<li style="text-align: justify;"><strong>TMC&#8217;s division:</strong> 20 out of 28 MPs of Mamata Banerjee&#8217;s party have broken away and joined the National Common People&#8217;s Initiative (NCPI) and are supporting the NDA. Speaker Om Birla will take a decision on their merger.</li>
<li style="text-align: justify;"><strong>Weakness of Shiv Sena (UBT):</strong> 6 MPs from Uddhav Thackeray&#8217;s group joined Eknath Shinde&#8217;s camp.</li>
<li style="text-align: justify;"><strong>DMK-Congress alliance breaking:</strong> After Congress&#8217;s alliance with TVK in Tamil Nadu, DMK INDIA separated from the alliance. DMK&#8217;s 22 MPs will no longer be counted with the opposition. Although DMK has not joined the NDA, BJP hopes that it can provide issue-based support on select bills.</li>

<p style="text-align: justify;">The NDA has benefited from seven AAP MPs joining the BJP and winning 19 seats in the recent Rajya Sabha elections.</p>
<p style="text-align: justify;"><strong>Which bills is the government bringing in the monsoon session?</strong></p>
<p style="text-align: justify;"><strong>1. Women&#8217;s Reservation Bill (Nari Shakti Vandan Act)</strong></p>
<p style="text-align: justify;">This is the same bill which was passed in the special session of Parliament in September 2023, but has not been implemented yet. Under this law, 33 percent reservation is to be given to women in the Lok Sabha and state assemblies. There is a big condition attached to it that this reservation will be implemented only when the process of delimitation is completed. The participation of women voters in the 2024 Lok Sabha elections was 65.78%, which was slightly more than that of men (65.55%). This figure shows how big a force women have now become in electoral politics. Every party wants to show this bill in its favor.</p>
<p style="text-align: justify;"><strong>2. Delimitation Bill</strong></p>
<p style="text-align: justify;">This could be the most explosive issue of this session. Delimitation means fresh distribution of Lok Sabha and Assembly seats on the basis of population. This process is to start after the 2026 census. There is strong opposition to this in the South Indian states of Tamil Nadu, Kerala, Karnataka, Andhra Pradesh and Telangana. South India has succeeded in controlling population and they fear that their seats will reduce, while the states of North India will benefit from it.</p>
<p style="text-align: justify;"><strong>3. One country, one election</strong></p>
<p style="text-align: justify;">With the 129th Constitutional Amendment Bill, the government is coming up with a big plan to hold elections for the Lok Sabha and all the state assemblies simultaneously. The committee headed by former President Ramnath Kovind had submitted its report to the government in March 2024, in which it was recommended. According to the report, holding simultaneous elections will save thousands of crores of rupees spent on elections every year and will eliminate obstacles in development work. For this, at least five articles of the Constitution (83, 85, 172, 174, 356) will have to be amended and for this two-thirds majority will be required. Opposition parties are calling it an attack on the federal structure.</p>
<p style="text-align: justify;"><strong>4. FCRA Amendment Bill</strong></p>
<p style="text-align: justify;">By amending the Foreign Contribution Regulation Act (FCRA), the government wants strict control on foreign funding received by NGOs and religious institutions. Under this, provisions like reducing the period of FCRA registration, strict monitoring on the use of funds and criminal prosecution for violations can be brought. The government argues that this will stop foreign interference, while critics say that this will lead to harassment of social workers and institutions.</p>
<p style="text-align: justify;"><strong>5. 130th Constitution Amendment Bill</strong></p>
<p style="text-align: justify;">This bill is the most shocking and discussed proposal of this session. Under this, if a Prime Minister, Chief Minister or Minister is found guilty in a criminal case and is sentenced to jail, he will automatically step down from his post within 30 days of the commencement of the sentence. Till now there is no such provision and convicted leaders try to remain in office. However, it will not be easy to pass it, because leaders of many parties themselves may fall prey to it.</p>
