A big step can soon be taken towards implementing comprehensive sex education in the schools of the country. The Central Government has told the Supreme Court that preparations are going on in this regard. This initiative has come at a time when the court has expressed serious concern about the rights of teenagers, their privacy and the use of POCSO law.

In fact, the Supreme Court itself had taken cognizance of the cases related to the Right to Privacy of Teenagers and the POCSO Act. Justice B.V. Nagarathna and Justice R. Mahadevan’s bench is hearing this case. During the hearing, the court said that the age of 15 to 18 years is a very sensitive period of life. At this age, children go through physical, mental and emotional changes, but due to lack of proper information and guidance, they often take such decisions which can affect their entire future.

The Supreme Court also said that the POCSO Act was created to protect children from sexual exploitation, but in many cases it has started being used in consensual relationships between teenagers also. Often, when a minor boy and girl run away from home or enter into a relationship against the wishes of the family, the family files a POCSO case against the boy. In such cases, minor boys have to go to jail and their future is affected. The court believes that such situations can be prevented to a great extent not only by law but also by providing right education at the right time.

In this direction, the Central Government constituted a 26-member National Expert Committee. This committee was chaired by the Additional Secretary of the Ministry of Women and Child Development. It included representatives from Tata Institute of Social Sciences (TISS), clinical psychologists, education experts and various ministries. The committee was given the responsibility to prepare a practical roadmap to make teenagers aware and protect their rights. The committee has submitted its report to the government, which has also been presented before the Supreme Court.

What is CSE?

In such a situation, the question arises that what is Comprehensive Sex Education (CSE)? According to experts, this is not just a course giving information related to sex, but an educational process of giving scientific, correct and responsible information to children and teenagers according to their age. Its aim is to prepare youth to better understand their bodies, emotions, relationships and rights.

What can be taught?

According to reports, it will provide information about the changes taking place in the body during adolescence. Boys and girls will be explained scientifically about important issues like puberty, menstruation, reproductive health, pregnancy, contraceptive measures and sexually transmitted infections (STIs), so that they can avoid confusion and misinformation.

Apart from this, children will also be taught the importance of relationships, healthy communication and emotional understanding. They will be told how important respect and trust are in friendship, attraction, love and relationships. The importance of ‘Consent’ will also be explained, so that they can learn to respect their own and others’ wishes in any relationship.

What is its complete process?

1. Final Merit and Selection – After passing UPSC, the final merit list of the candidates comes. On the basis of this, they are allotted to IAS, IPS, IFS or other services.

2. Document Verification and Medical Examination – After the final list, the original documents of the candidates are checked and their physical and mental fitness is medically examined.

3. Training in LBSNAA (Foundation Course) – After clearing the documents and medical, candidates of services like IAS, IPS, IFS are called for training at Lal Bahadur Shastri National Academy of Administration (LBSNAA) located in Mussoorie. In which foundation course, 15 weeks basic training course for all new officers and after this specialized training in different courses like IPS, IFS, IRS, IAS officers stay in LBSNAA for the next 2 years and take training.

4. Field Training – After completion of basic training at LBSNAA, IAS trainees are sent for one year field training in their allotted state. Here he learns administrative work as SDM.

5. Stipend – During training, candidates do not get salary but stipend. Of which around 35,000 – 40,000 take home.

Calcutta Stock Exchange: Today is the last Diwali of Calcutta Stock Exchange (CSE), one of the oldest stock exchanges of the country. After a long legal battle and many regulatory challenges, CSE has finally decided to voluntarily exit the stock exchange business.

In the year 2013, Securities and Exchange Board of India (SEBI) had banned trading in CSE due to non-compliance of rules. For more than a decade, the exchange had tried to challenge SEBI’s decision in court to restart its operations, but with no concrete results. Ultimately it decided to close its stock exchange business.

Now just waiting for SEBI approval

CSE Chairman Dipankar Bose said, “In the extraordinary general meeting (EGM) held with shareholders on April 25, 2025, CSE also got approval to exit the stock exchange business.” The exchange had also formally filed an exit application with SEBI on February 18, 2025. SEBI has appointed Rajvanshi & Associates for its evaluation. (Rajvanshi and Associate) appointed. Now approval will be given only after complete review.

Sale of CSE assets

After getting the approval, CSE will remain as a holding company. However, its subsidiary company CSE Capital Markets Private Limited (CCMPL) will continue broking on NSE and BSE. As part of the exit process, SEBI and CSE have also approved the sale of three acres of property of EM Bypass in Kolkata to Srijan Group for Rs 253 crore. However, the deal will be completed only after getting final approval from SEBI. Not only this, CSE has also started Voluntary Retirement Scheme (VRS) for its employees.

How did things go wrong?

The decline of the Calcutta Stock Exchange, established in 1908, began after the Rs 120 crore scam involving Ketan Parekh. No, before this it was a big rival of Bombay Stock Exchange (BSE). After this, many brokers missed the settlement, which reduced the confidence of investors. Due to this, exchange activities continued to decrease and trading volume also decreased.

In December 2024, the CSE Board decided to withdraw its ongoing cases in the Calcutta High Court and the Supreme Court and move towards voluntary withdrawal. As stated in Chairman Bose’s FY25 report, the exchange has played an important role in India’s capital markets with 1749 listed companies and 650 registered members.

In preparation for the exit from the exchange, CSE offered a voluntary retirement scheme for all employees, which included a lump sum payment of Rs 20.95 crore and annual savings of about Rs 10 crore.
