8th Pay Commission: The National Council-Joint Consultative Machinery (NC-JCM) for the 8th Pay Commission has submitted an official memorandum on April 14, demanding to increase the minimum salary to Rs 69000 and fitment factor to 3.833. At the same time, teacher organizations like Pragatisheel Shikshak Nyay Manch (PSNM) have proposed to increase the minimum basic pay for central teachers and employees to Rs 50000-60000. PSNM is an organization representing teachers of the Central Government of Union Territories.

PSNM’s second demands

PSNM has many other demands for teachers such as increasing the House Rent Allowance (HRA) to 36 percent, increasing the annual salary increase to 7 percent, merging the Dearness Allowance (DA) with the basic pay when it reaches 50 percent, restoring the Old Pension Scheme (OPS) and giving minimum assured promotion after every 6, 12, 18 and 24 years.

  • The employee organization also demands that the minimum basic salary of a Level 1 employee should be between Rs 50,000 to Rs 60,000.
  • The employee organization also demands that the fitment factor be kept in the range of 2.62 to 3.83.
  • PSNM has also demanded 6%-7% annual salary hike, which can ensure an increase of about 10% annually.

Allowances and promotions

  • The employee organization has proposed that the HRA rates for different cities be increased from the existing 10%, 20% and 30% to 12%, 24% and 36%.
  • There is a proposal to increase the Education Allowance for children to Rs 7000 per month.
  • There is also a demand to give at least 5 promotions during 30 years of service.

This is also the demand of the organization

The employees’ organization has also proposed that the transport allowance be increased to 12%-15% of the basic salary (minimum of Rs 9000 + DA percentage increase). TA rates for different levels of employees are Rs 1800, Rs 3600 and Rs 7200.

The employees have also demanded digital support allowance of Rs 2000 every month (for broadband and AI support). The 7th Pay Commission does not give any such allowance.
