Some have demanded increase in DA, some have demanded salary revision and some have demanded pension benefits. The higher the age, the more he will get the same percentage of his salary during retirement as pension. It has been demanded to keep this structure as follows:</p>

<li>A 75 year old retired employee should get 80% of his last salary as pension.</li>
<li>An 80 year old retired employee should get 85% of his last salary as pension.</li>
<li>An 85 year old retired employee should get 90% of his last salary as pension.</li>
<li>Retired employees aged 90 years or above should get their last salary in the form of full 100% pension.</li>
</ul>
<p style="text-align: justify;">Not only this, the employees have also put forth their demands regarding pension. In which:</p>
<ul style="text-align: justify;">
<li>Increasing the minimum pension to 67% of the last drawn pay (LPD), or equal to the average pay drawn during the last 10 months of service.</li>
<li>To amend the fitment factor used for pension calculation.</li>
<li>To review the Dearness Relief (DR) structure and integrate it into pension benefits.</li>
<li>To expand the scope of family pension benefits.</li>
</ul>

<li style="text-align: justify;">NPS (National Pension Scheme)</li>
<li style="text-align: justify;">UNS (Unified Pension Scheme)</li>

<p style="text-align: justify;"><strong>OPS (Old Pension Scheme)</strong><br />This is an old pension scheme, in which pension is definitely given after retirement. In this, pension is decided on the basis of last salary and DA, the entire expense of which is borne by the government. For this the employee does not have to make any separate contribution.</p>
<p style="text-align: justify;"><strong>NPS (National Pension System)</strong><br />Both employees and government contribute in this scheme. The amount received after retirement depends on the accumulated funds and market performance. There is no guarantee of fixed pension in this pension scheme.</p>
<p style="text-align: justify;"><strong>UPS (Unified Pension Scheme)</strong><br />This pension scheme is a mixed model of OPS and NPS. There is contribution in this and provision for fixed pension has also been made. <p style="text-align: justify;"><strong>New Basic Salary = Existing Basic Salary × Fitment Factor</strong></p>
<p style="text-align: justify;"><strong>How does the formula work?</strong><br />If the fitment factor increases, then the salary, pension, increment and arrears of the employees also increase.</p>
<p style="text-align: justify;">For example, in the 7th Pay Commission the fitment factor was kept at 2.57. Due to this, the minimum basic salary increased from Rs 7,000 to Rs 18,000. According to the formula:</p>
<p style="text-align: justify;"><strong>7,000 × 2.57 = 18,000</strong></p>
<p style="text-align: justify;">Although this seems like a huge increase, the Pay Commission is usually implemented once in 10 years.</p>
<p style="text-align: justify;"><strong>Will there be fitment factor in 8th Pay Commission?</strong><br />At present the fitment factor of the 8th Pay Commission has not been decided. But in many reports it is being estimated that it could be between 2.28 to 3.83.</p>

<p style="text-align: justify;"><strong>Eighth Pay Commission Updates:</strong> The Union Cabinet chaired by Prime Minister Narendra Modi has approved the Term of Reference (ToR) of the Eighth Pay Commission. This decision has brought great relief to more than 1 crore government employees and pensioners, who were waiting for this announcement for the last 10 months. The government officially approved it on 28 October (Tuesday).</p>
<p style="text-align: justify;"><strong>What is Term of Reference (ToR)?</strong></p>
<p style="text-align: justify;">The term of reference is the framework on the basis of which the Pay Commission prepares its suggestions &#8211; that is, through this the Commission decides how much the basic pay, allowances and pension should be increased. The government has clarified that while preparing its recommendations, the Commission will keep in mind the country&#8217;s financial condition, fiscal management and the ability to spend on development and welfare schemes.</p>
<p style="text-align: justify;">After the implementation of the recommendations of the 8th Pay Commission, the following employees will benefit from it &#8211; permanent and temporary employees of the Central Government, employees of the Ministry of Defense and Armed Forces, Railways, Postal Department, and Central Armed Police Forces (CAPF) employees and pensioners.</p>
<p style="text-align: justify;"><strong>How much will the salary increase?</strong></p>
<p style="text-align: justify;">Fitment factor will be the basis for increase in salary of employees. In the Seventh Pay Commission, this factor was kept at 2.57x. For example, if the basic salary of an employee was Rs 20,000, then the new salary became: Rs 20,000 × 2.57 = Rs 51,400.</p>
<p style="text-align: justify;">If this time the government increases the fitment factor further (say to 3.0x or 3.5x), then a bigger jump in salary is possible.</p>
<p style="text-align: justify;"><strong>When will the 8th Pay Commission be implemented?</strong></p>
<p style="text-align: justify;">According to the government, the recommendations of the 8th Pay Commission will come into effect from January 2026. However, the commission has been given 18 months time to submit its report. Therefore, there is a possibility that this pay revision may be implemented by 2027 or 2028.</p>
<p style="text-align: justify;">About 10 months ago, Union Minister Ashwini Vaishnav had informed about the formation of the 8th Pay Commission. He had said that the Commission will review the salaries, pensions and allowances of government employees so that the salaries can be revised to match the current economic scenario.</p>

