The monsoon session of Parliament is going to start from July 20. During this time, the Modi government at the Center can again introduce the delimitation bill for women’s reservation and increasing the Lok Sabha seats. Meanwhile, Congress President and Leader of Opposition in Rajya Sabha Mallikarjun Kharge wrote a letter to Prime Minister Narendra Modi on the amended 131st Constitution Amendment Bill, demanding an all-party meeting.

Kharge demanded to call an all-party meeting

Congress President Kharge wrote in his letter, ‘I have been writing letters to the Honorable Parliamentary Affairs Minister requesting that the Central Government call an all-party meeting to discuss its proposals regarding delimitation etc. These requests of ours were not accepted. Subsequently, the Constitution (131st Amendment) Bill, 2026 failed to garner the required 2/3 majority in the Lok Sabha by a clear margin on April 17.

He wrote, ‘I am reading in media reports that the Central Government is now proposing to re-introduce the 131st Amendment Bill, 2026 during the upcoming monsoon session of Parliament. I again request that an all-party meeting be called to discuss the revised proposals of the government on delimitation etc. Before presenting it in Parliament, we should be given enough time to study them in detail.

Congress will oppose the delimitation bill

Congress has decided that it will strongly oppose the Delimitation Bill and many other possible bills in the monsoon session of Parliament. Congress will also seek discussion and answers from the government on the issues of alleged theft of Ram Temple offerings, paper leak, ethanol and foreign policy. The party said that there is no scope for the ruling party to get two-thirds majority in the Lok Sabha, yet it is in touch with various parties to maintain the unity of the opposition.

To finalize the party’s parliamentary strategy, a meeting was held at ’10, Janpath’, the residence of Congress Parliamentary Party (CPP) President Sonia Gandhi. Double engine government committed to the safety and respect of women: CM

Chief Minister Yogi Adityanath on Wednesday (April 22, 2026) participated in the Nari Shakti Vandan Sammelan organized in Gorakhpur district of Uttar Pradesh to express his gratitude towards women. Where he said that from household to space travel, from education, health, security, self-reliance to empowerment, women power is progressing effectively in every field today and the double engine government will continue to work with full commitment for the safety and respect of half the population.

He said that when India built its Parliament House after 100 years, the first Act passed in that Parliament House was the Nari Shakti Vandan Act. Under this law, there should be 33 percent reservation in Parliament and Assemblies, but when the Prime Minister took the initiative to ensure that women get its benefits on time, Congress, Samajwadi Party and other opposition parties were diverting it. They did not want to allow the bill to be passed and were making some excuse or the other for this.

He said that the history of Congress, SP and other opposition parties has been anti-women. Their actions have been anti-women. Targeting the Congress party, he said that who does not know the history of Congress. If women get their rights, the deprived and Dalits get their rights, the backward classes get their rights then they will definitely create obstacles in it.

SP is declared anti-women – Yogi

Regarding SP, CM Yogi said that Samajwadi Party is declared anti-women. For them, the slogan was echoed everywhere – ‘Dekh Sapai, Bitiya Ghabarai.’ What was the condition of Central Uttar Pradesh and Western Uttar Pradesh before 2017? Big families, every family either stopped sending their daughters to school, or sent their daughters to their relatives’ places far away in Uttar Pradesh to educate them.

The opposition is on target if the Women’s Reservation Bill is not passed in the Parliament. RLM (Rashtriya Lok Morcha) chief cum Rajya Sabha MP Upendra Kushwaha (Upendra Kushwaha) Said that if this bill had been passed, the mothers and sisters of the country would have got the benefit of 33 percent reservation. Upendra Kushwaha had arrived in Sasaram on Sunday (April 19, 2026) to attend a private program.

During this, while talking to the media, he reacted on important issues like women’s reservation bill and delimitation. He said that this could have been a big step towards women empowerment, but it was not possible due to the attitude of the opposition.

‘The campaign regarding delimitation has been going on for a long time’

Upendra Kushwaha said that he has been running a campaign regarding delimitation for the last several years. He said that if the delimitation bill was passed, the number of Lok Sabha seats in Bihar would have increased from 40 to 60. Assembly seats in Bihar would have increased from 243 to 365. He believes that delimitation will not only improve public representation, but the states will also get proper representation according to their population.

She said that if the Women’s Reservation Bill was implemented, women would have got more opportunities in these increased seats. According to him, this step would prove helpful in further strengthening the democratic structure of the country.

‘The public has seen the attitude of the opposition’

Kushwaha accused the entire opposition including Congress and said that they did not cooperate on important issues like women’s reservation and delimitation. He said that the people of the country have seen the attitude of the opposition in the Parliament. It has become clear that they are not serious about women empowerment.

The Rashtriya Lok Morcha (RLM) on Sunday announced that it will organize a protest march on April 22 at all the district headquarters of the party across Bihar. Overall, politics on issues like women’s reservation and delimitation is not going to stop yet.

According to the notification issued by the Union Law Ministry, the Women’s Reservation Act 2023 has come into force from Thursday (April 16), the notification of which has been issued by the government. However, it is not yet clear why it has been notified from April 16 amid the ongoing debate in Parliament on amending this law and implementing it in 2029. Under this law, 33 percent quota has been set for women in the assemblies.

‘Reservation cannot be implemented in the existing House’
According to the PTI report, an official cited technical shortcomings in implementing the law, but did not elaborate. The official said that although the Act has been implemented, reservation cannot be implemented in the existing House. The official said that reservation for women can be implemented after the completion of the delimitation process on the basis of the next census.

What was said in the notification
The notification read, “In exercise of the powers conferred by sub-section (2) of section 1 of the Constitution (106th Amendment) Act, 2023, the Central Government appoints April 16, 2026 as the date of coming into force of the provisions of the said Act.” In September 2023, Parliament passed the ‘Nari Shakti Vandan Act’, commonly known as the Women’s Reservation Act. This was an important step towards increasing the representation of women in legislative bodies.

When will reservation be implemented?
In this Act, a provision has been made to reserve one-third seats for women in the Lok Sabha and state assemblies. Reservation under this 2023 law will not be implemented before 2034, because it is linked to the completion of the delimitation process after the 2027 census. The three bills currently being debated in the Lok Sabha have been brought by the government so that women’s quota can be implemented in 2029.
