<p style="text-align: justify;">A heart-wrenching incident was carried out at the beginning of the new year in Delhi&#8217;s Rajiv Chowk (Connaught Place). Here three delivery boys together beat up 36-year-old businessman Shivam Gupta to death. Shivam Gupta had gone to Connaught Place for a party, but there he had a dispute with the delivery boys delivering food. After this, the accused hit Shivam Gupta on his head with a helmet and left him half dead. </p>
<p style="text-align: justify;">In injured condition, Shivam Gupta was first admitted to LNJP Hospital and then referred to RML Hospital. 17 days later, on January 19, Shivam Gupta died during treatment. The incident of assault took place on January 3. </p>
<p style="text-align: justify;"><strong>There was an argument over asking for water</strong></p>
<p style="text-align: justify;">The death of his only son Shivam Gupta has completely devastated his family and they are pleading for justice. According to the report of news agency PTI, Shivam, a resident of Laxmi Nagar in East Delhi, had gone to a party in Connaught Place with a friend on January 2. After coming out of the restaurant, he asked for water from a company representative near E Block near Rajiv Chowk Metro Station, during which an altercation broke out between the two.</p>
<p style="text-align: justify;">The father told that after this the company representative hit him with a helmet and his two associates (company representatives) punched him and kicked him. At around 1:30 pm on January 3, the Police Control Room (PCR) received information that an injured person was lying unconscious on the road and his body was bleeding. Shivam was immediately taken to the hospital. There the doctors told that blood clots were found at many places in his body. He is not in a position to give any statement.</p>
<p style="text-align: justify;">Shivam&#8217;s father Anil Kant Gupta told that his son had left home to attend a party on the evening of January 2, but did not return. He kept calling her continuously, but got no response. After some time, the police called him and informed him that his son was admitted in the hospital. There were marks of serious injuries on his body.</p>
<p style="text-align: justify;"><strong>Shivam Gupta was vomiting blood</strong></p>
<p style="text-align: justify;">Anil Kant Gupta said, &#8220;When we reached the hospital, his condition was critical.&#8221; He was vomiting blood and was unresponsive. We requested the doctors to send him to another hospital for better treatment. Later, the team of doctors advised him to take him to another hospital for immediate special care. Shivam was admitted to Ram Manohar Lohia Hospital on January 4 and underwent surgery on January 5.</p>
<p style="text-align: justify;"><strong>Shivam was recovering, but passed away after 17 days</strong></p>
<p style="text-align: justify;">The father said, “The doctors clearly told us that the injuries were life-threatening and immediate operation was necessary. After the operation we were told that the next 36 to 72 hours would be crucial for recovery. For some time he showed signs of improvement. He was responding to the calls of the doctors. We had hope, but on January 19 he left us.</p>
<p style="text-align: justify;">Anil Kant Gupta, 61, who owns two shops in Paharganj area, said Shivam was his only son and the sole support of the family. He himself reached the police station and saw the CCTV footage of the incident, in which his son was lying on the ground and his friend was standing near him.</p>
<p style="text-align: justify;"><strong>Shivam&#8217;s friend did not tell his family about the incident.</strong></p>
<p style="text-align: justify;">Shivam&#8217;s father alleged, &#8220;I along with the police watched several CCTV footage of the incident. The police told me that my son asked for water from the company representatives, then he got into an altercation with one of them. In a fit of anger, he repeatedly hit the helmet on my son&#8217;s head. He fell unconscious and fell on the ground and his friend who had accompanied him was standing nearby. I do not understand why he did not inform us about this entire incident.&#8221;</p>

