon the names of other stations can also be revealed. Earlier, security marsers have been started in eight cities under the Safety City Project.

How will AI system work

According to the Ministry of Home Affairs, such technology is being used, including facial recognition camera, automatic number plate reader (ANPR), smart street lighting, monitoring and CCTV surveillance through drones. The Ministry said, the Integrated Emergency Response Management System (IERMS) has been started at 499 out of 983 major railway stations, ensuring 24×7 security for women passengers. In the next phase, the AI -based face recognition system will be set up.

The Ministry of Home Affairs says that the National Sexual Criminal Database (NDSO) includes the names, photos and fingerprints of the people involved in rape, tampering, gangrape, chase and misconduct with children. This includes 20.28 lakh information so far, which can be used by all police stations and law-enforcement agencies through the Inter-Operational Criminal Justice System (ICJS).

According to the data of the National Crime Bureau, the crime against women has increased from 58.8 per lakh in 2018 to 2022 per lakh 66.4. At the same time, 23.66 lakh cases were pending in the court in 2022, but only 38,136 cases have been punished.