<p style="text-align: justify;">Apart from this, Vikas Bharat Education Foundation Bill, Anti-Doping Bill, Bill to increase the number of Supreme Court judges and reforms in corporate law will be introduced.</p>
<p style="text-align: justify;"><strong>On which issues will the opposition corner the government?</strong></p>
<p style="text-align: justify;">The opposition will corner the government on 5 big issues in this session:</p>
<ul>
<li style="text-align: justify;"><strong>Unemployment:</strong> According to data from the Center for Monitoring Indian Economy (CMIE), the unemployment rate in May 2026 was 8.1%, which is higher than 7.4% last year. This rate is even higher among youth in the age group of 20-24. The opposition will call it a failure of the government&#8217;s policies.</li>
<li style="text-align: justify;"><strong>Dearness:</strong> Food inflation is continuously breaking the back of the common man. The Consumer Price Index (CPI) stood at 5.1% in June 2026, but the inflation of food items has reached 7.4%. The prices of pulses, oil and vegetables are skyrocketing.</li>
<li style="text-align: justify;"><strong>Petrol-Diesel Prices:</strong> Due to the Iran-America war and the closure of the Strait of Hormuz, crude oil prices have crossed $ 100 per barrel. This has had a direct impact on the retail prices of petrol and diesel, which have increased by Rs 8-12 per liter. This is a direct hit on the common man&#8217;s pocket and the opposition will not fail to corner the government on this issue.</li>
<li style="text-align: justify;"><strong>NEET paper leak scandal:</strong> The issue of paper leak of NEET exam held in May 2026 is still fresh. The future of lakhs of students has been affected by this and the Supreme Court is hearing this case. The opposition will strongly criticize the government on this issue and the demand for the resignation of the Education Minister will intensify.</li>
<li style="text-align: justify;"><strong>Rajnath Singh&#8217;s &#8216;lies&#8217; controversy:</strong> Congress wants to initiate breach of privilege proceedings against Defense Minister Rajnath Singh. It is alleged that Rajnath Singh, during the discussion on Operation Sindoor, had said in the Lok Sabha that &#8216;no Indian soldier was martyred&#8217;, while the government later accepted the military casualties.</li>
</ul>
<p style="text-align: justify;"><strong>Will NDA be able to pass the bill?</strong></p>
<p style="text-align: justify;">There are two conditions for constitutional amendment:</p>
<ol>
<li style="text-align: justify;">Majority of total membership i.e. at least 272 MPs out of 543</li>
<li style="text-align: justify;">Two-thirds of those present and voting, that is, if 500 MPs vote, then at least 334 votes.</li>
</ol>

<p style="text-align: justify;">&#8216;Mission 360&#8217; simply means getting 360 or more seats in the Lok Sabha, but the real magic number behind it is 362. Actually, to pass a constitutional amendment in the Lok Sabha with 543 members, two-thirds majority is required, which comes to the figure of 362 seats. The National Democratic Alliance (NDA) is still far away from this figure, but it has made a proper strategy to achieve it. NDA had won 293 seats in the 2024 Lok Sabha elections. Apart from these, some independent and very small parties also said to support the government, due to which the total number in favor of the government reached about 321. Now 41 more MPs are needed to reach 362. <em><strong>Now where will these 41 MPs come from? The answer to this is the strategy of &#8216;sendh&#8217;&#8230;</strong></em></p>
<p style="text-align: justify;"><strong>Which parties has BJP prepared to attack?</strong></p>
<p style="text-align: justify;">NDA is eyeing three big opposition parties whose number of MPs can complete this mathematics. These three parties are Samajwadi Party (SP), DMK and NCP (Sharad Pawar faction). See the current Lok Sabha seats of these three:</p>
<ul style="text-align: justify;">
<li><strong>SP:</strong> 37 MPs</li>
<li><strong>DMK:</strong> 22 MPs</li>
<li><strong>NCP (Sharad Pawar):</strong> 8 MPs</li>
<li>That means a total of 67 MPs.  </li>
</ul>
<p style="text-align: justify;">If only 41 MPs from these three parties break away and join the NDA, then the government&#8217;s tally will go from 321 to 362 and two-thirds majority will be confirmed. That is why there is special focus on these parties.</p>
<p style="text-align: justify;"><strong>Party by party, how will the damage be done?</strong></p>
