<p style="text-align: justify;">The government has taken a big step towards historic change in the higher education of the country. The University Grants Commission (UGC), which was established in 1953 and became a statutory body under an Act of Parliament in 1956, is about to become history. In its place, Vikas Bharat Education Foundation (VBSA) will be formed, which will be a unified regulator of all the universities and higher education institutions of the country.</p>
<p style="text-align: justify;">UGC was established on 28 December 1953 by the then Education Minister Maulana Abul Kalam Azad. Its objective was to set, maintain standards of university education in India and to give recognition to universities. Over the years, UGC has set the direction of higher education in the country and laid the foundation of education for millions of students.</p>
<p style="text-align: justify;"><strong>Now everything will be in one place</strong></p>
<p style="text-align: justify;">The government has decided to bring unification in the regulation of higher education. Under this, Vikas Bharat Shiksha Foundation (VBSA) will be formed by merging UGC, All India Council for Technical Education (AICTE) and National Council for Teacher Education (NCTE). This step is in line with the National Education Policy-2020.</p>
<p style="text-align: justify;">Union Education Minister Dharmendra Pradhan said that at present, due to the existence of different regulatory bodies, there was duplication, delay and confusion in the rules. This problem will end with the formation of VBSA. Now universities, technical institutes and teacher education institutes will operate under the same structure. With this, decisions will be taken faster, transparency will increase and the quality of education will improve.</p>
<p style="text-align: justify;"><strong>IIT and IIM also included for the first time</strong></p>
<p style="text-align: justify;">After the implementation of VBSA, for the first time, prestigious institutions like IIT and IIM, which till now were not under UGC or AICTE, will also be brought under its ambit. This means that all higher education institutions in the country will have uniform regulatory and quality standards.</p>
<p style="text-align: justify;"><strong>There will be three main pillars</strong></p>
<p style="text-align: justify;">Developed India Education Regulatory Council: Will play the role of regulator.<br />Developed India Education Quality Council: Will look after the work related to accreditation and recognition.<br />Developed India Education Standards Council: Will set educational standards.</p>
<p style="text-align: justify;"><strong>Same rules will apply to all institutions</strong></p>
<p style="text-align: justify;">VBSA rules will apply equally to central, state and private universities. This will also include open universities, digital and online education institutions. Earlier, general universities were regulated by UGC, AICTE was responsible for technical institutions and NCTE was responsible for teacher education institutions. Now this entire work will be done by a single organization, which will make the education system simple, clear and effective.</p>
<p style="text-align: justify;"><strong>fines and strict provisions</strong></p>
<p style="text-align: justify;">Under VBSA, there is a provision for strict action against breaking the rules. The Regulatory Council will have the power to impose a fine ranging from Rs 10 lakh to Rs 75 lakh for violation of the Act or rules. A fine of up to Rs 2 crore can be imposed for establishing a higher education institution without permission.</p>
<p style="text-align: justify;"><strong>Appointment of chairpersons and members</strong></p>
<p style="text-align: justify;">The presidents of VBSA and its three councils will be selected by the President. The appointment of the Chairman will be for three years, which can be extended up to five years. There will be 14 members in each council. The President will also have the right to remove him in case of negligence in duty. If necessary, the Central Government will also be able to dissolve the Commission or Councils.</p>

<p style="text-align: justify;"><strong>Maharashtra News:</strong> In Maharashtra, the Mahayuti government has made Hindi language mandatory in Marathi and English medium schools for class 1 to 5. Maharashtra Navnirman Sena (MNS) chief Raj Thackeray has reacted strongly to this. He said in detail that we will not allow the imperative of teaching Hindi language from the first class in Maharashtra. Hindi books in the school curriculum will not be allowed to be sold in shops and these books will not be allowed to be distributed among the students in schools. The school administration should take cognizance of this.</p>
<p style="text-align: justify;">MNS chief Raj Thackeray wrote, &#8220;I want to say in clear words that this Maharashtra Navnirman Sena will never tolerate this forcibly. We will not allow the government to be successful in this state at present. Hindi is not a national language. It is just a state language like other languages ​​of this country. Then why should it be taught from the first grade in Maharashtra? &#8221; </p>
<p style="text-align: justify;"><strong>&#8216;Why suddenly start imposing second state language&#8217;</strong></p>
<p style="text-align: justify;">He further said, &#8220;The three -language formula of you should be limited to government behavior only, it should not be brought to education. States were formed on linguistic basis in this country and it has been going on for so many years. But now why is suddenly the beginning of imposing the second state language on Maharashtra?</p>
<p style="text-align: justify;"><strong>Violation of the principle of formation of linguistic states-Raj Thackeray</strong></p>
<p style="text-align: justify;">Raj Thackeray said, &#8220;Every language is beautiful and there is a long history and tradition behind its construction and the state which is of the state, should be respected in that state. Just as Marathi language in Maharashtra should be respected by other linguists, similarly in other states, the language of that state should be respected by all linguists. Even Marathi people who live in other states should also consider the language of that state as their language. This is our request. But if you are trying to weaken the linguistic tradition of this country, then it is not acceptable to us. &#8221;</p>
<p style="text-align: justify;"><strong>We are Hindus but not Hindi- Raj Thackeray</strong></p>
<p style="text-align: justify;">The MNS chief further said, &#8220;We are Hindus but not Hindi. If you try to put a paste of Hindiization on Maharashtra, then struggle in Maharashtra is mandatory. Looking at this whole incident, it seems that the government is deliberately generating this struggle. In the upcoming elections, all this exercise is being done to take political advantage by creating a Marathi vs non-Marathi struggle. The non-Marathi linguists of this state should also understand this conspiracy of the government. The government has no special love for your language. She only wants to bake her political loaves by provoking you. &#8221;</p>
<p style="text-align: justify;"><strong>Why Raj Thackeray forced Hindi language only in Maharashtra</strong></p>
<p style="text-align: justify;">He raised the question and said that why this force of Hindi language is only in Maharashtra? Will you implement this Hindi mandatory in the south states? And look at, the governments there will immediately stand in protest. But the government of Maharashtra and its constituents silently tolerate all this, so force is being done here. We have nothing to do with the rest of the states, but Maharashtra Navnirman Sena will not tolerate this injustice</p>
<p style="text-align: justify;">Raj Thackeray also said, &#8220;If other political parties of Maharashtra also have a little loyalty from Marathi language, then they should also oppose it.&#8221; Today language is being imposed, tomorrow someone else will be forced.</p>

<p><strong>National Education Policy 2020:</strong> The Maharashtra government has prepared a detailed plan to implement the National Education Policy (NEP) 2020, which will be implemented in a phased manner from the academic year 2025-26. One of the major features of this scheme is that Hindi from class 1 to 5 will be taught as compulsory third language in Marathi and English medium schools.</p>

<p>-This policy will start in classes 1 to 2025-26 and will be implemented in all classes from 2028-29. </p>
