Will problems increase for employees investing in stocks and share market? Yogi government took this decision

The Uttar Pradesh government has decided to amend Rule 21 and Rule 24 of the Government Employees Conduct Rules, 1956. Under the proposed amendment, a provision is being made in Rule 21 that if a government employee invests more than his 6 months’ basic salary in stocks, shares or other investments in a calendar year, then he will have to inform the appropriate authority.

Similarly, changes are also proposed in Rule 24. Under this, earlier information had to be given about the purchase of movable property worth more than 1 month’s basic salary, which has been amended to make it mandatory to give information about the purchase of any movable property worth more than 2 months to the appropriate authority. Along with this, changes are also being made in the provisions related to declaration of immovable property. Earlier, declaration of immovable assets had to be made every 5 years, whereas after the amendment, it will now be mandatory to declare immovable assets on completion of every 1 year.

Chief Minister Urban Expansion, New City Incentive Scheme implemented

Along with this, the Chief Minister Urban Expansion/New Cities Promotion Scheme has been implemented with the aim of providing residential facilities to the urban population along with planned and systematic development in urban areas. Under this scheme, guidelines were issued on Government Order dated 6 April 2023 for the overall and proper development of new cities.

Under the scheme, there is a provision to provide up to 50 percent of the expenditure incurred in land acquisition by the state government as seed capital, which will be given for a maximum period of 20 years. A provision of Rs 3000 crore has been made in the financial year 2025-26 for the overall and proper development of new cities.

Out of the proposed amount of Rs 3000 crore in the financial year 2025-26, it has been proposed to release a total of Rs 425 crore as seed capital for the concerned agencies – Bareilly, Varanasi, Orai, Chitrakoot, Tanda, Pratapgarh, Ghazipur and Mau.
