Strict action will be taken against selling meat in the open in Bihar. The Urban Development and Housing Department has issued strict rules regarding this. Under this rule, it will be mandatory for all shopkeepers to obtain a license. Also, action will be taken against selling meat in the open. If the rules are violated, a fine of up to Rs 5,000 may have to be paid. Guidelines have been issued by the department.

Urban Development and Housing Department Minister Vijay Kumar Sinha warned of strict action on Monday (February 16, 2026). He said, “There will be no sale of meat in the open. Only license holders will be able to sell meat. Those selling meat will have to follow all the rules. This decision is necessary to maintain public health and order.”

There are already rules but they are not being followed

There is already a ban on selling meat in the open but it has not been strictly enforced. Shopkeepers are selling in the open. Meat is being sold in the open on the roadside or even in the market. On the other hand, most of the sellers of mutton, fish and chicken do not have a license. Only a few vendors have licenses in the main markets of Municipal Corporation or some Municipal Council areas. Now the government seems to be in action mode.

It is mandatory to cover shops with curtains or glass

Under the new rules, now only licensed shopkeepers will be able to sell meat. It will be mandatory to cover shops with curtains or glass. There has been a ban on selling meat by hanging it on the roadside or in the open. It has also been instructed that it will be necessary to obtain a license to sell meat. Instructions have been given to install black glass so that it cannot be seen from outside.

The shop should not be near a school or religious place.

Shops cannot be opened near schools or religious places. If these rules are violated the shop will be closed. A fine of up to Rs 5,000 can also be imposed. Shopkeepers will have to collect the waste (garbage) so that the Municipal Corporation vehicle can pick it up. This decision has been taken keeping in mind health, cleanliness and public sentiments.