<p style="text-align: justify;"><strong>1. Samajwadi Party (37 seats) – the biggest target</strong></p>
<p style="text-align: justify;">SP had performed tremendously in UP by winning 37 seats, but there are many types of tussles going on within the party. Some SP MPs are also being investigated by central agencies. If sources are to be believed, NDA&#8217;s strategy is to break a big faction of SP and bring it together. If 25-30 SP MPs also secede, it will almost be a game.</p>
<p style="text-align: justify;"><strong>2. DMK (22 seats)- dent in the south</strong></p>
<p style="text-align: justify;">DMK has a strong hold in Tamil Nadu and has 22 MPs. It is not easy to break through there directly, but according to reports, some DMK MPs are said to be angry with the party leadership. Besides, there may also be pressure on them for action by central agencies. NDA hopes that some MPs will either directly join BJP or at least support it at the time of constitutional amendment.</p>
<p style="text-align: justify;"><strong>3. NCP-Sharad Pawar (8 seats) – Maharashtra game</strong></p>
<p style="text-align: justify;">In Maharashtra, Ajit Pawar&#8217;s NCP is already included in the NDA. Now pressure is being put on the remaining 8 MPs of Sharad Pawar&#8217;s NCP. These MPs are also feeling insecure after the defeat in the recent assembly elections. NDA feels that at least 4-5 out of these 8 MPs may change sides.</p>
<p style="text-align: justify;">Apart from this, NDA is also expanding its reach from the Northeast. Mizoram&#8217;s ruling party ZPM is ready to provide issue-based support to the NDA. NDA already has 16 seats out of 25 Lok Sabha seats in the North-East. If necessary, some Congress MPs may also remain absent during important voting.</p>
<p style="text-align: justify;"><strong>Why is this figure of 41 so important?</strong></p>
<p style="text-align: justify;">If the government gets two-thirds majority, it can amend the Constitution without any hindrance. The big decisions that NDA is preparing are:</p>
<ul style="text-align: justify;">
<li><strong>Uniform Civil Code (UCC):</strong> To implement uniform personal law in the entire country.</li>
<li><strong>One country-one election:</strong> Holding elections for Lok Sabha and all the Legislative Assemblies simultaneously.</li>
<li><strong>National Anti-Conversion Law:</strong> Making a strict central law on matters like &#8216;Love Jihad&#8217; apart from the states.</li>
<li><strong>Reservation and other reforms:</strong> To constitutionally further strengthen reservation on economic basis.</li>
</ul>
<p style="text-align: justify;">If delimitation is not done, the Constitution will have to be amended to take it forward. Doing this will show failure of the government. The recipe for women&#8217;s reservation has been devised so that delimitation is done and there is no opposition. Lok Sabha seats will increase by giving one-third reservation to women. Under its cover, delimitation will also get legal recognition. One country, one election may also require a two-thirds majority.</p>
<p style="text-align: justify;"><strong>So will BJP&#8217;s Mission 360 fail?</strong>?</p>
<p style="text-align: justify;">&#8216;Mission 360&#8217; is not just an election slogan, but a complete blueprint for manipulation and political upheaval in the coming months. If NDA gets 41 MPs, the government will have the power to implement any major constitutional change. Because of this, the actions of every MP of SP, DMK and NCP are now under close watch.</p>
<p style="text-align: justify;">Apart from this, the central government will focus on two things:</p>
<ul>
<li style="text-align: justify;"><strong>41 more MPs will have to be collected:</strong> 41 opposition MPs should join the NDA through break, merger or support or form a separate faction and support the government.</li>
<li style="text-align: justify;"><strong>Opposition MPs remained absent:</strong> By doing this the effective number of members in Parliament will decrease. Then two-thirds figure will come to 319. For this, SP (37), DMK (22), NCP-Sharad Pawar (8) and TMC (8) i.e. 61 out of total 75 MPs will have to be absent. 7 independent and 10 MPs from small parties are also under surveillance. If necessary, efforts may be made to keep some MPs of Congress (98) also absent.</li>

