Senior BJP leader Ram Madhav has rejected reports that his visit to a regional security conference in Colombo was part of Track 2 diplomacy between India and Pakistan. He has called it a meaningless and wrong thing. The controversy started when a report said that the delegations from India and Pakistan, which included politicians, retired military officers and diplomats. He participated in the Track 2 discussion during the Regional Security Conference organized by the London-based ‘International Institute for Strategic Studies’ (IISS) in Colombo.
It was said in the report that Ram Madhav from India, former army chief General MM Naravane and former Indian diplomat Ruchi Ghanshyam participated in this discussion. It was also told that the Pakistani representatives included former diplomat Sajjad Haider Khan, former minister Sherry Rehman and retired Major General Isfandiyar Ali Khan Pataudi.
A user on X shared a report claiming that RSS’s Ram Madhav and former Army chief Naravane were part of the Track-II meeting with Pakistan in Colombo, which was organized by a British think tank. The post also said that US Assistant Secretary of State for South and Central Asian Affairs S. Paul Kapoor also attended the event.
What is South Asia Dialogue?
Responding to the post, Ram Madhav said that the event was the annual ‘South Asia Dialogue’ of IISS and not a ‘Track-2’ meeting between India and Pakistan. He said that this is completely wrong. This was not a Track 2 conversation. This was the annual ‘South Asia Dialogue’ of IISS, in which scholars from India, Sri Lanka, America, Britain, Afghanistan and Pakistan participated. In the past too, officials have been participating in this annual conversation. There are no ‘track 2’ talks with so many countries.

He also clarified that he did not attend the entire conference that lasted for two days and was called only to address one session. He said, “I did not participate in the two-day talks. I was called to speak in a session, I spoke and left. A point is being misrepresented which makes no sense.”

According to the report, during the conference held at Hilton Colombo, representatives of India and Pakistan held separate talks for about one and a half days. In the report, this discussion has been described as another step in the series of back-channel talks. It said that in the talks, terrorism, sharing of water of rivers flowing across the border, improving dialogue in times of crisis and possible measures to prevent escalation of tension were discussed. It has also been told that no significant result emerged from this meeting held in Colombo.
