Eighth Pay Commission Updates: The Union Cabinet chaired by Prime Minister Narendra Modi has approved the Term of Reference (ToR) of the Eighth Pay Commission. This decision has brought great relief to more than 1 crore government employees and pensioners, who were waiting for this announcement for the last 10 months. The government officially approved it on 28 October (Tuesday).

What is Term of Reference (ToR)?

The term of reference is the framework on the basis of which the Pay Commission prepares its suggestions – that is, through this the Commission decides how much the basic pay, allowances and pension should be increased. The government has clarified that while preparing its recommendations, the Commission will keep in mind the country’s financial condition, fiscal management and the ability to spend on development and welfare schemes.

After the implementation of the recommendations of the 8th Pay Commission, the following employees will benefit from it – permanent and temporary employees of the Central Government, employees of the Ministry of Defense and Armed Forces, Railways, Postal Department, and Central Armed Police Forces (CAPF) employees and pensioners.

How much will the salary increase?

Fitment factor will be the basis for increase in salary of employees. In the Seventh Pay Commission, this factor was kept at 2.57x. For example, if the basic salary of an employee was Rs 20,000, then the new salary became: Rs 20,000 × 2.57 = Rs 51,400.

If this time the government increases the fitment factor further (say to 3.0x or 3.5x), then a bigger jump in salary is possible.

When will the 8th Pay Commission be implemented?

According to the government, the recommendations of the 8th Pay Commission will come into effect from January 2026. However, the commission has been given 18 months time to submit its report. Therefore, there is a possibility that this pay revision may be implemented by 2027 or 2028.

About 10 months ago, Union Minister Ashwini Vaishnav had informed about the formation of the 8th Pay Commission. He had said that the Commission will review the salaries, pensions and allowances of government employees so that the salaries can be revised to match the current economic scenario.

Also read: This share created a huge stir, made Rs 10 thousand from Rs 5 lakh in just 10 months, is still rising

Eighth Pay Commission: This can be a relief news for more than one crore salaried and retired employees. New information has come to light regarding the 8th Pay Commission. According to reports, while its formation was announced in January this year, now its formal formation can be done by next week.

According to reports, it may take 6 to 12 months for the Pay Commission to send its recommendations to the Central Government. Before this, aspects like fitment factor, pay structure, allowances and pension reforms will be discussed with all the concerned parties.

When will it be implemented?

According to the report of Financial Express, the Central Government has almost finalized the Terms of Reference (ToR), and the names of the Chairman and members of the Pay Commission are also being finalized. However, no formal announcement has been made by the government in this regard till now.

NC-JCM (Staff Side) Secretary Shiv Gopal Mishra has said that even if there is some delay in the formation of the commission or the recommendations, the recommendations of the Eighth Pay Commission will be considered effective from January 1, 2026. He said that if there is a delay in implementation, employees will get salary hike along with arrears — as was the case at the time of the Seventh Pay Commission.

The proposal has been submitted to the government

NC-JCM, the forum representing central employees and pensioners, has already submitted the draft Term of Reference (ToR) to the central government in January 2025. The forum says that now the formal notification regarding the formation of the commission is awaited from the government.

DA Hike News: The Government of India has announced an increase in Dearness Allowance (DA) for central employees and pensioners covered under the 5th and 6th Pay Commission. There is a wave of happiness among employees and pensioners due to this news. Let us tell you that last week the Central Government had announced to increase the DA of the employees covered under the Seventh Pay Commission. The information about this decision has been given by the Finance Ministry before Diwali and festive season.

How much will DA increase under the 5th and 6th Pay Commission?

According to the information given by the Finance Ministry, according to the 5th Pay Commission, dearness allowance of salaried employees has been increased to 474 percent. Earlier the DA of the employees was 466 percent. That means the benefit of 8 percent DA has been given by the Central Government. The new DA rate will be applicable from July 1, 2025. The tenure of the 5th Pay Commission had ended in December 2005 itself.

For the next 10 years, salaries were given as per the 6th Pay Commission. Whose term was also completed in 2015. Under the 6th Pay Commission, the existing DA of basic pay has been increased from 252 percent to 257 percent. That means there has been a total increase of 5 percent in DA of the employees. This change will also come into effect from July 1, 2025.

How much did the salary increase under the 7th Pay Commission?

Recently, DA was increased by 3 percent by the Central Government under the 7th Pay Commission. About 49.19 lakh central employees and 68.72 lakh pensioners have got the direct benefit of this. There is an atmosphere of happiness among the employees and pensioners due to the news of DA increase by the Central Government during Diwali and festive season. The Government of India increases DA twice every year and provides its benefits to its employees.

