The Government of India has widened the scope of legal action against 23 terrorists by declaring them as terrorists in the fourth schedule of UAPA. Most of them are related to Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM). There are serious allegations against them like recruitment, training, infiltration, funding, supply of weapons and conspiring to carry out terrorist attacks in India.
The first name among these is that of Masood Ilyas Kashmiri, who is associated with Jaish-e-Mohammed (JeM). Its job is to recruit terrorists, infiltration and conduct anti-India terrorist activities. Mohammad Musaddiq is at number two. He is accused of being involved in logistics support, recruitment and conspiracy to the terrorist network.
Mufti Mohammad Asghar Khan alias Abu Saad (JeM) who lives in Abbaspur of PoK and is the launching commander of Jaish. It is accused of infiltration of terrorists, training, funding and conspiring for the 2016 Nagrota terrorist attack. Hafiz Abdul Shakoor alias Qari Zarrar (JeM). Its current location is Kotli PoK. He is accused of arms supply, training and connection with the Nagrota attack.

The current hideout of Abdullah Jihadi (JeM) is Neelum Valley, PoK. He is the camp operator of Jaish and apart from terrorist training, he is accused of infiltration and conspiracy to carry out attacks in India. Firdous Ahmed Bhat (LeT) is the launching commander of Lashkar-e-Taiba. It is accused of infiltration of foreign terrorists, supply of weapons and planning terrorist attacks.
Who is Bilal Ahmed Mir?
Ghulam Farid (JeM), living in Bhimber of PoK, is an operative of Jaish. Its job is to provide arms, ammunition and logistics support to the terrorists. Haroon Rashid Ganai is an operative of Lashkar-e-Taiba. It is accused of providing assistance to terrorists. Bilal Ahmed Mir is an operative associated with Lashkar-e-Taiba and The Resistance Front (TRF). Apart from recruiting terrorists, its work is to run a network of Overground Workers (OGWs), provide weapons and financial support.
Abid Qayyum Lone, living in PoK, is accused of infiltration of terrorists, funding, logistics support and conducting terrorist activities in India. Nazir Ahmed Gujjar alias Munazil (LeT), who lives in Islamabad, is a senior operator of Lashkar. He is accused of sending weapons and narcotics through drones.
Abdul Rauf alias Hafiz Abdul Rauf
Lahore-based Abdul Rauf alias Hafiz Abdul Rauf is a senior leader of Lashkar-e-Taiba/Jamaat-ud-Dawa. It is accused of terrorist funding, training, radical propaganda and conducting anti-India terrorist activities. Owais Farooq is an operative of Lashkar-e-Taiba. He is accused of providing logistics support for terrorist activities in India.
Senior commander of Lashkar-e-Taiba, Hafiz Khalid Waleed alias Hafiz Khalid Naik is guilty of terrorist funding, recruitment and conspiracy to carry out terrorist attacks in India. Maulana Imdad Ullah Makki alias Maulana Imdad is the preacher and operator of Lashkar-e-Taiba. It is accused of radical propaganda, terrorist recruitment, funding and giving ideological support to the organization.
Maulana Saifullah Khalid is a senior member of Lashkar-e-Taiba. He is accused of terrorist training, recruitment, funding and playing an active role in anti-India terrorist conspiracies. Mohammad Yakub alias Abu Sumama is a senior operative of Lashkar-e-Taiba. It is responsible for recruitment of terrorists, supply of weapons, infiltration and conduct of terrorist activities in India.

Mohammad Asif is an operative of Lashkar-e-Taiba. Its work is to recruit terrorists, provide logistics support, provide weapons and help in infiltration. Muhammad Saeed is an operative of Lashkar-e-Taiba. It is accused of terrorist training, funding, supply of weapons and conducting anti-India terrorist activities.
Qari Yaqoob Sheikh lives in Lahore
Qari Yaqoob Sheikh, who lives in Lahore, is a senior commander of Lashkar-e-Taiba. It is accused of conspiracy, recruitment, training and operation of terrorist networks for terrorist attacks in India. Rana Iftikhar is an operative of Lashkar-e-Taiba. He has been involved in training terrorists, providing weapons, infiltration and anti-India terrorist activities. Bahawalpur resident Mohammad Yusuf Azhar is a senior commander of Jaish-e-Mohammed and a close associate of Maulana Masood Azhar.
Mohammad Shaheed Faisal alias Ustad alias Muhandis alias Zakir, resident of Rawalpindi, is a senior trainer associated with Lashkar-e-Taiba and Jaish-e-Mohammed. It recruits terrorists, arms training, funding, encrypted communication, creating fake identities, supplying weapons and carrying out terrorist conspiracies in India.