<p style="text-align: justify;">Delimitation Bill is no longer just a legal process. This has become one of the hottest issues of Indian politics. In April 2026, this bill was defeated by 54 votes, but now new political equations are being created. There has been rebellion in Trinamool Congress (TMC), DMK has separated from the INDIA alliance and NDA&#8217;s strength is expected to increase in Rajya Sabha. The question arises whether these changes will be able to change the numbers game so much that the Modi government can cross the magical figure of 360? <em><strong>Come, let&#8217;s delve into the world of numbers and understand the whole game&#8230;</strong></em></p>
<p style="text-align: justify;"><strong>What is Delimitation Bill and what is included in it?  </strong></p>
<p style="text-align: justify;">The Constitution (131st Amendment) Bill 2026 aims to increase the number of Lok Sabha seats from the current 543 to 850 and delimit constituencies on the basis of the 2011 census. One of its major objectives is to implement 33 percent reservation for women under the Nari Shakti Vandan Act. This bill was defeated in April 2026 because apart from the opposition, many regional parties including TMC and DMK also strongly opposed it.</p>
<p style="text-align: justify;"><strong>How many marks are required to pass?</strong></p>
<p style="text-align: justify;">This bill is a constitutional amendment, hence &#8216;special majority&#8217; is required to pass it. Under Article 368, two conditions must be fulfilled for this:</p>
<ul>
<li style="text-align: justify;"><strong>First condition:</strong> Majority of the total members of the House.</li>
<li style="text-align: justify;"><strong>Second condition:</strong> Two-thirds (2/3rd) majority of the voting members.</li>
</ul>
<p style="text-align: justify;">At present three seats are vacant in the Lok Sabha, hence the effective strength of the House is 540. In this situation, 360 votes are required for two-thirds majority. The total number of members in Rajya Sabha is 245, where 164 votes are required for two-thirds majority.</p>
<p style="text-align: justify;"><strong>What is the full mathematics of the current number in the Lok Sabha?</strong></p>
<p style="text-align: justify;">The biggest change has come in TMC since the defeat of the bill. Let us understand through numbers where NDA stands and how far it has to go:</p>
<ul>
<li style="text-align: justify;"><strong>Basic premise of NDA:</strong> At present NDA has 293 MPs. This includes 240 MPs from BJP, 16 from TDP, 12 from JDU and other allies.</li>
<li style="text-align: justify;"><strong>TMC rebellion:</strong> Trinamool Congress MP Kakoli Ghosh Dastidar has claimed that about 20 of the party&#8217;s 29 MPs are with her and all of them together have requested to make arrangements for the Lok Sabha Speaker to sit separately. If these 20 TMC MPs support NDA, then NDA&#8217;s tally will increase from 293 to 313.</li>
<li style="text-align: justify;"><strong>DMK&#8217;s position:</strong> DMK has left the INDIA alliance, but 22 MPs are not ready to support the delimitation bill. The party says it opposes the bill in its current form &#8216;in principle&#8217; and will continue to fight for the rights of the states.</li>
<li style="text-align: justify;"><strong>No support for Shiv Sena (UBT):</strong> There was speculation in some media reports that 6 out of 9 MPs of Shiv Sena (UBT) may break away. But the reality is that the support of Shiv Sena (UBT) is not visible far and wide.</li>
<li style="text-align: justify;"><strong>Short of just 12 votes:</strong> If we add to the rebel TMC MPs (313) the additional 5 MPs who supported the NDA in April, then the figure reaches 318. In this way the government can reach approximately 348 MPs. That means NDA is still about 12 votes away from the figure of 360.</li>
</ul>
<p style="text-align: justify;"><strong>Are the numbers being fulfilled in Rajya Sabha?</strong></p>
<p style="text-align: justify;">NDA currently has 149 MPs in Rajya Sabha. Here the two-thirds majority figure is 164. Elections are to be held on 25 Rajya Sabha seats in 10 states on June 18, 2026. The number of NDA MPs is expected to increase after the election results. However, in Rajya Sabha also, NDA will need more than 15 seats to get absolute majority.</p>
<p style="text-align: justify;"><strong>Will Modi government be able to pass the bill?</strong></p>
<p style="text-align: justify;">This is the biggest question. The answer depends on how many TMC MPs support the government. Whether DMK gives issue-based support or not and how many seats does NDA get in Rajya Sabha elections.</p>
