<p style="text-align: justify;">The government is preparing to make big changes regarding Panchayati Raj and Urban Municipal Body elections in Rajasthan. If this proposal is approved then now illiterate person will not be able to contest elections for posts like Sarpanch, Councilor, Mayor, Chairman, Municipality President, District Head, Pradhan, Zilla Parishad member and Panchayat Samiti member. The government believes that if there are educated public representatives in local self-government, the functioning will be better and more transparent.</p>
<h3 style="text-align: justify;">Proposal sent to Chief Minister</h3>
<p style="text-align: justify;">UDH Minister Jhabar Singh Kharra has sent the proposal related to implementing educational qualification in Panchayati Raj and Urban Municipal Body elections to Chief Minister Bhajanlal Sharma. Now the final decision on this will be taken at the Chief Minister level. As soon as the decision is taken, the department will start the further process. There are indications that the government may approve this proposal soon.</p>
<p style="text-align: justify;">According to the proposal, it will be made mandatory to have at least 10th pass to become a Sarpanch. Whereas for the post of councilor, the condition of 10th or 12th pass can be kept. There is a preparation to fix the minimum educational qualification for the posts like Mayor, Chairman and Municipality Chairman in urban bodies. Its direct effect will be that illiterate candidates will not be able to contest in the upcoming Panchayat and civic elections.</p>
<h3 style="text-align: justify;">The law will have to be amended</h3>
<p style="text-align: justify;">If the government implements educational qualification, then the Panchayati Raj Act and the Municipality Act will have to be amended for this. Both the bills related to the amendment will be presented in the Assembly. This rule will be legally implemented only after it is passed by the Assembly. After this, the Election Commission will also decide the election process according to the new rules.</p>
<h3 style="text-align: justify;">The rule has been implemented in 2015 also</h3>
<p style="text-align: justify;">This is not the first time that the issue of educational qualification has been raised in the state. In the year 2015, during the tenure of the then Chief Minister Vasundhara Raje, this rule was implemented in the Panchayati Raj and Urban Body elections. At that time there was no education requirement for Ward Panch, but for Sarpanch it was necessary to have passed eighth standard.</p>
<p style="text-align: justify;">Even in tribal (TSP) areas, eighth pass was made mandatory for Sarpanch and 10th pass for Panchayat Samiti and Zilla Parishad members. The qualification of 10th pass was also fixed for councilor and body head.</p>
<h3 style="text-align: justify;">Congress had removed the rule</h3>
<p style="text-align: justify;">This decision, implemented in 2015, was strongly opposed by the Congress. Later in the year 2019, when the Congress government was formed, the condition of educational qualification was completely removed. Congress&#8217;s argument was that the condition of education is against democratic rights and this will exclude the poor and deprived class people from the elections.</p>

<p style="text-align: justify;">Many important decisions were approved in the meeting of Rajasthan Cabinet and Council of Ministers held on Wednesday (December 3) under the chairmanship of Chief Minister Bhajan Lal Sharma. The government approved the Rajasthan Public Trust Amendment Act on the lines of the Centre, after which one will no longer have to go to jail for minor mistakes. In many laws, the provision of only fine has been made instead of imprisonment. Major decisions were also taken in the meeting on tourism, compassionate appointment, Overseas Rajasthani Policy and airport development.</p>
<h3 style="text-align: justify;">Jail sentence abolished, only fine in many laws</h3>
<p style="text-align: justify;">The government has abolished such provision in 11 laws, in which one had to go to jail even for a minor mistake. Now in such situations only financial penalty will have to be given.</p>
<p style="text-align: justify;">Cabinet Ministers Jogaram Patel and Sumit Godara said that the purpose of these changes is to end the situation of sending people to jail unnecessarily and to promote ease of living and ease of doing.</p>
<h3 style="text-align: justify;">Now 10 times more fine for cutting trees</h3>
<p style="text-align: justify;">Major changes have been made in the rules related to forest area. The fine for cutting trees for the first time has been increased from Rs 100 to Rs 1000. For doing this for the second time, the fine has been increased from Rs 200 to Rs 2000.</p>
<p style="text-align: justify;">Now there will be no jail time for cutting wood from the forest or causing damage to forest wealth, only fine. Now there will be no jail term but only fine for grazing animals in forest department forests. The government says that people will follow the rules due to stiff fines, but there will be no need to send them to jail for common mistakes.</p>
<h3 style="text-align: justify;">Now only fine for wastage of water</h3>
