<p style="text-align: justify;"><strong>Punjab National Bank: </strong>Shares of Punjab National Bank (PNB) will be in focus on Monday as the bank reported a loan fraud of Rs 2434 crore in its regulatory filing after the market closed on Friday, December 26. The bank has also informed the Reserve Bank of India (RBI) about this. This case of loan fraud is related to two companies – SREI Equipment Finance Limited (SEFL) and SREI Infrastructure Finance Limited (SIFL). </p>
<p style="text-align: justify;">In the information given to the exchanges, the bank said that SREI Equipment Finance Limited (SEFL) has committed fraud of Rs 1,240.94 crore and SREI Infrastructure Finance Limited (SIFL) has committed fraud of Rs 1,193.06 crore. That means both these companies have not yet repaid the money taken from the bank by taking loan. However, PNB clearly said that it has made 100 percent provisioning for the outstanding amount of both the loans. It has also been told in the filing that these companies have been resolved by the National Company Law Tribunal (NCLT) under the Corporate Insolvency Resolution Process (CIRP). </p>
<h3 style="text-align: justify;">Punjab National Bank shares </h3>
<p>PNB shares were already under pressure on Friday, closing at Rs 120.35, down 0.50 per cent from the previous closing price of Rs 120.95 on BSE. PNB shares have remained strong for a long time. It has increased by about 13 percent in the last six months and by 17 percent year-on-year in 2025. Technical indicators show that the stock is currently trading in the neutral zone. According to Trendline data, the Relative Strength Index (RSI) is at 50.8, while the Money Flow Index is at 55.4. Both indicators indicate that the stock is in the mid-range – neither overbought nor oversold.</p>

<p style="text-align: justify;"><strong>PSU Bank Merger: </strong>The number of government banks in the country is going to reduce even further. The government is merging small government banks with big banks. The purpose of doing this is to create one big bank instead of small banks, which will improve their working capacity. The government wants that the number of banks should be reduced, but it should emerge as a strong entity so that the financial sector can be reformed, the scope of loans can be increased, the balance sheet and operations can also be improved. In this sequence, preparations are now in full swing to merge six more small government banks.</p>
<h3 style="text-align: justify;">Which banks are included in the list? </h3>
<p style="text-align: justify;">Six small public sector banks like Indian Overseas Bank, Central Bank of India, UCO Bank, Bank of India, Bank of Maharashtra, Bank of India and Punjab and Sindh Bank can be merged with SBI, Bank of Baroda, PNB, Canara Bank or Union Bank. All these six banks are on the radar for the next phase of consolidation.</p>
<h3 style="text-align: justify;">What was the suggestion of NITI Aayog? </h3>
<p style="text-align: justify;">Earlier, a NITI Aayog report had suggested that the government privatize or restructure small banks like Central Bank of India and Indian Overseas Bank. The country&#8217;s think tank believes that the Indian government should keep some large public sector banks, including Punjab National Bank (PNB), Bank of Baroda (BoB), Canara Bank, or State Bank of India. Whereas the remaining small government banks can either choose the option of privatization or merger or the government stake in them can be reduced. </p>
<p style="text-align: justify;">According to reports, Indian Overseas Bank can be merged with SBI or PNB. PNB or BoB can take over Central Bank of India. Either SBI or BoB can take over Bank of India. Bank of Maharashtra can be merged with PNB or BoB.</p>
<h3 style="text-align: justify;">Earlier the merger of these banks took place</h3>
<p style="text-align: justify;">Earlier, between 2017 and 2020, 10 small government banks were merged into 4 banks, due to which the number of government banks in the country reduced from 27 in 2017 to 12. State Bank of Bikaner and Jaipur, State Bank of Hyderabad, State Bank of Mysore, State Bank of Patiala, State Bank of Travancore and Bharatiya Mahila Bank were merged into State Bank of India.</p>
<p style="text-align: justify;">Whereas Oriental Bank of Commerce and United Bank of India were merged into Punjab National Bank. Dena Bank and Vijaya Bank were merged with Bank of Baroda. Syndicate Bank was merged into Canara Bank. Whereas Andhra Bank and Corporation Bank were merged into Union Bank of India and Allahabad Bank was merged into Indian Bank. </p>