<p style="text-align: justify;">Even if the government gets the full support of 20 TMC and 22 DMK MPs, it will still need 12-19 extra votes to reach 360. These votes may come from some independent MPs. However, all this is not completely certain and these MPs may also be accused of &#8216;horse trading&#8217;.</p>
<p style="text-align: justify;"><strong>Why is this path not so easy?</strong></p>
<p style="text-align: justify;">This path of NDA is full of thorns and there are many big challenges ahead, which cannot be ignored&#8230;</p>
<p style="text-align: justify;"><strong>First challenge- No official support from rebel TMC MPs yet</strong></p>
<p style="text-align: justify;">At present, the rebel TMC MPs have only requested for separate seating arrangements. Although there is speculation that these MPs may give &#8216;unconditional support&#8217;, they have not yet formally announced their support to the government.</p>
<p style="text-align: justify;"><strong>Second challenge- Strong opposition from DMK and southern states</strong></p>
<p style="text-align: justify;">DMK has made it clear that it opposes the Delimitation Bill in its current form &#8216;in principle&#8217;. The party says that it will not compromise at any cost to protect the interests of the southern states. The government hopes that perhaps DMK can be persuaded by making some changes in the bill. However, southern states like Kerala, Telangana and Karnataka are openly opposing this bill. Their concern is that delimitation on the basis of population will reduce their seats, because they have been successful in controlling population.</p>
<p style="text-align: justify;"><strong>Third challenge- Shiv Sena (UBT) not opening any front.</strong></p>
<p style="text-align: justify;">Apart from a few media reports, there is no indication of Shiv Sena (UBT) breaking away or supporting the NDA. Despite speculations, the party is maintaining distance from the government and getting its support seems difficult.</p>
<p style="text-align: justify;"><strong>Fourth Challenge- Separate path of &#8216;ONOE&#8217; and regional parties</strong></p>
<p style="text-align: justify;">Many regional parties have different opinions from the government on issues like &#8216;one country, one election&#8217; and &#8216;delimitation&#8217;. Apart from DMK, other parties are also against the bill. Even after the Rajya Sabha elections, NDA will need about 15 more seats to get absolute majority. The path to getting these seats is not easy.</p>
<p style="text-align: justify;"><strong>The numbers game is not over yet</strong></p>
<p style="text-align: justify;">The new political equations have increased the expectations for NDA, but the reality is that despite getting support, BJP will still be about 12 votes away from its target. NDA can get a big benefit from the rebellion in TMC, yet it is very difficult to pass the bill. However, opposition from DMK and other parties has made this difficult for the government. In the coming days, change in the attitude of rebel TMC MPs and stubborn attitude of DMK will play the most important role. Only then will we know whether Modi government is able to win this numbers game or not.</p>
<p style="text-align: justify;">According to government sources, as soon as the NDA is likely to have the required majority in both the Lok Sabha and the Rajya Sabha, the government can call a special session even before the monsoon session. The monsoon session is likely to begin from the second week of July, but if the numbers are met, the government will not shy away from calling a separate session for it.</p>

<p style="text-align: justify;">TVK has decided to give its first Rajya Sabha seat in Tamil Nadu to Congress. After Thalapathy Vijay gave the seat to Congress, DMK officially announced its separation from India Bloc. DMK leaders said that their workers have been hurt by the attitude of the Congress after the assembly election results.</p>
<p style="text-align: justify;">There were a lot of expectations about TVK&#8217;s first Rajya Sabha seat. Many leaders within the party argued that this seat should be given to a leader from the party itself. However, Chief Minister Vijay had a different opinion.</p>
<p style="text-align: justify;">This decision of Vijay is being seen as an expression of gratitude towards Congress for supporting TVK. Congress has nominated Praveen Chakraborty as Rajya Sabha candidate. Chakraborty is considered close to Vijay and has played an important role in strengthening TVK-Congress relations.</p>
