<p>Himanta Biswa Sarma on Polygamy: Assam Chief Minister Himanta Biswa Sarma made two important announcements regarding education and social reforms in the state assembly on Thursday. He told that the state government has started a new scheme for matriculation students, under which financial assistance of Rs 300 per month will be given to every student till the examinations. Along with this, the facility of free admission will also be provided to the students in colleges.</p>
<p>The Chief Minister gave a big statement regarding the Assam Prohibition of Polygamy Bill, 2025. He clearly said that now polygamy will be completely banned in the state and if a person tries to marry another after one marriage, he will be punished for 7 years. On the other hand, if a person marries a second child by hiding the details of his first marriage, he will be given a punishment of 10 years.</p>
<p><strong>Assam Prohibition of Polygamy Bill 2025 passed</strong></p>
<p>The Assam Assembly on Thursday unanimously passed the &#8216;Assam Prohibition of Polygamy Bill 2025&#8217;. Under this new law, polygamy will be considered a crime in the state and the culprits will have to face imprisonment of up to 10 years, fines and many other legal sanctions. According to the law, the guilty person will not get a government job, will not be able to contest civic elections and will not be able to avail the benefits of any state scheme. However, Scheduled Tribe (ST) category and areas covered under the Sixth Schedule have been kept out of the scope of this law.</p>
<p><strong>There may be a punishment of 10 years</strong></p>
<p>Polygamy has been defined in the bill as if a person marries a second time without legally ending his first marriage, it will be considered an offense and will be punishable with imprisonment of up to 7 years and fine. At the same time, if someone marries again by hiding his existing marriage, then there is a provision of 10 years of punishment for him. Apart from this, a provision of compensation of Rs 1.40 lakh has also been made to the victim. Chief Minister Himanta Biswa Sarma said that this bill is a historic step towards women&#8217;s safety and social reform, which will serve to give a strong social message in the state.</p>

But a recent report by the United Nations has made a shocking revelation regarding this. A report released by the United Nations states that last year, every 10 minutes, a woman was murdered somewhere in the world.  Apart from this, figures regarding murder of men have also been released in this report. In such a situation, let us tell you today whether men or women are murdered more in the world and who makes them their victims. </p>
<p><strong>What was revealed in the United Nations report?</strong></p>
<p>A new report by the United Nations Anti-Drugs and Crime Office and UN Women has raised questions on the safety of women. The United Nations report shows that 83,000 women and girls will be murdered in the year 2024. Out of which 50 thousand i.e. 60 percent have been murdered by their own partner or a family member. This means that every 10 minutes a woman or girl is murdered at the hands of someone close to her. On an average this figure is 137 women dying every day. The report states that the killing of women is not the result of a single incident but is part of a continuous series of violence. Which often starts with controlling behaviour, threats and harassment. In many cases, this violence starts on online platforms, reaches real life and ultimately takes a deadly form. According to the policy director of UN Women, home remains the most dangerous place for women today. Whereas the common belief is that it is most dangerous for women to go out. </p>
<p><strong>What happens to men?</strong></p>
<p>According to this report of United Nation, only 11 percent of the cases of murders of men are such in which the murder was committed by a close partner or family member. That means, for men, the danger is mostly outside the home, while for women, the danger is mostly inside the home. </p>
<p><strong>Which country is most at risk?</strong></p>
<p>The United Nations report states that the highest number of cases of femicide have been registered in Africa. Where in 2024, about 22,000 women and girls have become victims of murder. Its figures have also been seen in other regions like Asia, America, Europe and Oceania. But the number of such cases has been found to be the lowest in Europe. The study also revealed that technology has created new threats for women such as cyber stalking, image based blackmailing, doxxing and deepfakes. At times this digital violence turns into real world violence and murder.</p>
<p style="text-align: justify;">In this report of the United Nations, warnings and appeals have also been made regarding women. According to the United Nations, home is still a deadly place for many women and girls around the world. The United Nations has appealed that to stop femicide, there is a need for strict laws, better data and strict action against criminals.</p>

<p style="text-align: justify;"><span style="font-weight: 400;">Keeping in view the safety of women, the government is taking tough steps and making every effort. Recently, the Central Government has informed the Supreme Court that it is planning to install Artificial Intelligence (AI) based facial recognition system at seven major railway stations including Mumbai CST and New Delhi to curb crimes against women. The central government has told the court that the number of sexual criminals registered in the National Database (NDSO) on sex criminals has crossed the 20 lakh mark. In such a situation, there is a need to tighten them. </span></p>
<p style="text-align: justify;"><strong>This system will be applicable in which cities</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">It will include seven railway stations in the first phase, including Mumbai Chhatrapati Shivaji Terminal, New Delhi. Soon the names of other stations can also be revealed. Earlier, security marsers have been started in eight cities under the Safety City Project. </span></p>
<p style="text-align: justify;"><strong>How will AI system work</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">According to the Ministry of Home Affairs, such technology is being used, including facial recognition camera, automatic number plate reader (ANPR), smart street lighting, monitoring and CCTV surveillance through drones. The Ministry said, the Integrated Emergency Response Management System (IERMS) has been started at 499 out of 983 major railway stations, ensuring 24&#215;7 security for women passengers. In the next phase, the AI -based face recognition system will be set up.</span></p>
<p style="text-align: justify;"><strong> What does crime report say?</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">The Ministry of Home Affairs says that the National Sexual Criminal Database (NDSO) includes the names, photos and fingerprints of the people involved in rape, tampering, gangrape, chase and misconduct with children. This includes 20.28 lakh information so far, which can be used by all police stations and law-enforcement agencies through the Inter-Operational Criminal Justice System (ICJS). </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">According to the data of the National Crime Bureau, the crime against women has increased from 58.8 per lakh in 2018 to 2022 per lakh 66.4. At the same time, 23.66 lakh cases were pending in the court in 2022, but only 38,136 cases have been punished.</span></p>
