At the same time, about 300 meter long iron bridge built on Kemi river in Jonai area was washed away in the strong current. This bridge was the main connectivity route connecting Kemi-Old Jelom area with Jonai Sadar. Road connectivity of many villages has been completely broken due to the washing away of the bridge, due to which relief and rescue operations are facing difficulties.

A painful accident also came to light amid the flood. Four people were washed away in the strong current of the river, out of which three were rescued safely with the help of local people and rescue team. However, one person is still missing. Despite bad weather and strong current, the search continues.

According to Assam State Disaster Management Authority (ASDMA), about 16 thousand people in 69 villages of four revenue circles of Dhemaji district have been affected by the floods. Hundreds of families have been evacuated to safe places and relief camps, while a large number of agricultural lands have been submerged.

Assam Assembly Passes UCC Bill: The Assam Assembly passed the Uniform Civil Code (UCC) Bill on Wednesday. With this, Assam has become the third state in the country and the first in the North-East after Uttarakhand and Gujarat to move towards implementing UCC at the state level.

The objective of this law is to make personal laws related to marriage, divorce, inheritance and live-in relationships uniform for all communities. However, Scheduled Tribes have been kept out of its scope.

Key provisions of the bill include a complete ban on polygamy, mandatory registration of marriages and divorces, and making registration of live-in relationships mandatory. Apart from this, a provision has been made to give equal rights in property to daughters and to fix the minimum age of marriage at 21 years for men and 18 years for women.

“Congress had raised the demand for UCC in 1925”: Himanta attacks opposition in Assam Assembly

During the discussion on the Uniform Civil Code (UCC) Bill in the Assam Assembly, Chief Minister Himanta Biswa Sarma made a scathing attack on the Congress. He claimed that Congress was the first to raise the demand for UCC in 1925 and Pandit Jawaharlal Nehru also supported it in 1937.

The Constituent Assembly did not envision any mandatory UCC.

What are the provisions in Assam UCC Bill?

The bill proposes a single civil legal framework governing marriage, divorce, succession and live-in relationships for all residents of the state, while excluding Scheduled Tribes from it to protect their constitutional safeguards. The proposed law aims to replace religion-based laws with a uniform code that aims to ensure gender justice, equality and legal uniformity across all communities.

Under this bill, monogamy has been made mandatory, while the legal age of marriage has been fixed at 21 years for men and 18 years for women. The law also maintains cultural and religious diversity by allowing marriages to be performed according to existing customs and ceremonies. These include Vedic marriage, Ahom Chaklong, Saptapadi, Nikah, sacred union and Anand Karaj. This bill makes registration of marriages and divorces mandatory throughout the state.

Assam Chief Minister Himanta Vishwa Sharma took oath as MLA on the first day of the new assembly on Thursday. Pro-tem Speaker of Assam Assembly Chandra Mohan Patwari administered the oath to Sharma as a member of the 16th Assembly. Sharma took oath in Assamese language.

As the time for the results of Assembly elections 2026 in Assam approaches, the Jorhat district administration has completed all preparations for the counting of votes. District Deputy Commissioner (DC) Jai Shivani said that the counting of votes will start at 8:00 am on Monday (May 4, 2026). He assured that all necessary steps have been taken to conduct the counting process in a fair, peaceful and transparent manner.

He said that voting was completed peacefully in four assembly constituencies under Jorhat electoral district, namely 99-Teok, 100-Jorhat, 101-Mariani and 102-Titabor, earlier this month on April 9.

DC Jai Shivani said that two centers have been earmarked for vote counting to be held on Monday (May 4, 2026). He further said that a three-tier security system has been implemented to conduct the counting of votes in a safe and orderly manner.

• First circle (100 meter perimeter): Guarded by District Police, this area will be declared pedestrian zone and no unauthorized vehicles will be allowed.
• Second cordon (entrance): Guarded by State Armed Police, where intensive searches will be conducted. Taking mobile, laptop, camera, matchbox, weapons and other prohibited items inside will be completely prohibited.
• Third circle (counting hall): Guarded by Central Armed Police Forces (CAPF), where additional checking will be done. During this period, only people having authorized identity card or pass will be allowed to enter.

District Deputy Commissioner Jai Shivani said that on the day of counting of votes, Section 163 of BNSS 2023 will be applicable within 100 meters of the center from 6 am. In this, any kind of crowd or activity without permission will be prohibited. There will be a ban on photography and videography inside the vote counting hall, although authorized media personnel will be allowed to carry handheld cameras.

Transparency and monitoring

He said that 100 percent CCTV surveillance and videography of the entire vote counting process will be done. Only authorized counting agents will get entry. Every table will be monitored by micro-observers and observers appointed by the Election Commission. After counting of EVMs, matching of VVPAT slips will be done compulsorily.

For the media, a special media center has been set up inside the second security cordon, where there will be facilities of LED screen, internet and public address system.