<p style="text-align: justify;"><strong>New Rules From 1st December:</strong> With the beginning of the month of November, there are going to be changes in many important things related to common people. These changes will have a direct impact on your pocket – be it banking, taxation, or government documents. Let us know in detail about these major changes coming into effect from November 1 –</p>
<p style="text-align: justify;"><strong>1. New fee system for SBI cardholders</strong></p>
<p style="text-align: justify;">From November 1, SBI credit card users will have to pay additional charges on some transactions. If education related payments (like school/college fees) are made through third party apps like CRED or MobiKwik, there will be an additional charge of 1%. Also, if you load more than ₹ 1,000 into a digital wallet (like Paytm or PhonePe) from SBI card, then 1% charge will have to be paid on that too.</p>
<p style="text-align: justify;"><strong>2. Big change in Aadhar card update charge</strong></p>
<p style="text-align: justify;">UIDAI has given relief regarding Aadhaar card update of children. Biometric update of children will now be completely free (for the next one year). For adults, a fee of Rs 75 will be charged for updating name, address, date of birth or mobile number. There will be a charge of Rs 125 for fingerprint or eye scan (biometric update). Plus, you can now update some basic details — like name, date of birth or address — without uploading any documents.</p>
<p style="text-align: justify;"><strong>3. New GST slabs will be applicable</strong></p>
<p style="text-align: justify;">The government is going to implement major changes in the GST structure from November 1. The old four slabs (5%, 12%, 18%, and 28%) have been simplified and converted into two slabs. Now 12% and 28% slabs have been removed. Also, up to 40% GST will now be imposed on luxury and harmful items. The aim of the government is to make the GST structure simple and transparent.</p>
<p style="text-align: justify;"><strong>4. New rules for bank nomination</strong></p>
<p style="text-align: justify;">The rules related to nomination for bank accounts have been changed from November 1. Now maximum four nominees can be made for one account, locker or safe custody. The process of adding or changing a nominee has been made easier and online than before. This will make it easier for the family to access funds in emergency situations.</p>
<p style="text-align: justify;"><strong>5. Deadline for shifting from NPS to UPS extended</strong></p>
<p style="text-align: justify;">Relief news for central employees &#8211; Employees who want to shift from National Pension System (NPS) to Unified Pension Scheme (UPS) have now been given time till November 30. This additional time will give employees the opportunity to review and plan their options.</p>

<p style="text-align: justify;">India has demanded extradition from Belgium to bring Mehul Choksi to the country in the case of Punjab National Bank&#8217;s Rs 12,000 crore scam. This includes things like adequate food, 24 hours medical facilities and clean hygiene.</p>
<p style="text-align: justify;">66 -year -old vigil was arrested in April in Antwerp, Belgium. His lawyers say that they have serious health problems, including cancer, so it can be difficult to keep them in custody.</p>
<p style="text-align: justify;"><strong>Arrangement will be made to stay in jail</strong></p>
<p style="text-align: justify;">The Ministry of Home Affairs said that the vigil will be kept in Barrack No. 12 of Arthur Road Jail in Mumbai. Prison facilities will include thick cotton mattress, pillow, sheets and blankets. A metal or wood bed can also be given if medical needs.</p>
<p style="text-align: justify;">The weather of Mumbai is hot-water, so heating is not required in the cell. The food will be given three times and the needs of special diet will be met after medical approval.</p>
<p style="text-align: justify;"><strong>These facilities will be available in jail</strong></p>
<p style="text-align: justify;">Fruits and snacks are available in the gel canteen. Exercise facilities are available at an open space daily and material for indoor games, badminton, yoga, meditation, library and studies will also be available.</p>
<p style="text-align: justify;">The jail hospital has six medical officers, nursing staff, pharmacists and lab support. There is a fully equipped medical facility with 20 beds. If needed, the vigil will be shown from a specialist doctor in a nearby government hospital.</p>
<p style="text-align: justify;"><strong>Detail plan sent to Belgium Court</strong></p>
<p style="text-align: justify;">All these details have been shared to show the Belgium Court that the custody of vigil in India will be according to international human rights standards. Such assurances are common in the extradition process.</p>
<p style="text-align: justify;">Recently, foreign officials also visited Tihar Jail, where they reviewed the security of the prisoners, food and living situation. British officials also recently inspected the Tihar Jail.</p>
<p style="text-align: justify;">Significantly, the situation of jails has been an important issue for a long time. The British courts have several times formed India&#8217;s prison conditions to dismiss extradition petitions.</p>