<p style="text-align: justify;">Changes have also been made in the law regarding unnecessary wastage of water. Earlier in some cases there was a provision for jail sentence, but now it has been changed to only financial penalty. Similar amendments have been made in many other laws also.</p>
<h3 style="text-align: justify;">New tourism policy approved in Rajasthan</h3>
<p style="text-align: justify;">The state government gave green signal to the new tourism policy in the meeting. This time, plans have been prepared comprehensively linking tourism with religion, culture and bravery. Religious places will be promoted and tourism activities will be developed around them. Tourism circuit and bravery circuit will be established in the state.</p>
<p style="text-align: justify;">In the Bravery Circuit, stories of bravery of brave fighters will be taken to the tourists. The government&#8217;s aim is to include Rajasthan among the top-2 states of the country in terms of tourism. Currently it is at number five.</p>
<p style="text-align: justify;">District level tourist development committees will be formed in all the districts. The chairman of this committee will be the Collector and its main objective will be to improve the safety, facilities and arrangements of tourists.</p>
<h3 style="text-align: justify;">Relaxation in rules of compassionate appointment</h3>
<p style="text-align: justify;">Earlier, the dependents of the deceased had to apply for compassionate appointment within 90 days. Now this period has been increased to 180 days, which will provide great relief to the affected families. Changes in the already decided policy for Overseas Rajasthanis and Non-Residential Rajasthanis (NRRs) have been approved.</p>
<p style="text-align: justify;">Investment coordinators will be appointed in Rajasthan Foundation chapters. It has also been decided to organize Pravasi Rajasthani Diwas on a grand scale this time. At the same time, the government has increased the validity of waiting list in recruitment examinations from 6 months to 12 months. This will increase flexibility and transparency in the selection process.</p>
<p style="text-align: justify;">Kishangarh Airport in Ajmer district will be developed as an alternative to Jaipur Airport. This will provide convenience to the passengers traveling to and from the capital and will also reduce traffic pressure.</p>

<p style="text-align: justify;">Rajasthan High Court has adopted a strict stance regarding the liquor vends running on the national and state highways of the state. The bench of Justice Dr. Pushpendra Singh Bhati and Justice Sanjit Purohit has given strict instructions that all the liquor vends within 500 meters of the highway should be removed. The court has given two months time to the state government to remove or relocate these 1102 liquor shops.</p>
<p style="text-align: justify;">The state government had argued in the court that these 1102 shops located on the highway fall in urban or municipal areas, from which the government gets a revenue of about Rs 2221.78 crore. But the High Court rejected this argument outright. The court said that the orders of the Supreme Court cannot be flouted in the name of urban limits. Making a scathing comment, the court said that the government has misused the classification of &#8216;municipal area&#8217; and made the highway a &#8216;liquor-friendly corridor&#8217;, which is not acceptable.</p>
<h3 style="text-align: justify;">HC expressed concern regarding road accidents</h3>
<p style="text-align: justify;">In its order, the court expressed deep concern over the increasing road accidents in the state. The court mentioned the horrific accidents that took place in Harmada (Jaipur) and Phalodi, in which 28 people lost their lives in just two days. The court said that drunk driving and over-speeding are the main reasons for these accidents. Statistics show that in 2025, there will be an increase of about 8% in &#8216;drunk and drive&#8217; cases.</p>
<ul style="text-align: justify;">
<li style="text-align: justify;"><strong>Mandatory radius of 500 meters:</strong> No liquor shop will operate within a radius of 500 meters of the National and State Highway, even if it is in the municipal area.</li>
<li style="text-align: justify;"><strong>1102 shops will shift:</strong> The government admitted that there are 1102 such shops on the highway. These will have to be compulsorily removed within 2 months.</li>
<li style="text-align: justify;"><strong>Advertisement also banned:</strong> There will be a complete ban on liquor advertisements, hoardings and sign boards visible from the highway. If found so, strict action will be taken.</li>
<li style="text-align: justify;"><strong>Life is bigger than revenue:</strong> The court said that the right to life is fundamental under Article 21 of the Constitution. People&#8217;s safety cannot be put at stake just to earn revenue.</li>
</ul>
<h3 style="text-align: justify;">When is the report to be submitted?</h3>
<p style="text-align: justify;">The compliance report of the case will have to be presented to the Excise Commissioner by 26 January 2026 for the next hearing. </p>
<h3 style="text-align: justify;">What is the argument of the petitioner?</h3>