<p style="text-align: justify;"><strong>Vijay gave a message by giving seat to Congress</strong><br />When Vijay did not even attend the swearing-in ceremony of the Kerala Chief Minister, there was speculation that there was a rift in their relations and TVK is now distancing itself from the Congress. By giving the Rajya Sabha seat to the Congress, Vijay has indicated a strong relationship with the party despite the growing differences between the Congress and the DMK. Sources in both TVK and Congress say that both the parties are keen to work together in the long term.</p>

<p style="text-align: justify;">At the same time, DMK has accused TVK of trying to avoid direct conflict with BJP by handing over the Rajya Sabha seat to Congress. DMK spokesperson Saravanan wrote on Facebook, &#8216;If you go to Rajya Sabha, you will have to make your stand clear on every issue. More importantly, you have to directly oppose the BJP. This is the only reason why no member from TVK was sent to Rajya Sabha.</p>
<p style="text-align: justify;"><strong>DMK out of India block</strong></p>
<p style="text-align: justify;">DMK&#8217;s exit from the alliance is being considered a big blow before the India Block meeting to be held in Delhi today. However, Congress believes that with the arrival of TVK, DMK&#8217;s shortcomings will be filled. TVK has not yet officially joined the India Alliance. </p>

<p style="text-align: justify;">Tamil Nadu Chief Minister Vijay said, &#8216;Today I am confident that I will continue to get your wholehearted support in all future elections. Only a few weeks have passed since I assumed office, yet those who had claimed that they would remain silent for six months could not remain silent even for six days. The public rejected both those people, who had been betraying Tamil Nadu one by one for so many years. You have chosen Vijay. You have chosen your elder and younger brother, who came to work for you. You have not made him the Chief Minister, but your first servant.</p>
<p style="text-align: justify;"><strong>Allowed drug culture to spread everywhere: Vijay</strong></p>
<p>Tamil Nadu Chief Minister Vijay says, &#8216;I have not come into politics to mislead people or deceive them with false promises. I have come into politics to stand with you and work for you. There is no question or ambiguity about this. DMK and many others take turns to criticize us, saying that law and order is not good. I just want to ask one thing that you call this an ideal government, but what have you actually left behind? Without leaving even a single city or street, you allowed the drug culture to spread everywhere. Today it has gone out of control.</p>
<p><strong>CM Vijay angry at Stalin</strong></p>
<p>He said, &#8216;You could have controlled it in the initial stages itself. If you had done this, would we have reached a situation where so many girls and women would have had to suffer or lose their lives? After doing all this, now they are blaming me. We will never have a hesitant attitude like Mr. Stalin. There can be no compromise on the principle of secularism. We will never give up state rights. We will never cede our rights on the river water. We will not compromise with social justice, equal justice and equality under any circumstances.</p>
<p><strong>Former Tamil Nadu CM M.G. Mention of Ramachandran</strong></p>
<p>In his speech, CM Vijay paid tribute to late leader and former Tamil Nadu CM M.G. Also mentioned Ramachandran, whom people fondly called MGR. Taking aim at the opposition, Vijay said, &#8216;They had said that even late CM MGR did not get so much vote share in his very first election. Yet today you have given such tremendous support to TVK. I am not comparing myself with MGR. MGR is MGR, but I am your Vijay, who has come to work on the path shown by MGR, Anna and Periyar.</p>
<p style="text-align: justify;">He said, &#8216;Now people call me the MLA of Perambur assembly constituency. This is only as per the rules and regulations of the Election Commission, but as far as I am concerned, the people of Tiruchirappalli constituency are also very close to my heart. Vijay had resigned from Tiruchirappalli East seat to retain the Perambur Assembly seat in Chennai. Vijay had launched his statewide &#8216;I am Coming&#8217; campaign from Tiruchirappalli on 13 September 2025 in view of the Tamil Nadu Assembly elections.</p>
