The latest documents of the American Foreign Agents Registration Act (FARA) made public in Washington have exposed Pakistan’s active and expensive lobbying strategy in America. According to these official documents, the Government of Pakistan and its associated institutions have spent millions of dollars to improve their image in America and gain access to policy makers.
Documents show that Pakistan’s lobbying activities were not limited only to the US Congress or administration. Its scope extends to think tanks, policy groups and media. Its objective has been to create an environment in favor of Pakistan in America and to gain support on strategic issues.
Role of Islamabad Policy Research Institute
According to FARA records, Islamabad Policy Research Institute spent about 9 lakh dollars for lobbying and public policy related work in America. This is a think tank of Pakistan, which is said to be related to the National Security Division. Hyperfocal Communications LLC was registered for this work in October 2024, working as a subcontractor under Team Eagle Consulting. The main goal of these efforts is said to be to show better America-Pakistan relations.
Pak Embassy signs agreement with American firm
Another document has also revealed that the Pakistan Embassy in Washington entered into an agreement with Erwin Graves Strategy Group LLC from October 2025. Under this, a payment of 25 thousand dollars was fixed every month for the first three months. This agreement includes contacting US lawmakers, government officials, policy groups and think tanks.
Kashmir and India-Pakistan relations also on the agenda
These lobbying activities include topics such as regional stability, economic development, democratic reforms, trade, tourism and rare mineral prospects in Pakistan. The special thing is that Jammu-Kashmir issue and India-Pakistan relations are also said to be part of this agenda. For this reason, these revelations are being kept under special watch in India.
Focus on media narrative also
The documents also revealed that the Pakistan Embassy appointed Corvis Holding Inc. for public relations services in May. Under this, work is to be done on media outreach and narrative development, so that the message in favor of Pakistan can be presented effectively.

According to US law, foreign governments and their affiliated organizations have to make public full details of their lobbying and public relations activities. It is through FARA documents that detailed information about these agreements, activities and payments has come to light, which has exposed Pakistan’s ongoing strategy in America.