<p style="text-align: justify;">NC-JCM (Staff Side) Secretary Shiv Gopal Mishra has said that even if there is some delay in the formation of the commission or the recommendations, the recommendations of the Eighth Pay Commission will be considered effective from January 1, 2026. He said that if there is a delay in implementation, employees will get salary hike along with arrears — as was the case at the time of the Seventh Pay Commission.</p>

<p style="text-align: justify;">NC-JCM, the forum representing central employees and pensioners, has already submitted the draft Term of Reference (ToR) to the central government in January 2025. About 49.19 lakh central employees and 68.72 lakh pensioners have got the direct benefit of this. There is an atmosphere of happiness among the employees and pensioners due to the news of DA increase by the Central Government during Diwali and festive season. The Government of India increases DA twice every year and provides its benefits to its employees.</p>

<p style="text-align: justify;"><strong>Eighth pay commission:</strong> Government employees and pensioners have been eagerly waiting for the Eighth Pay Commission for almost a year. This news can be relieved amid the delay in the formation of the commission and the uncertainties made so far. The Central Government has clarified that they are discussing the matter of the eighth pay commission with the state governments seriously and the panel of the Pay Commission can be decided soon.</p>
<p style="text-align: justify;">A delegation of Bharatiya Mazdoor Sangh i.e. BMS&#8217;s top body Government Employees National Confederation (GENC) met Union Minister Jitendra Singh last month. During this period, the delay in the implementation of the eighth pay commission and the concerns of government employees were discussed.</p>
<p style="text-align: justify;"><strong>Soon announcement on eighth pay commission</strong></p>
<p style="text-align: justify;">Significantly, the Eighth Pay Commission was formed in January this year. However, after that there is no special progress in this case as the employees are waiting for the appointment and term of reference (Tor) of the Pay Commission members.</p>
<p style="text-align: justify;">In the meeting held on August 4 with Union Minister of State Jitendra Singh, many issues were raised by delegation. These included delays in the eighth pay commission, removal of the National Pension Scheme and Unified Scheme, restoring the Old Pension Scheme and 18 months out of the 18-month-old DA, which was stopped during Kovid-19.</p>
<p style="text-align: justify;"><strong>Assurance received from Union Minister</strong></p>
<p style="text-align: justify;">It was assured by Jitendra Singh that soon a panel of the Eighth Pay Commission will be formed and a meeting will be held soon with the pension secretary regarding the old pension scheme. He also ensured the Confederation that a follow -up meeting would be held soon with the pension secretary for the restoration of the old pension scheme. Also, other issues such as compression appointments, cadre reviews and regular JCM meetings will be ensured.</p>

<p style="text-align: justify;"><strong>Central Government Employees Salary: </strong>The central government has given good news to the employees keeping in mind the upcoming festive season. The festival of Ganesh Chaturthi and Onam is coming. Due to this, premature salary and pension payment has been approved for their employees and pensioners. That is, they will be given salary and pension in advance.</p>
<h3 style="text-align: justify;">How long will be paid? </h3>
<p style="text-align: justify;">According to the Finance Ministry&#8217;s Office Memorandum released on August 21 and 22, 2025, central government employees including Defense, Post and Telecom in Maharashtra will get the salary of August on August 26, 2025 (Tuesday). That is, on August 27, before Ganesh Chaturthi, their wages will be credited to their bank account. Similarly, the festival of Onam will be celebrated in Kerala by September 4-5, 2025, so they will also be paid salary and pension on August 25, 2025 (Monday). </p>
<h3 style="text-align: justify;">This is also mentioned in the circular</h3>
<p style="text-align: justify;">The purpose of this decision of the government is to keep in mind that in the festive season, employees face any kind of financial trouble and they can celebrate the festival well with their families. The Finance Ministry has said that these payments will be considered as advance payment. The salary, pension and wages issued will be adjusted in the final settlement of August/September 2025. The circular states, &#8220;Thus distributed salary/wages/pension will be considered as advance payment and will be subject to adjustment after each employee/pensioner determines the entire month&#8217;s salary/wage/pension.&#8221; </p>
<h3 style="text-align: justify;">Finance Ministry instructions to RBI</h3>
<p style="text-align: justify;">The Ministry has also requested the Reserve Bank of India (RBI) to implement the branches of banks in Kerala and Maharashtra to implement the program to pay for salary and pension in advance without any delay. Central government industrial workers in Kerala will also come under the purview of quick payment instructions. </p>
