UP Teacher Recruitment: Today, an important hearing related to the recruitment of 69 thousand teachers in Uttar Pradesh is to be held in the Supreme Court. Five lawyers each on behalf of the Uttar Pradesh government and the petitioners will present their respective sides before the Supreme Court. The future of more than 67 thousand teachers and about 9,000 candidates who were excluded from the reservation process in Uttar Pradesh depends on this decision. On Monday, both the parties filed affidavits in the court and presented their answers. In the affidavit, the UP government clarified that it is not in favor of removing any of the 69,867 selected teachers selected in 2020.

According to the UP government, those who are eligible among the students who objected will be given priority in the upcoming recruitments. Whereas in Uttar Pradesh, most of the discussion in this matter is about vertical and horizontal reservation. These two words are considered to be the root of this recruitment controversy. In such a situation, let us explain to you today what is the difference between vertical and horizontal reservation systems and how the controversy arose in the recruitment of 69 thousand teachers.

How did the 69 thousand teacher recruitment controversy start?

In December 2018, the Uttar Pradesh government had recruited 69 thousand assistant teachers in the primary schools of the Basic Education Council. The examination was held in January 2019 and after that the cut off was fixed at 65 percent for general category and 60 percent for reserved category. After completion of the recruitment process, 67,867 candidates were appointed as members. However, after the release of the selection list, many reserved category candidates alleged that the rules of reservation were not followed properly in the recruitment. He said that the reserved category candidates coming in the merit list were counted in their reserved quota instead of being adjusted in the general category. Due to which other candidates of this category could not get the opportunity. This dispute later reached Allahabad High Court and then Supreme Court.

What happens? Vertical reservation?

Vertical reservation is given for socially and educationally backward classes. Under this, separate reservations are decided for Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC) and Economically Weaker Section (EWS). The most important rule of this system is that if a candidate from a reserved category gets a general seat on the basis of his merit, then he is not counted in his reserved quota. That means his reserved seat remains vacant, on which any other eligible candidate of this category can get appointment. This is called merit based migration. The main reason for the controversy in the recruitment of 69 thousand teachers was also said to be that many reserved category candidates selected on merit were not accommodated on general seats.

What is horizontal reservation?

Horizontal reservation is a system of giving additional opportunities to special classes. This includes categories like women, PWD category, ex-serviceman. This reservation does not work separately, but is applicable within each vertical category. For example, if reservation is fixed for women in any category, then first the complete merit list of that category is prepared. After this it is seen how many women have been selected in it. If the prescribed number is not met then only necessary changes are made to include women candidates in the list. That is, horizontal reservation does not increase the separate quota of any category, but is adjusted within this category.

The biggest difference between the two reservations

Vertical reservation is for social classes, while horizontal reservation is implemented for special categories. In vertical reservation, if any SC, ST, OBC or EWS candidate is selected on general merit, his seat is not less than the reserved quota. On the other hand, in horizontal reservation, women or disabled candidates selected on merit are considered part of this horizontal quota and no additional seats are added for them. For this reason, the method of calculating and implementing both the reservations is completely different.
