A big step can soon be taken towards implementing comprehensive sex education in the schools of the country. The Central Government has told the Supreme Court that preparations are going on in this regard. This initiative has come at a time when the court has expressed serious concern about the rights of teenagers, their privacy and the use of POCSO law.

In fact, the Supreme Court itself had taken cognizance of the cases related to the Right to Privacy of Teenagers and the POCSO Act. Justice B.V. Nagarathna and Justice R. Mahadevan’s bench is hearing this case. During the hearing, the court said that the age of 15 to 18 years is a very sensitive period of life. At this age, children go through physical, mental and emotional changes, but due to lack of proper information and guidance, they often take such decisions which can affect their entire future.

The Supreme Court also said that the POCSO Act was created to protect children from sexual exploitation, but in many cases it has started being used in consensual relationships between teenagers also. Often, when a minor boy and girl run away from home or enter into a relationship against the wishes of the family, the family files a POCSO case against the boy. In such cases, minor boys have to go to jail and their future is affected. The court believes that such situations can be prevented to a great extent not only by law but also by providing right education at the right time.

In this direction, the Central Government constituted a 26-member National Expert Committee. This committee was chaired by the Additional Secretary of the Ministry of Women and Child Development. It included representatives from Tata Institute of Social Sciences (TISS), clinical psychologists, education experts and various ministries. The committee was given the responsibility to prepare a practical roadmap to make teenagers aware and protect their rights. The committee has submitted its report to the government, which has also been presented before the Supreme Court.

In such a situation, the question arises that what is Comprehensive Sex Education (CSE)? According to experts, this is not just a course giving information related to sex, but an educational process of giving scientific, correct and responsible information to children and teenagers according to their age. Its aim is to prepare youth to better understand their bodies, emotions, relationships and rights.

What can be taught?

According to reports, it will provide information about the changes taking place in the body during adolescence. Boys and girls will be explained scientifically about important issues like puberty, menstruation, reproductive health, pregnancy, contraceptive measures and sexually transmitted infections (STIs), so that they can avoid confusion and misinformation.

Apart from this, children will also be taught the importance of relationships, healthy communication and emotional understanding. They will be told how important respect and trust are in friendship, attraction, love and relationships. The importance of ‘Consent’ will also be explained, so that they can learn to respect their own and others’ wishes in any relationship.
