Amidst the ongoing debate in the world regarding the rules-based international system, even America’s close allies have started openly expressing their disagreement. Canadian Prime Minister Mark Carney has indicated from the global stage that the old world order based on America’s dominance has now reached its final stage.

Speaking at the World Economic Forum held in Davos, Switzerland, Mark Carney said that the world is not moving towards a small change, but is going through a deep and historic change. He said in clear words that the international system which lasted for decades is not going to return again. Although Carney did not name America or President Donald Trump in his speech, he was clearly referring to the global structure which has been dominated by American influence for a long time.

Questions raised on the system of rules

The Canadian Prime Minister said that the story of a system based on international rules was not completely true. According to him, powerful countries could separate themselves from the rules whenever they wanted. The rules of trade were not the same for everyone, and international law often applied differently to powerful and weak countries. Carney also acknowledged that this system benefited countries like Canada in the long run and that American leadership provided stability and facilities at the global level, but he made it clear that the same model is no longer working.

When business became a weapon of pressure

In his speech, Carney warned that economic integration, which was once seen as a path to shared progress, was failing. Now it is becoming a means of pressure and coercion. He said that big powers are now exerting pressure through tariffs, using financial systems as weapons and taking advantage of supply chain vulnerabilities. According to him, due to this, the basic spirit of globalization, mutual benefit and cooperation is gradually weakening.

Since Donald Trump became President, America has been accused of weakening the rules-based global order and promoting the ideology of might is law. Tariff war, economic pressure and unilateral decisions have made many allied countries uneasy.