<p style="text-align: justify;">The harsh cold in Delhi has created havoc for the lives of the homeless. In the last 15 days, 44 homeless people have died due to cold, which is very worrying. ABP News team took stock of many night shelters in Delhi. The investigation revealed shockingly that these night shelters have become dens of drug addicts and thieves. </p>
<p style="text-align: justify;">Poor and needy homeless people shy away from staying in these for fear of knives, blades, robbery and assault. The result is that many people are forced to spend the night under the open sky. In a special conversation with ABP News, social worker Bhavesh Piplia shared this serious information.</p>
<p style="text-align: justify;">He told that according to the report of Delhi Police, 44 people have died due to cold in the last 15 days. These deaths are exposing government negligence. </p>
<p style="text-align: justify;">Women living in the night shelter under the Nizamuddin flyover said that lizards are found inside the food, hair falls out and the food is not served properly. They are living here under compulsion with their children. They are living under compulsion because it is cold outside so that the children do not fall ill. Here, wind blows from everywhere, cold rain occurs and water falls drop by drop from above, all the blankets get wet. Here only cleaning is done once in a while and that too only with a broom, there is no cleaning here, we have to clean with our hands. </p>
<h3 style="text-align: justify;">I am forced to sleep outside</h3>
<p style="text-align: justify;">More than half of the people are sleeping outside, there is no cleanliness, food and drinks are not available on time, watered tea is available. How were we afraid because there is knife fighting here, someone&#8217;s pockets are cut, someone&#8217;s money is stolen, someone&#8217;s phone is stolen, even blankets are stolen, hence under compulsion many people have to sleep outside, our husbands do not sleep due to theft or because of fear, there is fear that someone is stabbed with a blade, someone is stabbed and there is no guard here. </p>
<p style="text-align: justify;">There is no security for women here, there is neither electricity nor water. A man was entering our tent at night, so we told the guard, then he closed the tent. The guard comes at night, sleeps and leaves in the morning. Rekha Gupta should come here and see.</p>
<h3 style="text-align: justify;">people sleeping outside leaving night shelters</h3>
<p style="text-align: justify;">The man who has left the night shelter and is sleeping outside, while talking to ABP News, said that drug addicts come there, hence I will not go inside the night shelter at all, I will sleep outside but will not go inside. I have gone inside but did not sleep. The knife and blade are stolen. We come back after earning two paise and kill. If there is safety then we will definitely go. What will happen if someone hits you with a blade?</p>
<p style="text-align: justify;">People living in the night shelter located on Lodhi Road told that the belongings of 45 year old and 50 year old women were thrown in the night shelter near Jawaharlal Nehru Stadium Red Light. They were killed and the person doing it was a lady. Why was she killed? It is not known till now that she is not talking due to fear.</p>
<p style="text-align: justify;">People angrily said that you tell me, is there anything visible inside it which the government is claiming? Do you see something inside it which is what the government is saying, which the government has published. A buzzer said that we do not sleep in night shelters, even the 10 rupees we earn are stolen. A woman named Anjali said that all the publicity that the government has given outside the night shelters is nothing like this and the blankets are also not clean. We blow our own blankets and the blankets are dirty.</p>
<h3 style="text-align: justify;">no water in toilet</h3>
<p style="text-align: justify;">Along with this, other men who were standing there told that there is no water here, the toilets are dirty and neither medicines are available here nor there is light here nor doctors come here. We are happy with whatever we are getting, now even if we speak, then to whom should we speak? The government has shown in its propaganda that water and electricity are not all these facilities. The blankets given by the government have not been washed nor have the mattresses been washed since we arrived.</p>
<h3 style="text-align: justify;">&#8216;Convening people to stay in shelter homes&#8217;</h3>
<p style="text-align: justify;">How many problems are there in night shelters, how can they be fixed and how many people have lost their lives due to the harsh winter in Delhi? ABP News spoke to social worker Bhavesh Piplia, who has been working for night shelters and homeless people for the last several years. He told ABP News that the government should conduct conveyance so that more and more people reach the shelters. One reason for sleeping on the streets instead of shelter homes is that people get blankets and other good things on the streets. People who come to the streets and are sleeping on the streets are given blankets and food.</p>
<p style="text-align: justify;">Bhavesh said that as per the figures of Delhi Police, currently 71 are being reflected on the website of Delhi Police, out of which 44 are such that there is any sign of injury, which means that there are 44 such people who have died due to cold. For the government, these are just statistics, it is the result of the failure of the government. It is shameful that so many deaths are occurring even after spending so much money.</p>
<p style="text-align: justify;">As far as I feel, this picture may be generated, it does not match with the real thing, we continuously raise voice for this, it is so cold, it has become 44 degrees, hence on the 2nd of the month, an order was given that heaters will not be used but the government should think about how to provide facilities to the people. And now we will definitely take this issue to the government because if the people for whom the government has built night shelters are not coming to the night shelters, then the government should reduce this issue.</p>

<p style="text-align: justify;">The four-day winter session of Delhi Assembly is starting from Monday, January 5. There is likely to be a heated debate on pollution and the three CAG reports presented by the government. Apart from discussing the root causes of the air pollution problem and assessing past measures, the Rekha Gupta government will present three CAG reports.</p>
<p style="text-align: justify;">These CAG reports will be on the renovated bungalow of Arvind Kejriwal when he was the Chief Minister, on the functioning of Delhi Jal Board and on the universities run by the Delhi government during the rule of Aam Aadmi Party. Last year, during the assembly election campaign, the Bharatiya Janata Party (BJP) had named the bungalow &#8216;Sheeshmahal&#8217;. </p>
<p style="text-align: justify;"><strong>The issue of hanging house will be raised in Delhi winter session</strong></p>
<p style="text-align: justify;">The issue of authenticity of the &#8216;hanging house&#8217; is likely to arise again in the House as the Business Advisory Committee of the Delhi Assembly will present a proposal on it. During the monsoon session, Chief Minister Rekha Gupta had told the House that the structure, which was renovated and inaugurated as a &#8216;hanging house&#8217; by then Chief Minister Arvind Kejriwal in 2022, was actually a &#8216;tiffin room&#8217; as per records. </p>
<p style="text-align: justify;"><strong>The session will start from 11.00 am</strong></p>
<p style="text-align: justify;">Showing a 1912 map of the Assembly complex, he had said that there was no document or evidence to show that the place was used for hanging. The session will begin on Monday at 11.00 am with the address of the Lieutenant Governor.</p>
<p style="text-align: justify;"><strong>Delhi Assembly session will be a reflection of legislative conduct</strong></p>
<p style="text-align: justify;">Delhi Assembly Speaker Vijender Gupta said in a statement, &#8216;The winter session of the Delhi Assembly will reflect the principles of orderly deliberations, transparency and responsible legislative conduct.&#8217; He reviewed the preparations for the session with senior officials of Delhi Assembly Secretariat and Public Works Department, responsible for the smooth functioning of the House.</p>

