If an officer or employee is posted in the same area where his relatives, friends or acquaintances live, then the decisions may be affected. For this reason, employees in jobs like police, administration and tax department are sent to other districts or states.</p>

At that time, CRPF had decided to keep the soldiers around their “home zones” so that they could stay close to their families and stress was reduced. </p>

But with time this experience helps them in both their work and life. Many employees later take transfer and come closer to their state or city. The government also keeps working on rules like giving posting to husband and wife at the same station. </p>

<p style="text-align: justify;">Now with time some departments have started understanding the problems of the employees. Many government organizations are trying not to send employees to long distances, especially women and employees with families. Dr. Subrata Gupta has been the District Magistrate of Bardhaman and Jalpaiguri districts, where he supervised the local administration and development work. Apart from this, Dr. Subrata Gupta has also been the Managing Director of Kolkata Metro Rail Corporation, where he successfully supervised the country&#8217;s first underground water metro project. Along with this, he also held important responsibilities as Secretary and Additional Chief Secretary in departments like Science and Technology Department and Caste Certificate Department. Throughout his career, he worked in 27 different administrative and policy making positions. </p>

During this time, he supervised the Special Intensive Review (SIR) of the electoral rolls, his work making the election process thorough, fair and transparent. After the elections, soon after the change of power in the state, the West Bengal government appointed Dr. Subrata Gupta as advisor to Chief Minister Subhendu Adhikari. In which his responsibilities are to help in policy decisions, provide guidance in departmental coordination and administrative reforms, and advise on matters related to governance and good governance. With the approval of the Governor, this appointment came into effect with immediate effect. </p>

He also played an important role in organizing the Asian Games held in Delhi in 1982.  </p>

<p style="text-align: justify;"><span style="font-weight: 400;"><strong>IAS Officer Transfer:</strong> The transfer of IAS officers involved in the country&#8217;s most prestigious services is often under discussion. But have you ever thought how much TA-DA they get during transfer? Actually, the central government has set clear rules for this. These include the overall transfer grant ie CTG, travel allowance and other allowances. Let&#8217;s understand in detail.</span></p>
<p style="text-align: justify;"><strong>What is the overall transfer grant ie CTG</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">CTG is the lump sum amount which is given to the officer at the time of transfer. Its purpose is to meet the expenses related to goods packing and transport. If the transfer is at a distance of more than 20 kilometers, then the officer is given 80% of his last month&#8217;s basic salary. If the transfer is to come from Lakshadweep or Andaman-Nicobar Islands, then this amount becomes up to 100%.</span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">But, if the transfer is less than 20 kilometers or in the same city, then it is only one-third of the salary.</span></p>
<p style="text-align: justify;"><strong>Travel allowance and other facilities</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">Apart from CTG, officers also get travel allowance. This expense is given to cover their official visit. Along with this, other regular allowances are also given to them. Dearness allowance ie DA is based on basic salary and increases from time to time according to inflation rate. House rent allowance i.e. HRA, this allowance is available according to the fare of the city where the officer lives.</span></p>
<p style="text-align: justify;"><strong>What is special rule on the transfer of husband and wife?</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">If both the husband and wife are in government service and they are transferred to the same place within 6 months, then the partner who is transferred to the second number gets only 50% of CTG. Its purpose is to ban additional expenses.</span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">The government has made a special provision in matters related to dearness allowance (DA). Whenever DA increases more than 50%, CTG and other grants are increased by 25%.</span></p>

IAS officers have been threatened by ministers regarding their work, warnings have been given. It has been said to be fired from the job.</p>

That is why any minister or Chief Minister cannot remove the IAS officer from the job only on the basis of any allegation or any personal enmity. </p>
<h3 style="text-align: justify;"><strong>When and how can the IAS officer be removed?</strong></h3>
<p style="text-align: justify;">As we told you, a whole process has to be done to remove the IAS officer. If an IAS officer has been charged with serious allegations. And those allegations are proved on him. So a departmental inquiry is started against him. After investigation, the displaying action is taken against the Central Government on the recommendation of the Central Government.</p>

<p style="text-align: justify;">For this, consent is also necessary from the Union Public Service Commission i.e. UPSC, Personnel Department and the State Government. That is, it can be said that removing the IAS officer from his post is not an easy task.  </p>
