<p style="text-align: justify;">The Central Government is going to take the biggest strictness till date on the Gutkha and Pan Masala industry. After complaints of increasing use of these products, health risks and tax evasion for a long time, the government has now prepared to implement a new and strict financial provision. The government is planning to impose a new tax called &#8216;National Security and Public Health Cess&#8217;, which will not only strengthen control over the manufacturers of these products, but will also raise additional resources for national security and public health missions. </p>
<p style="text-align: justify;">The government is considering the &#8216;Health Security to National Security Cess Bill 2025&#8217; to be presented in the upcoming winter session of Parliament as an important economic reform to strengthen the health and security infrastructure. <p style="text-align: justify;"><strong>1.</strong> Finance Minister Nirmala Sitharaman will present this bill in the Lok Sabha. Its purpose is to raise additional funds for national security and health plans.</p>
<p style="text-align: justify;"><strong>2.</strong> The new cess will be imposed on the machines and production process that make Gutkha-Pan Masala. That means the tax will be decided on the basis of production capacity and not on the quantity of finished product. </p>
<p style="text-align: justify;"><strong>3.</strong> Whether the goods are made by machine or by hand, it will be mandatory for all manufacturers to pay cess every month. Fixed monthly fee will also be fixed for those producing by hand.</p>
<p style="text-align: justify;"><strong>4.</strong> After approval in Parliament, the amount collected from this cess will be spent on national security and public health projects. If necessary, the government can also double this cess.</p>
<p style="text-align: justify;"><strong>5.</strong> There is a provision of jail sentence of up to 5 years for not following the rules. However, companies will be able to appeal from the appellate authorities to the Supreme Court.</p>
<p style="text-align: justify;"><strong>6.</strong> Every Gutkha-Pan Masala manufacturer will have to compulsorily register. Producing without this will be considered illegal.</p>
<p style="text-align: justify;"><strong>7.</strong> It will be mandatory for the companies on which this cess will be applicable to file monthly returns. Government officials will be able to investigate and audit.</p>
<p style="text-align: justify;"><strong>8</strong>If any machine or production process remains closed for more than 15 days, then exemption in cess can be given for that period,</p>
<p style="text-align: justify;"><strong>9.</strong> This bill is being considered as the biggest step of the government towards cracking down on tobacco and pan masala industry and increasing government revenue.</p>

<p style="text-align: justify;">Important news has come out regarding the Uttar Pradesh Board&#8217;s 10th and 12th board examinations to be held in 2026. It is being told that this time a total of 52 lakh 30 thousand 297 students including both the classes will appear for the exam. Of these, 27 lakh 50 thousand 945 students have registered in high school (10th) and 24 lakh 79 thousand 352 students have registered in intermediate (12th). These figures were released by UP Board Secretary Bhagwati Singh on Tuesday (October 29). The surprising thing is that compared to last year, this time the number of candidates has decreased by about 2 lakhs. Apart from this, the number of examination centers is also expected to decrease. </p>
<p style="text-align: justify;"><strong>Registration date extended several times</strong></p>
<p style="text-align: justify;">Let us tell you that UP Board is the largest examination board in the country. The registration process for its 10th and 12th examinations started in July, which continued till August-September. During this period, the board extended the last date of registration several times, so that more and more students could fill the form. Actually, the registration started on July 15, 2025, which continued till August 5 without late fees. After this, registrations were done till 16th August with late fees. At the same time, the board gave another extension, in which the last date for depositing fees was made September 1, 2025. </p>
<p><strong>Advance registration in class 9 and 11 also</strong></p>
<p>The board has also done advance registration of a total of 49,46,134 students in classes 9 and 11 to prepare for the upcoming session. This will help the board to plan the examination arrangements, printing of question papers and center selection in time.</p>
<p><strong>Last date for correction of errors in application form</strong></p>
<p>The board has given the students a chance to correct the mistakes in the application form. Correction in class 10 and 12 forms can be done till October 31. The last date for application modification for classes 9 and 11 has been fixed as 5th November. Instructions have been issued to students and schools to take these dates seriously.</p>
<p><strong>Preparation of question papers and copies continues</strong></p>
<p>Board officials have started preparing for the examination. The work of preparation of question papers, moderation and printing of answer sheets (copies) is going on at a fast pace. Along with this, the entire process is being monitored keeping security and privacy in mind.</p>
<p style="text-align: justify;"><strong>Will the number of centers also decrease?</strong></p>
<p style="text-align: justify;">Talking about examination centres, it is feared that their number will be reduced. Last year, more than 8 thousand centers were created, but this time the number may come down to around 7 thousand. Board officials say that the centers will be balanced, so that no student will have to go away. However, there will be no compromise on safety and transparency. </p>