<p style="text-align: justify;">Delhi government has taken an important decision which will provide great relief to the general public, businessmen and the working class. &#8216;Delhi Jan Vishwas Bill&#8217; has been approved in the cabinet meeting chaired by Chief Minister Rekha Gupta. This bill will be presented in the winter session of the Delhi Assembly starting from January 5. The government says that this law will be implemented after it is passed by the Assembly.</p>
<p style="text-align: justify;">Under this bill, 8 categories of small and minor criminal violations related to industry, business, shops, labor and establishments will be removed from the criminal category and converted into civil cases. This means that now there will be no fear of jail or punishment in such cases, rather the cases will be settled through warning or fine.</p>
<h3 style="text-align: justify;">What is Delhi Jan Vishwas Bill?</h3>
<p style="text-align: justify;">The purpose of Delhi Jan Vishwas Bill is to provide relief to the common people and small businessmen from unnecessary legal troubles. Till now, many such minor violations, such as registration mistakes, deficiencies in records, technical errors or minor violations of rules, fell under the criminal category. In these cases, there would be FIR, court and even jail, due to which the businessmen and working class were troubled mentally and financially.</p>
<h3 style="text-align: justify;">&#8216;Not punishment, emphasis on solution&#8217;</h3>
<p style="text-align: justify;">After the implementation of this new bill, only warning or fine will be imposed instead of punishment in these 8 categories of cases. This will reduce the burden on the courts and people will be able to do their work without fear. The government believes that the system will run better with trust instead of fear. </p>
<h3 style="text-align: justify;">Business and employment will get a boost</h3>
<p style="text-align: justify;">Delhi government says that this step will promote ease of doing business. <p style="text-align: justify;">To control the increasing air pollution in the capital Delhi, the Municipal Corporation has prepared to choose a new and traditional path. With the aim of promoting environmental protection and clean process, the use of cow dung cakes in cremation is now being made mandatory. This decision will see a big change in the functioning of cremation grounds.</p>
<p style="text-align: justify;">Delhi Municipal Corporation has decided that cremation in the major crematoriums of MCD of the capital will be done only with cow dung cakes. For this, clear instructions have been given to the concerned authorities to ensure the availability and use of cow dung cakes as an alternative to wood. The corporation believes that this will lead to a significant reduction in the pollutants spread in the air.</p>
<h3 style="text-align: justify;">Important decision taken in the standing committee meeting</h3>
<p style="text-align: justify;">The high-level meeting regarding air pollution was chaired by Standing Committee Chairperson Satya Sharma. In the meeting, clear instructions were given to the Public Health Department that in future, permission to operate cremation grounds should be extended to only those institutions which will use cow dung cakes in cremation. This condition will be considered mandatory in the coming years.</p>
<h3 style="text-align: justify;">Emphasis on traditional and environment friendly process</h3>
<p style="text-align: justify;">After the meeting, Satya Sharma said that cow dung cakes have been a part of Indian tradition and are also an environmentally safe option. He appealed to the corporation to install modern machinery for manufacturing the cakes and molding them into the shape of wooden logs, so that the cremation grounds get continuous supply.</p>
<h3 style="text-align: justify;">Pilot project will expand throughout the city</h3>
<p style="text-align: justify;">According to the plan of the Municipal Corporation, in the first phase the pilot project will be implemented in four cow sheds and four cremation grounds. If this experiment is successful, it will be implemented in the whole of Delhi in a phased manner. Along with this, dairies can also be forced to make cow dung cakes, and the veterinary department will take action against those who do not follow the rules.</p>
<h3 style="text-align: justify;">Limited experiments are already taking place in some cremation grounds.</h3>
<p style="text-align: justify;">Cow dung cakes are already being partially used to reduce wood consumption at Panchkuinya Road and Nigam Bodh cremation grounds. However, till now the complete system of cremation with only ashes is not implemented anywhere. At present, cow dung cakes and sticks are given mixed with wood.</p>
<h3 style="text-align: justify;">Pollution increases due to heavy consumption of wood</h3>
<p style="text-align: justify;">Hundreds of cremations take place every year in Delhi, each of which consumes approximately 500 to 700 kg of wood. According to experts, burning such large amounts of wood increases carbon emissions. The corporation hopes that the use of cow dung cakes will not only save wood but will also keep the air cleaner than before.</p>

