The short winter session of Madhya Pradesh Assembly is starting from Monday (01 December). This session will continue till December 5 and there will be a total of four meetings. During this period, the government can present a second supplementary budget of about Rs 10 thousand crores. Along with this, four major bills are also likely to be brought in the House.

These bills will be discussed

  • Law for direct election of municipal president
  • Right to Recall provision
  • Shops and Establishment (Amendment) Bill 2025
  • Proposal to increase the salary of public representatives

The amendment to change the method of electing municipal chairpersons has already been approved by the cabinet. Under the new provision, presidents can be elected directly by the public and in case of public dissatisfaction, they can initiate the process of recalling them.

Many reports will be tabled in the House on the first day

On the first day of the session, ordinances, annual reports and notifications of various departments will be laid in the House. Prominent among these are-

  • Municipal (Amendment) Ordinance 2025
  • RERA Annual Report 2024–25
  • Madhya Pradesh Urban Development Company Report 2020–21
  • Three notifications of Electricity Regulatory Commission
  • Annual Reports of Human Rights Commission and State Information Commission

House will not function on December 3

There will be no assembly meeting on December 3 due to the anniversary of the Bhopal gas tragedy. This day has been declared a public holiday in Bhopal.

Major changes will be made in the shop and establishment law. According to the amendment proposal-

  • Employees will have to be given one mandatory holiday in a week.
  • Any employee can be employed only six days a week.
  • There is a proposal to increase the Gumasta license fee from Rs 100-500 to Rs 5,000.
  • Higher charges may be fixed for larger establishments and hotels.

1497 questions reached Assembly Secretariat

So far, a total of 1497 questions, 194 calling attentions, 6 adjournment motions, 14 non-official resolutions and 52 zero hour notices have been received for the winter session.

Opposition will attack the government on sharp issues

Congress is preparing to corner the government on many issues in this session. The main issues will be-

  • Chhindwara cough syrup scandal
  • lack of fertilizer
  • law and order situation
  • Questions related to farmers and unemployment
  • Scam-corruption issues
  • Increasing atrocities on Dalits and tribals

Congress has also demanded to extend the session by five days, although no decision has been taken on this yet.