<p style="text-align: justify;">Advocate M.M. appeared on behalf of petitioner Kanhaiya Lal Soni and others. Dhera advocated. He told the court that the Supreme Court&#8217;s &#8216;K. Despite the decision of the &#8216;Baalu&#8217; case, the Excise Department allotted contracts on the highways by distorting the rules, due to which the accidents are increasing.</p>
<p style="text-align: justify;">He said, &#8220;Highways cannot be allowed to become centers of liquor sales by ignoring road safety and public safety. If every highway is exempted by treating it as an &#8216;urban area&#8217;, then the very purpose of the Supreme Court order will be defeated.&#8221;</p>

<p style="text-align: justify;">The Rajasthan government has announced to organize a week long &#8216;GST Savings Festival&#8217; from 22 to 29 September. Chief Minister Bhajan Lal Sharma addressed his cabinet ministers and MLAs on 21 September through a video conference. </p>
<p style="text-align: justify;">During this, he said that all sections of the society will benefit from the recently implemented GST rates. He also said that this reform will make essential commodities cheaper, increase consumption and prove to be a profitable deal for both business and consumers.</p>
<h3 style="text-align: justify;">The purpose and benefit of GST reforms</h3>
<p style="text-align: justify;">The Chief Minister stressed that GST 2.0 reforms are beneficial for all classes including farmers, industries and middle classes. He said that this improvement will not only reduce the prices of goods, but it will increase the purchase capacity of consumers and bring enthusiasm in the business. According to PTI, Sharma instructed all the public representatives to publicize this campaign with traders in their respective areas. Hoardings, banners and social media will also be used for this.</p>
<h3 style="text-align: justify;">Chief Minister&#8217;s social media message</h3>
<p style="text-align: justify;">Bhajan Lal Sharma posted on his official social media account, &#8220;Discussed the historic GST reforms of the Government of India under the leadership of Honorable Prime Minister Narendra Modi at the Chief Minister&#8217;s residence. He also called for celebrating &#8216;GST Savings Festival&#8217; with full enthusiasm.&#8221;</p>
<h3 style="text-align: justify;">Response of traders and industrialists</h3>
<p style="text-align: justify;">The traders present at the meeting and representatives of the Industry Organization expressed their heartfelt gratitude to Prime Minister Narendra Modi for the reforms of GST 2.0. He said that this initiative has brought a new hope for both business and consumer. This scheme of Rajasthan government will play an important role in raising consumer awareness in the state and encouraging business. This week -long celebration is expected that positive messages will be reached in all classes about GST reforms.</p>

<h3 style="text-align: justify;"><strong><span class="gmail-cf0">NRI students will be able to get admission in medical colleges due to rational fees</span></strong></h3>
<p style="text-align: justify;"><span class="gmail-cf0">The Deputy Chief Minister said that the decision to amend the fees of NRI Kota seats in Rajmes colleges was taken in the cabinet meeting. According to the decision taken by the cabinet, the fees of NRI seats in Rajmes colleges have been made two and a half times the fees of management quota. With this amended system, the fees of NRI seats in the admission session of the year 2025-26 will be reduced to about 23 lakh 93 thousand rupees per year, which is almost equal to the average fees of private medical colleges. This will attract talented NRI students to get admission in Rajmes Medical Colleges and Rajmes Society will get additional income of up to Rs 45 crore per year.</span></p>
<p style="text-align: justify;"><span class="gmail-cf0">In medical colleges run by Rajasthan Medical Education Society (Rajmes), 50 percent seats have been done by government fees quota, 35 percent seats management quota and 15 percent seats NRI quota. Due to the provision of annual fees of NRI seats in these colleges and 5 percent annual increase in it, it had reached Rs 31 lakh till now, while the average fee of private medical colleges is about Rs 24 lakh per year. In such a situation, talented NRI students used to take admission in private medical colleges and due to high fees, many seats of NRI quota were left vacant in Rajmes colleges. Later, these vacant seats had to convert the management quota seats with an annual fee of about Rs 9 lakh, which caused loss of revenue to these colleges. </span></p>
<h3 style="text-align: justify;"><span class="gmail-cf0">Allocation of conditional land for solar power projects</span></h3>
<p style="text-align: justify;"><span class="gmail-cf0">Parliamentary Affairs Minister Shri Jogaram Patel informed that the approval has also been provided by the Cabinet today to allocate conditional prices for solar power projects of 5,200 MW capacity. The establishment of these units will promote renewable energy production in the state. Also, employment opportunities will also be created at the local level.</span></p>
<h3 style="text-align: justify;"><span class="gmail-cf0">Amendment of Rajasthan Civil Services (Pension) Rules</span></h3>