<p style="text-align: justify;"><strong>Special Intensive Revision: </strong>The Election Commission of India can announce the dates for the first phase of Special Intensive Revision today. For this, a press conference is being organized under the leadership of Chief Election Commissioner Gyanesh Kumar at 4:15 pm. According to reports, 10 to 15 states will be included in this phase. Especially those states in which assembly elections are going to be held in the coming time. Like West Bengal, Tamil Nadu, Assam, Kerala and Puducherry. <p style="text-align: justify;"><strong>How does voter registration work in Pakistan </strong></p>
<p style="text-align: justify;">Like India, Pakistan also uses a document-based system for voter registration and identification. The required document for this is the computerized national identity card. It has been issued by the National Database and Registration Authority. Let us tell you that in Pakistan, every citizen of 18 years of age or above can register as a voter. The only condition is that he should be of sound mind and have a valid computerized national identity card. At the time of registration, a person has to provide his permanent or temporary address which is used to determine his constituency. In Pakistan, the voter list is directly linked to the National Register of Citizens, which contains the biometric data of every registered person. </p>
<p style="text-align: justify;"><strong>what is the process</strong></p>
<p style="text-align: justify;">First of all, citizens go to the National Database and Registration Authority or the regional office of the Election Commission with their computerized national identity card for registration. After this, all the information in the Computerized National Identity Card is verified with the biometric database of the National Database and Registration Authority to ensure authenticity. </p>
<p style="text-align: justify;">The voter&#8217;s address on the computerized National Identity Card determines his polling station and constituency. The final lists are updated timely before the elections, as is the case with electoral roll revision in India under special intensive vetting. </p>
<p style="text-align: justify;"><strong>Similarities and differences between India and Pakistan </strong></p>
<p style="text-align: justify;">Both countries use a strong document-based voter system. But the verification methods are slightly different between the two countries. The Election Commission in India accepts a number of documents for verification. Like voter identity card, Aadhar card and 11 other prescribed documents. India&#8217;s SIR process ensures that new voters are added and errors or duplicates in the voter lists are corrected. </p>
<p style="text-align: justify;">Whereas in Pakistan, computerized National Identity Card works as the only and necessary proof for voter identity. The integration of the biometric database of the National Database and Registration Authority makes Pakistan&#8217;s verification system much stronger.</p>

<p style="text-align: justify;">An important meeting of All India Muslim Personal Law Board (AIMPLB) was held on Sunday. This meeting of the board was held in Delhi under the chairmanship of Chairman Maulana Khalid Saifullah Rahmani, in which many important issues related to Waqf properties, Waqf (Amendment) Act 2025 and Muslim community were discussed.</p>
<p style="text-align: justify;">In this meeting, there was a serious discussion regarding the process of registration of Waqf properties on UMEED portal. The Board acknowledged that complaints have been received from many states of the country that the portal is very slow, crashes frequently and it takes 40-45 minutes to upload documents of a property. Also, due to the requirement of many documents, the process becomes even more complicated.</p>
<p style="text-align: justify;"><strong>Waqf help desks will be established at all major places </strong><br />In view of this problem, it was decided that Waqf help desks will be established at all major places. Mutawallis and concerned people will be provided assistance in uploading documents with the help of technical experts at these desks. However, the board has also filed a petition in the Supreme Court demanding extension of the last date of the portal and making the system simple and user-friendly. The next hearing on this issue will be on October 28.</p>
<p style="text-align: justify;"><strong>Efforts for the success of Ramlila Maidan program</strong><br />In this meeting, coordinator of Tahaffuz-e-Aqaf (Protection of Waqf Properties) campaign, Dr. SQR Ilyas gave information about the second phase of the campaign against the Waqf Amendment Act 2025. He told that the cooperation of all religious and community organizations will be taken to make the public meeting to be held at Ramlila Maidan in Delhi on 16th November a success. There are plans to organize big public meetings in the states also.</p>
<p style="text-align: justify;">In this meeting, Vice President Maulana Obaidullah Khan Azmi, Maulana Asghar Ali Imam Mehdi, Syed Saadatullah Hussaini, General Secretary Maulana Fazlur Rahim Mujadidi, Treasurer Prof. M Riaz Umar, Spokesperson Dr. S.Q.R. Ilyas, women wing in-charge Advocate Jalisha Sultana Yasin, Asaduddin Owaisi, Maulana Mahmood Madani, Maulana Khalilur Rahman Sajjad Nomani, Arif Masood (MLA), Advocate MR Shamshad and many other prominent members were present.</p>

