On Monday (2 February 2026), on the fourth day of the budget session of Parliament, there was a huge uproar in the Lok Sabha when there was a heated debate between Leader of Opposition Rahul Gandhi and Defense Minister Rajnath Singh over the Doklam issue. An attempt was made to read some excerpts from the draft of the memoir of a former Army Chief in the House, on which Defense Minister Rajnath Singh and Home Minister Amit Shah protested.
While participating in the discussion on the motion of thanks on the President’s address, Rahul Gandhi attacked the government by mentioning the statement of BJP MP Tejashwi Surya in the beginning of his speech. He said that Tejashwi Surya has raised questions on the patriotism and character of Congress, hence he wants to read an excerpt from the memoir of a former army chief which has been published in a magazine.
What did Tejaswi Surya say in the House?
BJP MP Tejashwi Urya said in Parliament, ‘Prime Minister Narendra Modi’s popularity has continuously increased in the last 12 years. The 10 years of UPA were 10 years of policy paralysis. Quoting the President’s address in the years 2009, 2010 and 2011, Tejaswi Surya said, ‘In 2013 it was said that global and domestic factors are affecting the development of our country. Today, despite all the challenges, our country is developing fastest in the world. During the time of UPA, there was talk of internal security in the presidential addresses.
What caused the uproar in Parliament?
Presenting the figures, Tejashwi Urya said, ‘The UPA government did nothing to deal with terrorism, while the Modi government retaliated with military attacks. At one time there used to be Naxalites in more than 100 districts of the country, whereas today Naxalites are left only in a few districts. When Congress MP Hibi Eden objected to this, Home Minister Amit Shah stood up and said that Tejaswi Surya had talked about the President’s address. On these allegations of Tejashwi Surya, Leader of Opposition in Lok Sabha Rahul Gandhi said that they will have to be answered and then the whole uproar started.
Rahul Gandhi mentioned the book of former Army Chief
After this, Congress MP Rahul Gandhi wanted to read the quote from the book of former Army Chief MM Naravane, after which there was a heated argument and uproar between the ruling party and Congress members in the House. Lok Sabha Speaker Om Birla appealed to the Congress leader several times that he cannot quote a book or any magazine in the House. However, Rahul Gandhi tried to raise the issue of India’s military tension with China by citing the former Army Chief and claimed that the former Army Chief had also spoken about the character of Prime Minister Narendra Modi and Defense Minister Rajnath Singh. Rajnath Singh accused Rahul Gandhi of trying to mislead the House.
Amit Shah-Rajnath had to defend
Prime Minister Narendra Modi was also present during the deadlock in the Lok Sabha. As soon as Rahul Gandhi tried to read it, Rajnath Singh raised the question that the Leader of Opposition should tell whether the book he was referring to has been published or not. Home Minister Amit Shah also said that things published in books and magazines cannot be kept in the House and the Leader of Opposition should follow the rules. The Speaker of the Lok Sabha asked Rahul Gandhi several times to present his views on the President’s address.
When Rahul Gandhi remained adamant on placing the quote of the former Army Chief’s book on the table of the House, Speaker Om Birla said, ‘You are continuously disrespecting the chair…’ On this, Rahul Gandhi said that he is not challenging the chair, but wants to talk about India’s relationship with China.