<p style="text-align: justify;"><strong>Minimum balance on saving accounts:</strong> Recently, most of the public sector banks have abolished the minimum balance limit on savings accounts. Earlier it was mandatory to keep a certain amount, but the customers have been freed from this mess. However, these conditions are still applicable in many public sector banks. In such a situation, if you are planning to open an account in a bank, then this news can be of your use, because it is very important to know its minimum balance before opening an account in any bank.</p>
<p style="text-align: justify;"><strong>What are the rules of which banks</strong></p>
<p style="text-align: justify;">One of the large private sector banks, ICICI Bank has changed the terms of minimum balance for savings account holders, raising this limit to branches of big cities to Rs 50,000, which was earlier Rs 10,000. Similarly, the minimum balance in semi-urban branches has been increased to Rs 25,000, which was earlier Rs 5,000, while in rural branches it has been increased to Rs 10,000, which used to be Rs 2,500 earlier. This rule has come into effect from 1 August. </p>
<p style="text-align: justify;">Actually, every bank has fixed the minimum balance according to its own. This is the amount that you need to keep in your account, and if the balance is reduced by this limit in the month, then the bank imposes penalty on customers. Earlier, the minimum amount for urban areas in most public sectors was fixed from Rs 1,000 to Rs 4,000, but now many banks including Canara Bank, Bank of India and State Bank of India have abolished the condition of minimum balance on savings accounts. </p>
<p style="text-align: justify;">However, this condition is still applicable in private banks. The minimum balance of savings account in HDFC and Kotak Mahindra Bank is Rs 10,000, Rs 5,000 in Bandhan Bank and Rs 12,000 in Axis Bank.</p>

<p style="text-align: justify;">Indian Bank has also announced to completely eliminate the minimum balance charge on its own. The average minimum balance charge has ended since 7 July 2025 on all types of savings accounts.</p>
<p style="text-align: justify;"><strong>3-kenra bank</strong></p>
<p style="text-align: justify;">In the month of May this year, Canara Bank has abolished the minimum balance charge levied on the savings account in all ways, including the regular savings account. These include salary and NRI savings account.</p>
<p style="text-align: justify;"><strong>4-PNB</strong></p>
<p style="text-align: justify;">Punjab National Bank has also given relief to its customers and has abolished the minimum average balance charge on all types of savings accounts. </p>
<p style="text-align: justify;"><strong>5-State Bank of India</strong></p>
<p style="text-align: justify;">The State Bank of India, who has been charging average minimum balance since 2020, has also ended it now. That is, no charge will be charged even if the terms of minimum balance are not met on the savings account.</p>

<p style="text-align: justify;">Bank of Baroda has also decided not to take any charge from the bank customers for not fulfilling the terms of minimum balance. This new rule of the bank has come into force from July 1, 2025. This will help women, farmers and lower income families especially. Last month, Canara Bank also removed the need to maintain average monthly balance (Amb) on all its accounts from the month of June. </p>
<h3 style="text-align: justify;">Why do banks impose minimum balance rule?</h3>

<p style="text-align: justify;"><strong>Punjab national bank:</strong> The Central Bureau of Investigation (CBI) has arrested two people, including a senior manager of Punjab National Bank (PNB) in a financial fraud case related to fake bank guarantee of Rs 183.21 crore. This action has been taken in connection with the scam related to a company in Indore and Madhya Pradesh Jal Nigam Limited (MPJNL). </p>
<h3 style="text-align: justify;">What is the matter? </h3>
<p style="text-align: justify;">According to the CBI, an Indore company allegedly submitted an eight fake bank guarantee issued by PNB in ​​2023 and obtained three major irrigation contracts from MPJNL. Its price is a total of Rs 974 lakh.</p>
<p style="text-align: justify;">To secure the project, the company submitted eight fake bank guarantee of a total of Rs 183.21 crore. During the time of verification process, MPJNL received an email related to the guarantee of PNB&#8217;s official domain, on the basis of which MPJNL approved the contracts. However, later they were found to be fake.   </p>
<h3 style="text-align: justify;">CBI raids in many states</h3>
<p style="text-align: justify;">After this case of fraud came to light, the CBI started action on the instructions of the Madhya Pradesh High Court. Under this, on June 19 and 20, the investigating agency conducted a search operation at 23 places in five states including New Delhi, West Bengal, Gujarat, Jharkhand and Madhya Pradesh.</p>
<p style="text-align: justify;">During this raid, two people were arrested from Kolkata, including senior manager of Punjab National Bank. Both were first produced in a local court in Kolkata and are now being brought to Indore on transit remand. </p>
<p style="text-align: justify;">Initial investigation has revealed that a gang of Kolkata has a hand in this entire case, which is engaged in making fake bank guarantee and distributing it in many other states as well. The investigation of the case is still going on. </p>