<p style="text-align: justify;"><span class="gmail-cf0">Patel said that currently the Rule 62 of Rajasthan Civil Services (Pension) Rules-1996 (</span><span class="gmail-cf1">Iv) </span><span class="gmail-cf0">In the case of the parents of the late personnel, there is a provision to give 30 percent family pension of the total paradigms of the personnel. It was decided to delete this rule in the state cabinet meeting. Now parents also have Rules 62 (</span><span class="gmail-cf1">Iii) </span><span class="gmail-cf0">According to it, the benefit of increased pension (up to 50 percent) will be available, which is made when the personnel are alive. </span></p>
<p style="text-align: justify;"><span class="gmail-cf0">Also, approval was given to amend Rule 67 of Rajasthan Civil Services (Pension) Rules-1996 today. According to this amendment, now a son or daughter suffering from mental or physical disability will also be able to get family pension even after marriage. </span></p>
<h3 style="text-align: justify;"><span class="gmail-cf0">Opportunities increased in tourism and archeology departments</span></h3>
<p style="text-align: justify;"><span class="gmail-cf0">The Minister of Parliamentary Affairs said that the amendments proposed in Rajasthan Tourism Services Rules, 1976 were also approved today to determine the provision for promotion on Senior Additional Director, the post of fourth promotion sanctioned in Rajasthan Tourism Service Cadre. Also, in the Rajasthan Archaeological and Museum Services Rules, 1960, the new post of Joint Director (Pay Level-18) will be included.</span></p>

<p style="text-align: justify;">A big question among the political blows is whether the current bill passed on 9 September will be able to make laws this time or the history of 2005 and 2008 will be repeated again. The first twice when the assembly passed the conversion bill, both times the BJP government was in Rajasthan. This time too, the government is the BJP, but this time the BJP is also ruled at the center, while the UPA government was working under the leadership of Manmohan Singh both times.</p>
<h3 style="text-align: justify;">Bill came for the first time in Vasundhara Raje&#8217;s government</h3>
<p style="text-align: justify;">The conversion bill in the Rajasthan Legislative Assembly was first passed by the then Vasundhara Raje government in 2005. After passing the bill from the assembly, it was sent to the then Governor of the state Pratibha Patil for approval. Opposition and all the organizations had objected and appealed to the governor not to approve it. Governor Pratibha Patil sent this bill to the then President Dr. APJ Abdul Kalam.</p>
<p style="text-align: justify;">When the bill remained pending in Rashtrapati Bhavan for a long time, the government withdrew it. The Vasundhara Raje government again passed the conversion bill from the assembly before the assembly elections in 2008, but this law could not be made for the second time. The bill passed in 2008 was not approved by the then Governor Shailendra Kumar Singh himself and sent it to the then President Pratibha Devi Singh Patil. This bill remained stuck for 10 years in Rashtrapati Bhavan. In the year 2018, Rashtrapati Bhavan sent this bill back with some objections.</p>
<h3 style="text-align: justify;">The exercise started again in Bhajan Lal Sharma government</h3>
<p style="text-align: justify;">After the formation of the BJP government led by Bhajan Lal Sharma in Rajasthan in December 2023, the exercise started again on the anti -conversion law. In February this year, the bill was also introduced in the budget session of the assembly, but it could not be discussed. The Rajasthan cabinet made a major change in the proposed bill on 31 August this year and approved it and the revised bill was introduced in the monsoon session. On September 9, the government passed it by a sound vote amidst the uproar of the opposition. After passing from the assembly, this governor is being sent for approval.</p>
<p style="text-align: justify;">Now it will be seen whether the current Governor Haribhau Bagde approves this bill and gives it an consent to become a law or like the last two times, this time it also gets objections on it. By the way, along with opposition parties, all the social and human rights organizations are raising questions about the bill passed from the assembly.</p>
<h3 style="text-align: justify;">PUCL protested</h3>
<p style="text-align: justify;">People&#8217;s Union for Civil Liberty i.e. PUCL has described it as completely unconstitutional and human rights. Kavita Srivastava, president and social activist of the institution, says that the provision given in it is a violation of human rights. Are against the Constitution and stop the fundamental rights. Kavita Srivastava has clearly stated that even the last twice her organization had strongly objected, due to this the bill could not be approved. This time also a letter is being sent to the Governor and the President. Despite this, if it is approved, then it will also be challenged in the court.</p>
<h3 style="text-align: justify;">What do constitution experts say?</h3>