<p><strong>Enrollment and exam dates</strong></p>
<p style="text-align: justify;">The process of admission in these courses will start from 22 September 2025, if a student wants to enroll, then he will have time till 20 February 2026 i.e. students can enroll for about 5 months.</p>
<p><strong> How much will the course of course be</strong></p>
<p style="text-align: justify;">The total duration of the course will be of 24 weeks i.e. students will get about 6 months in which they will be able to complete all modules and chapters. After this, the final examination will be held on 3 March 2026, students will be required to register by 2 March 2026 to appear in the examination.</p>
<p><strong>For which subjects will courses be available?</strong></p>
<p style="text-align: justify;">NCERT has made courses in different subjects for classes 11 and 12. For class 11: Accountancy, Biology, Business Studies, Chemistry, Economics, Geography, Physics, Psychology and Sociology. For class 12: Biology, Business Studies, Chemistry, Economics, English, Geography, Mathematics, Physics, Psychology and Sociology. All these subjects are divided into chapters and modules, so that students can study slowly and systematically.</p>
<p style="text-align: justify;"><strong>How will the course be?</strong><br />All these courses will be prepared and taught by experienced teachers of NCERT, in every subject such topics have been included, which strengthen the foundation of students and help them to perform better in board exams, due to being online, students will be able to study according to their convenience and time.</p>
<p style="text-align: justify;"><strong>Certificate will also be available</strong><br />After completing the course, the student will have to take the exam, if a student brings 60 percent or more marks in this examination, then a certificate will be given by NCERT, this certificate will be very important for the educational achievement of the students and can prove to be helpful in further studies or career.</p>
<p><strong>Where and how to enroll?</strong><br />Students who have to participate in it, after the introduction of enrollment, can easily apply by visiting SWAYAM.GOV.IN website, there will be no fee for this.</p>

<p style="text-align: justify;">Assembly elections in Bihar are near and this time the Election Commission is fully resorting to technology. A special revision of the voter list is going on in the state before the election and the final voter list is going to be released on 30 September 2025. After this, people whose name will be recorded in the voter list will be given a new, digital and advanced voter card. If you have not made your voter card yet or you are a new voter, then this time is absolutely right. You can make your voter card made by applying very easily and this time the card will not be limited to paper or plastic, but will also be found in digital form. In such a situation, let us know that if your voter card is not yet made, then in which easy way can you get it before Bihar election. </p>
<p style="text-align: justify;"><strong>What is E-EPIC? </strong></p>
<p style="text-align: justify;">E-EPIC is a digital voter card that will be in a secure PDF format. It will have a special QR code which will include your information like the name of the voter, serial number, part number, date of birth, address and other basic information. You can show it in your mobile or computer and show it if needed anywhere. If you ever forget the physical voter card, then your work will also be done with E-EPIC.  The purpose of making it is that for some time, it has been seen that fake voting, duplicate voter cards and misinformation cards cause great problems. To prevent this, the Election Commission is now issuing new and updated voter cards, it will have a new photo, updated information and this card will also be available in digital form. </p>
<p style="text-align: justify;"><strong>If the voter card is not made yet, then apply</strong></p>
<p style="text-align: justify;">1. To make voter cards before Bihar election, first go to the NVSP website or the Chief Electoral Officer of Bihar. </p>
<p style="text-align: justify;">2. Register with mobile number and email ID or if you already have an account then login.</p>
<p style="text-align: justify;">3. After this, select the option of New Registration for General Electors (Form-6). </p>
<p style="text-align: justify;">4. Fill your complete information in the form, such as name, date of birth, gender, address and necessary documents. </p>
<p style="text-align: justify;">5. After submitting the form, you will get a reference number, so that you can track the status online. </p>
<p style="text-align: justify;">6. Your document and form will be examined through Booth Level Officer (BLO) in your area. </p>
<p style="text-align: justify;">7. If all the information is found correct, your voter card will be ready and sent to your house. </p>
