According to the report of British newspaper The Guardian, secret talks were going on between America and Delsey Rodriguez since November 2025. It was reported that Delsey had indicated to Washington that it was no longer possible for Maduro to remain in power and that she could handle the transition of power in a controlled manner, so that the country does not plunge into anarchy. According to sources, Delcy Rodriguez had told the US that Maduro would have to step down and he was ready to handle the subsequent situation.

On the day of Maduro’s arrest, it was rumored that Delcy Rodriguez had fled to Moscow, Russia, but according to reports she was on Venezuela’s Margarita Island and monitoring the situation. On January 5, she returned to Caracas and was formally sworn in as acting president. His brother Jorge Rodriguez also assumed an important role as Speaker of Parliament, which is believed to be part of a pre-planned plan.