<p style="text-align: justify;">Constitution expert and Senior Advocate R.K. N. Mathur says that any bill is necessary for the approval of the Governor or President. It is only after their approval that this law is made and gazette notification is done. According to him, once the governor can send the bill back to the assembly, but if the House passes it for the second time, then it has to be approved. However, apart from approved or returning, the governor can also send the bill to the President. There is no obligation to approve the second time before the President. </p>
<p style="text-align: justify;">Expert R. N. According to Mathur, even after the law is enacted, it can be challenged in the High Court and the Supreme Court. According to the information, so far, the 11 assemblies of the country which have enacted a separate law on conversion, all the matters are pending in the Supreme Court.</p>

<p style="text-align: justify;">Rajasthan Chief Minister Bhajan Lal Sharma clearly said that no laxity will be taken on corrupt and careless employees. During the review meeting at the Chief Minister&#8217;s Office on 1 September, he instructed the officials that the state government is committed to transparent and accountable good governance, so all the employees should give top priority to the work related to public interest.</p>
<p style="text-align: justify;">Chief Minister Sharma said in the meeting that officers and employees should solve the problems of the common man with full devotion and dedication. He also clarified that strict action will be taken against those who are negligent in work and employees involved in corruption, while those who work honestly will be honored. For this, the District Magistrates have been ordered to prepare a list of such personnel and send it to the government, who are allegations of indiscipline, negligence or corruption.</p>
<h3 style="text-align: justify;">Review of flood affected areas</h3>
<p style="text-align: justify;">The Chief Minister also reviewed the areas affected by heavy rains in the meeting. He directed the District Magistrates that relief and rescue operations should be carried out rapidly in areas affected by heavy rains. Protection of every life and property should be given priority and immediate assistance should be provided to the victims. Sharma said that the officer should manage disaster with sensitivity and readiness so that there is no negligence.</p>
<h3 style="text-align: justify;">Neighboring states confident of cooperation</h3>
<p style="text-align: justify;">Chief Minister Sharma also spoke to Haryana Chief Minister Naib Singh Saini and Punjab Chief Minister Bhagwant Mann on September 1. He assured both the states that the Rajasthan government is ready to provide all possible help in this hour of crisis. He said that it is our responsibility to stand with neighboring states during the disaster and the Rajasthan government will play it with sensitivity and readiness.</p>

Here he participated in the program organized by the Cooperative Department as the chief guest and also addressed the meeting. Home Minister Amit Shah targeted the Congress party by referring to Operation Sindoor and terrorist attacks at the event and assured the people of the country to be safe under the leadership of PM Modi. </p>

All the food grains of the farmers are being purchased at the MSP. Rajasthan has the highest yield of food grains. There has been an increase of 73 percent on wheat MSP and 82 percent on gram.</p>
<p style="text-align: justify;">Home Minister Amit Shah said that Rajasthan knows Rajasthan as the land of camels. Our government has started researching the breed of camels through cooperatives and testing the medicinal properties of milk of the henchmen. This will not threaten the breed of camels in the coming days. The Rajasthan government has done a lot of work in a short time. The entire state was plagued by paper leaks. The government of Rajasthan has given a strong message against paper leak mafia. </p>
<p style="text-align: justify;"><strong>Praise the government&#8217;s work</strong><br />Amit Shah said that MoUs worth Rs 35 lakh crore have been signed at the Global Investor Summit under the leadership of Bhajan Lal. Petrol and diesel tax has been cut. LPG cylinder is being given for Rs 450. Under the water life mission, work has been done to deliver water from door to door. The Modi government has also benefited from all the schemes of the Center during the 11 -year tenure. The Center&#8217;s plans have been implemented very well in the state under the leadership of Bhajan Lal Sharma. </p>
<p style="text-align: justify;">He said, &#8220;In the case of cooperatives, Rajasthan is also among the five major states of the country. That is why I want to congratulate CM Bhajan Lal Sharma. Due to cooperation, India has reached number four in terms of economy in the world under the leadership of Prime Minister Narendra Modi. PM Modi has worked to normalize 27 crore people living below the poverty line. I thank the people who came to the Cooperative Conference even in the opposite season. I assure that the central and Rajasthan governments together will further strengthen the cooperative movement in the state. ,</p>
<p style="text-align: justify;"><strong>Message given to Bhajan Lal Sharma</strong><br />He said that I am confident that in 2047 Rajasthan will be number one in terms of cooperatives in the country. Home Minister Amit Shah took the name of State Chief Minister Bhajan Lal Sharma eight times in a 16 -minute speech and praised his work.
