Why was the price increased?

What is the stance of the government?

At a briefing between ministries on Thursday, Sujata Sharma, Joint Secretary, Ministry of Petroleum and Natural Gas, said the government has taken several steps to ensure adequate availability of LPG, including increasing domestic production and ensuring imports.

Meanwhile, while answering media questions, Sharma said, “As far as ‘under-recovery’ (difference between cost and selling price) on domestic cooking LPG cylinder is concerned, it is still in the range of around Rs 700.”

Sharma cited several reasons for the recent decline in LPG demand, including lower consumption by commercial and industrial users, better booking cycles and technology-based delivery authentication. “The decline has come because commercial and industrial LPG consumption has come down and the second reason is the booking period which we have managed – i.e. 25 days and 45 days and the third reason is related to DAC (delivery authentication code),” he said. Loss of Rs 703 crore to oil companies

Industry sources told news agency PTI that this increase has compensated the loss on domestic LPG sales only to some extent. It is estimated that before the recent changes, government oil marketing companies were incurring a loss of about Rs 703 on the sale of every LPG cylinder. Oil ministry officials also recently said the government has taken several steps to ensure adequate availability of LPG — including increasing domestic production and ensuring imports.

Will the price increase further?

If you have a piped natural gas (PNG) connection, you cannot keep a domestic cylinder. It is mandatory to surrender LPG connection within 30 days of commissioning of PNG. If you do not do this, the oil companies will automatically block your LPG connection.

refill locking period

The time limit between booking of two gas cylinders has been extended. After purchasing one cylinder, the second cylinder cannot be booked 25 days in advance. This rule is for urban consumers. This gap of booking in villages has been fixed at 45 days so that hoarding can be prevented.

Delivery Authentication Code

Under the security system, as soon as the gas is booked, a security PIN or OTP is sent to the consumer’s phone. Cylinder handover will be done only after showing this code to the delivery boy. This will prevent black marketing of cylinders and theft of gas. The cylinder will not be delivered to the wrong address or to the wrong person. Gas companies will have updated live data of consumers.

Aadhaar Biometric e-KYC

It has been made mandatory for all valid consumers to complete the e-KYC process of gas account. Those consumers who have not yet updated their biometrics or Aadhaar KYC by visiting the agency or through the mobile app, their gas subsidy may be stopped or they may face problems in their next booking.

Pradhan Mantri Ujjwala Yojana

The families covered under Ujjwala Yojana (PMUY) will continue to get the same relief as before. Under this, Rs 300 per cylinder will be sent directly to the linked bank account. The price of domestic cylinder in Delhi has now become Rs 942.00, but after the subsidy of Rs 300, it will cost Rs 642.00 to Ujjwala beneficiaries. This subsidy is valid only up to 12 cylinders in a business year.

Subsidy to general consumers

If you are not a beneficiary of the Ujjwala scheme and use a normal connection, then the burden on your pocket has increased. This subsidy available to ordinary consumers is very limited. In many cities it is completely closed, while in some cities only between Rs 12-40 comes into the bank account as local freight subsidy.

General consumers will now have to pay the full increased new price of their city i.e. Rs 942 in Delhi and Rs 1031.50 in Patna.

Rules to stop subsidy

If subsidy is not coming in your account, there can be two reasons:-

• If your or your spouse’s annual taxable income is Rs 10 lakh or more, then as per rules you will not get the benefit of LPG subsidy.
• Under the new rules of e-KYC oil companies, the subsidy of those who have not completed the Aadhaar e-KYC process by visiting their gas agency will be temporarily stopped.

After this latest increase in prices, the opposition party Congress has cornered the government and attacked Prime Minister Narendra Modi.
