After several days of political deadlock over the issue of paper leak of many other competitive examinations including NEET examination, the debate on the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 i.e. Anti Paper Leak Bill has started in the Lok Sabha during the monsoon session of Parliament on Tuesday (July 28, 2026). During the discussion in the House, Bharatiya Janata Party (BJP) MP Bansuri Swaraj supported the Central Government regarding the Anti Paper Leak Bill. Along with this, while attacking the opposition, he also counted the incidents of paper leaks that happened during the United Progressive Alliance i.e. UPA governments.

BJP MP Bansuri Swaraj said in the Lok Sabha, ‘This is a transformative amendment, which is not only needed today, but it is also a big demand of today’s time and bringing this amendment bill in Parliament is a proof of the sensitivity of Prime Minister Narendra Modi and his responsible government.’
He said, ‘PM Modi has said that paper leak is a serious crime. Therefore, I would like to assure the House that PM Modi calling paper leak a serious crime is not just a statement, but it is the intention of his government, that is why this amendment bill has been brought in the House.
Bansuri Swaraj attacks opposition parties on paper leak issue
At the same time, BJP MP Bansuri Swaraj, while supporting the Anti Paper Leak Bill in the House, has targeted the opposition UPA governments on this issue. During this, he raised the issue of paper leak in Punjab and said that the opposition is only expressing selective outrage regarding the paper leak. After all, why are the opposition parties not demanding the resignation of the Education Minister of Punjab?
He said, ‘Many opposition leaders including Congress are trying to create a narrative that this problem of paper leak has arisen only after the year 2014. Before the Modi government came to power, when there was UPA government in the country for a decade and there were governments of opposition parties in the states, then the examination papers were leaked not once or twice, but 22 times. Out of those, there were 6 such examinations, which came directly under the Congress led central government.
