IAS officers have been transferred in Nitish government. The order has been issued by the General Administration Department on Thursday (December 11, 2025). Along with this, secretaries for the three new departments formed recently in the Nitish cabinet meeting have also been found.
Rajiv Roshan is an IAS officer of 2020 batch. He was currently holding the post of Commissioner, Saran Division. Now he has been made the Secretary of Higher Education Department. Kaushal Kishore is a 2010 batch IAS officer and was currently holding the post of Commissioner, Darbhanga Division. While transferring him, he has been given the responsibility of Secretary Youth, Employment and Skill Development Department till further orders.
Whereas Nilesh Ramchandra Devre (2011 batch), Special Secretary, Cabinet Secretariat Department, Bihar, Patna (Additional charge Managing Director, Bihar Medical Services and Infrastructure Corporation Limited, Patna) has been transferred and posted as Special Secretary, Civil Aviation Department till further orders. Devre will continue to hold the additional charge of Managing Director, Bihar Medical Services and Infrastructure Corporation Limited, Patna.
Ajay Yadav relieved from responsibilities of education department
Secretary of Prohibition, Excise and Registration Department, Ajay Yadav, who is a 2005 batch IAS officer, has been relieved of all responsibilities/charges of the Education Department. Avnish Kumar Singh, I.P.S. (2010), Commissioner, Munger Division, Munger will hold the additional charge of Commissioner, Bhagalpur Division, Bhagalpur till further orders.
Himanshu Kumar Rai, I.P.S. (2010), Commissioner, Bhagalpur Division, Bhagalpur has been transferred and posted as Commissioner, Darbhanga Division, Darbhanga till further orders. Also, till further orders, Commissioner, Tirhut Division, Muzaffarpur and Commissioner, Saran Division, Chapra will remain in additional charge.
Let us tell you that after the formation of NDA government again in the state, the process of transfer-posting is also going on. Just last month, on November 30, the state government had transferred several senior IAS officers.