Eighth pay commission: Government employees and pensioners have been eagerly waiting for the Eighth Pay Commission for almost a year. This news can be relieved amid the delay in the formation of the commission and the uncertainties made so far. The Central Government has clarified that they are discussing the matter of the eighth pay commission with the state governments seriously and the panel of the Pay Commission can be decided soon.

A delegation of Bharatiya Mazdoor Sangh i.e. BMS’s top body Government Employees National Confederation (GENC) met Union Minister Jitendra Singh last month. During this period, the delay in the implementation of the eighth pay commission and the concerns of government employees were discussed.

Soon announcement on eighth pay commission

Significantly, the Eighth Pay Commission was formed in January this year. However, after that there is no special progress in this case as the employees are waiting for the appointment and term of reference (Tor) of the Pay Commission members.

In the meeting held on August 4 with Union Minister of State Jitendra Singh, many issues were raised by delegation. These included delays in the eighth pay commission, removal of the National Pension Scheme and Unified Scheme, restoring the Old Pension Scheme and 18 months out of the 18-month-old DA, which was stopped during Kovid-19.

Assurance received from Union Minister

It was assured by Jitendra Singh that soon a panel of the Eighth Pay Commission will be formed and a meeting will be held soon with the pension secretary regarding the old pension scheme. He also ensured the Confederation that a follow -up meeting would be held soon with the pension secretary for the restoration of the old pension scheme. Also, other issues such as compression appointments, cadre reviews and regular JCM meetings will be ensured.

Central Government Employees Salary: The central government has given good news to the employees keeping in mind the upcoming festive season. The festival of Ganesh Chaturthi and Onam is coming. Due to this, premature salary and pension payment has been approved for their employees and pensioners. That is, they will be given salary and pension in advance.

How long will be paid?

According to the Finance Ministry’s Office Memorandum released on August 21 and 22, 2025, central government employees including Defense, Post and Telecom in Maharashtra will get the salary of August on August 26, 2025 (Tuesday). That is, on August 27, before Ganesh Chaturthi, their wages will be credited to their bank account. Similarly, the festival of Onam will be celebrated in Kerala by September 4-5, 2025, so they will also be paid salary and pension on August 25, 2025 (Monday).

This is also mentioned in the circular

The purpose of this decision of the government is to keep in mind that in the festive season, employees face any kind of financial trouble and they can celebrate the festival well with their families. The Finance Ministry has said that these payments will be considered as advance payment. The salary, pension and wages issued will be adjusted in the final settlement of August/September 2025. The circular states, “Thus distributed salary/wages/pension will be considered as advance payment and will be subject to adjustment after each employee/pensioner determines the entire month’s salary/wage/pension.”

Finance Ministry instructions to RBI

The Ministry has also requested the Reserve Bank of India (RBI) to implement the branches of banks in Kerala and Maharashtra to implement the program to pay for salary and pension in advance without any delay. Central government industrial workers in Kerala will also come under the purview of quick payment instructions.

8th pay commission: Central employees and pensioners are currently waiting for the Eighth Pay Commission. The formation of the Commission was announced in January this year, but it has not been formally formed till now. Meanwhile, a report has come out, which may increase the restlessness of about 33 lakh government employees and pensioners of the central government.

In fact, Kotak Institutional Equities have stated in its latest report that the fitment factor of the Eighth Pay Commission may be less than the Seventh Pay Commission. It says that the fitment factor can be around 1.8, due to which only up to thirteen percent can be seen in salary.

What is fitment factor?

The fitment factor is calculated to withdraw new bassic salary based on the basic salary of any staff. That is, it can be understood that the fitment factor 2.57 was fixed for the Seventh Pay Commission. In that case, if someone’s original minimum wage was Rs 20,000, then it increased to Rs 51,400.

One thing is worth noting here that the fitment factor is always on the basic salary. In such a situation, if the fitment factor of 1.87 is found in the new salary, then it does not mean that the total salary will increase by 1.87 percent.

Earlier, a report by Ambit Capill stated that the seventh pay commission is ending in December 2025. When it was implemented in 2016, it increased by 14.3 percent at that time. It does not include allowances. This increase was much higher than the expected increase of the Eighth Pay Commission. Eighth Pay Commission: With the title of lump sum increase, Kotak Institutional Equality has also expected to install a fitment factor of 1.8 in the original minimum wage after this in its report.

How long will it be implemented?

Significantly, the chairman of the Eighth Pay Commission and its members have not been appointed yet. The Pay Commission is formed every 10 years. After the recommendation of the Pay Commission, the government takes the approval of the cabinet on this. After the formation of the Pay Commission, they take opinion from the officials of the Central and State Government, the representatives of pensioners, experts and employees organization and recommend the government by making a report on that basis.

