What are the new rules?
According to the new rules of Railways, under the Public Trust Act 2026, changes have been made in Sections 137 and 138 of the Railway Act 1989. Under this, traveling without a ticket or with an already used ticket will now be considered a crime. If caught, the passenger will not only have to pay the full fare but will also have to pay a separate fine. Note that earlier the fine was Rs 250, now the new minimum fine has been made Rs 500. These rules have come into effect from 20th June 2026 i.e. from today itself.
In which cases will fine be imposed?
- If a passenger is caught traveling without a ticket.
- If you travel with an old ticket then a fine will be imposed.
- Or someone travels by train with a wrong ticket.

What will happen if the rules are broken?
