The Yogi government of Uttar Pradesh has issued a circular to deal with the growing problem of stray dogs bite and human struggle in urban areas. In which this circular issued by Uttar Pradesh Urban Development Department prioritizes the safety of children and senior citizens, as well as animal birth control (dog) rule, 2023 ensures human behavior towards animals.
Municipal corporations, municipalities and panchayats have been instructed to make special arrangements to deal with stray dogs, especially in the state.
The main features of the new guidelines
A multicolored strategy has been adopted in the circular, including:
- Each ward will establish specified dining areas for stray dogs from children’s playgrounds, schools, and crowded places. The time of food in these areas will be determined at a low congested time so that the human-pester struggle is less.
- Those giving food have been entrusted with the responsibility of providing food and water and maintaining cleanliness in the specified areas itself. Proper disposal of food remains is mandatory.
- Local bodies have been instructed to run regular campaigns for sterilization of dogs and rabies vaccination. Animal carers have been expected to cooperate.
- Resident Welfare Association (RWA), apartment management, and animal carefuls will be formed an animal welfare committee to resolve disputes, which will include Chief Veterinary Officers and Police.
- Urban local bodies have been asked to run a public awareness program so that the participation of the community will increase.
Chief Minister and Supreme Court instructions
This circular has been prepared on the basis of the instructions of Chief Minister Yogi Adityanath and the recent orders of the Supreme Court. The Supreme Court has allowed non-rabies affected and vaccinated dogs to be released at their original place, provided the specified dining areas.
Statistics and challenges
In 2024, the incidents of dog bites in Uttar Pradesh have been worrying. 60,000 in Meerut, 61,000 in Amroha, and more than 4,000 people in Lucknow in June 2024 arrived at the hospital for rabies vaccines, of which 30% were children.
It is believed that this action will be effective in dealing with stray dogs along with rabies.