<p style="text-align: justify;">The situation in Delhi is bad due to pollution. The situation is such that even breathing becomes difficult here. AQI in the capital has reached its worst level in the last seven years in the month of December. This year, December was the worst since 2018 with an average AQI of 349, while the contribution of stubble in PM 2.5 pollution was only 3.5 percent.</p>
<p style="text-align: justify;">An official said that in December 2018, the average air quality index (AQI) of the capital was recorded at 360. According to Central Pollution Control Board (CPCB) data, the average AQI was 294 in December 2024, 348 in 2023, 319 in 2022, 336 in 2021, 332 in 2020, 337 in 2019 and 301 in 2015.</p>
<h3 style="text-align: justify;">AQI remained in severe category for 5 days</h3>
<p style="text-align: justify;">This month, air quality in Delhi was recorded in &#8216;severe&#8217; category for five days. There was such a situation in Delhi for six days in December last year. On Monday too, Delhi&#8217;s air quality reached &#8216;severe&#8217; category with 401 at 4 pm, while on Sunday it was recorded in &#8216;very poor&#8217; category with 390.</p>
<h3 style="text-align: justify;">Increase in pollution due to stubble? </h3>
<p style="text-align: justify;">According to information provided by CPCB in response to an application filed under the Right to Information (RTI) by environmentalist Amit Gupta, the contribution of stubble to Delhi&#8217;s PM 2.5 pollution was only 3.5 per cent till December 5 this year, while Delhi-NCR remains one of the most polluted regions in the country.</p>
<p style="text-align: justify;">The CPCB said it relied on the 2018 TERI-ARAI source apportionment study to assess the contribution of different sources to PM2.5 and PM10 pollution in Delhi-National Capital Region (NCR). She said no comprehensive source apportionment study has been conducted since then.</p>
<h3 style="text-align: justify;">There has been a decline in stubble burning in the last few years</h3>
<p style="text-align: justify;">However, daily average data from the Decision Support System (DSS) of the Indian Institute of Tropical Meteorology (IITM), Pune, under the Ministry of Earth Sciences, shows that the contribution of stubble burning to PM 2.5 levels during the October-December period has declined steadily over the last few years.</p>
<p style="text-align: justify;">The share of stubble burning was 13 percent in 2020 and 2021, declined to 9 percent in 2022, increased marginally to 11 percent in 2023 and 10.6 percent in 2024, after which it declined to 3.5 percent in 2025.</p>

<p style="text-align: justify;">Minister Kapil Mishra has said that Rs 10,000 will be given to registered laborers working at every construction site in Delhi. This decision has been taken because construction work is closed in Delhi. In such a situation, this decision has been taken so that their livelihood is not affected. </p>
<p style="text-align: justify;">After the government&#8217;s announcement, the online registration process was opened. Laborers working at construction sites can register themselves.</p>

<p style="text-align: justify;">There is big relief news regarding the Rithala-Bawana-Narela-Kundli metro corridor proposed under Delhi Metro Phase-4. Delhi Lieutenant Governor VK Saxena has approved to allot Delhi Jal Board (DJB) land to Delhi Metro Rail Corporation (DMRC) for this corridor. With this, the way has been cleared for construction of viaduct from Rithala to Rohini Sector-25. </p>
<p style="text-align: justify;">This matter was pending for the last several years. Now after the approval of LG, the construction of the metro line is expected to speed up.</p>
<h3 style="text-align: justify;">How much and what kind of land will DMRC get?</h3>
<p style="text-align: justify;">Under the approval, DJB will hand over 50 square meter land of STP complex located at Rithala on permanent basis (99 years lease) and 1286 square meter land temporarily (for 4 years) to DMRC.</p>
<p style="text-align: justify;">In return, DMRC will pay a total of Rs 75 lakh 50 thousand 353 to Delhi Jal Board. Rs 12 lakh 28 thousand 937 are included for permanent land, Rs 63 lakh 21 thousand 416 are included for temporary land. DMRC will be able to use this land only for the construction of metro viaduct. </p>
<h3 style="text-align: justify;">Development of Narela will get big benefit</h3>

<p style="text-align: justify;">This corridor will prove to be a lifeline for those areas of Delhi-Haryana border which till now did not have direct access to Metro. Narela-Kundli metro route will be connected to the Red Line, which will make traveling in NCR easier. </p>