The Eighth Pay Commission will come into effect from January 2026. But if there is a delay in implementing it, then the pensioners and employees of the Central Government will be paid later with arrears.

8th pay commission: 44 lakh government employees and 68 lakh pensioners of the country are eagerly waiting for the implementation of the eighth pay commission. Earlier this year, the formation of the Eighth Pay Commission was approved by the Union Cabinet, so that the salary and pension of the central personnel could be amended. However, despite the formation of the Eighth Pay Commission, central personnel will have to wait a little to officially announce it.

How long will the eighth pay commission be implemented?

In fact, the recommendation of the Eighth Pay Commission is expected to be sent to the government by the end of 2025 this year. Mint, in his news, citing the report of Ambit Institutional Equities, said that it can be implemented from January 2026. However, when in fact the eighth pay commission will be implemented, it is dependent on how long its recommendation report is submitted to the government and how long is its approval to the Central Government.

It is believed that after the approval of this recommendation, the Eighth Pay Commission can be implemented in FY 2027. It has also been told in the report that after the recommendation of the Eighth Pay Commission recommendation, the salary and pension of the central employees can increase by about 30 to 34 percent.

How much salary will increase?

It has been said in the report that central employees will get 30-34 percent of salary and an increase in pension will cost the government about Rs 1.80 lakh crore. It is worth noting that after the recommendation of the Commission, salary, pension and allowance will increase according to the fitment factor. The most important thing is that the salary and pension of government employees depends on inflation, the needs of employees and the financial capacity of the government within the country.

On behalf of the Pay Commission, inflation, economic inequality and other things are also considered in the salary revision of central personnel, the economy of the country and other things. Also, bonuses, allowances and other facilities are also reviewed, which are given to central personnel with salary. It is worth noting that Pay Commission is formed every 10 years to review the salary of central employees. The Pay Commission was formed by the government in the year 1946.

8th pay commission: Earlier this year, the Union Cabinet approved the formation of the eighth Central Pay Commission by the Union Cabinet and it is expected that it will be implemented in 2027. After this, there is going to be a tremendous change in the salary structure of central employees across the country. However, the Terms and References of the Pay Commission members, chairman and the new pay commission have not been announced yet. But it is believed that this time the salary of central employees is going to increase tremendously.

The Pay Commission is formed by the Central Government for a special time, which determines the salary structure of the central employees. Its effect is not only on the basic pay and other allowances, but pensioners also get the benefit of this. The Eighth Pay Commission will replace the Seventh Pay Commission, which was implemented in the year 2016.

How will salary be decided

Pay matrix is prominent in the recommendation of the Central Pay Commission. This is the system that determines salary based on levels and service time. It is believed that the Central Central Pay Commission can be increased from 2.57 to 2.86 this time.

For example, if an employee’s pay level-1 is currently 18000, then the same salary can increase to Rs 51,480. The salary of level two staff can increase from 19,900 to Rs 56,914, the salary of Level 3 can increase by Rs 21,700 to Rs 62,062.

Similarly, by increasing the salary of Level 6, it can increase by Rs 35400 to above Rs 1 lakh. So at the same time, Level 10 officers, including IAS and IPS, can increase their salary from Rs 56,100 to Rs 1.6 lakh.

Central employees and pensioners are eagerly waiting for the eighth pay commission to be implemented. According to reports, the eighth pay commission can be formed in the month of April 2025, that is, it can be formed this month. Also, the recommendations of the Pay Commission may apply in next year i.e. 2026 or 27. But, if it is applicable, then the monthly salary of central employees and pension of pensioners can increase from about fourteen thousand to nineteen thousand rupees.

At present, the average monthly salary of central employees is about one lakh and it will increase by about 14 to 19 percent when the new Pay Commission is implemented. That is, if the government will keep a budget of 1.75 lakh crores, then the salary of these central workers will increase by about 14 thousand 600 rupees.

Whereas, if a budget of 2 lakh crore is kept by the government, then there can be an increase of about 16 thousand 600 rupees in their salary. It is worth noting that the eighth pay commission will directly benefit more than 50 lakh central employees and more than 65 lakh pensioners. Last time i.e. in the Seventh Pay Commission, Rs 1.02 crore was spent by the government.

However, a fitment factor is an important formula in increasing money from the Pay Commission. At the time of the Seventh Pay Commission, this fitment was 2.57 and the minimum salary was increased from seven thousand to eighteen thousand. But this time too, if this formula is imposed, then the minimum salary of central employees will increase from 46 thousand 260 and pension from 9 thousand rupees to 23 thousand 130 rupees. In such a situation, how much the salary of the central employees will increase will depend on the recommendations of the Eighth Pay Commission and the government’s budget.
