Amidst the increasing tension between China and Japan, Beijing on Monday took a major step against 40 Japanese institutions citing national security and strategic interests. China’s Commerce Ministry has included 20 Japanese entities in its export control list, while 20 other entities have been placed in the watch list. Strict restrictions have been imposed on these institutions on the export of dual-use (used for both civil and military purposes) goods from China.
20 Japanese institutions included in export control list
According to China’s Ministry of Commerce, 20 Japanese institutions, including the National Institute for Defense Studies, have been put on the export control list to meet international obligations such as national security, protection of national interests and non-proliferation. After this, Chinese exporters will not be allowed to supply dual-use goods to these institutions.
Ban on transfer of dual-use items also
The ministry clarified that organizations and individuals based abroad will also not be able to deliver dual-use goods manufactured in China to these listed entities. If any such activity is already going on then it will have to be stopped with immediate effect.
20 more institutions in watch list
China has placed Mitsui E&S Company Limited and 20 other Japanese institutions on the watch list. The Ministry says that the end user and end use of dual-use items could not be confirmed by these institutions. Therefore, the export approval process will be made more stringent for them.
Exports that increase Japan’s military capability not approved
China has said that it will not approve any exports that could be used by Japan’s military users, for military purposes or to strengthen its military capability.
‘Japan is moving forward on the path of neo-militarism’
A spokesperson for China’s Commerce Ministry said that this action is completely legal and appropriate under the country’s export control law and rules related to dual-use goods. He alleged that Japan is continuously moving towards neo-militarism and re-militarization. According to the spokesperson, Japan is deploying offensive weapons and increasing the deployment of missiles beyond its borders.
Normal business will not be affected
China said that these restrictions are limited only to some selected Japanese institutions and dual-use items. Normal China-Japan trade and economic relations will not be affected by this. The ministry also said that Japanese institutions that follow the law and do business in good faith have no need to worry.
