Which people can SEBI be banned?

SEBI had clarified in his circular that those who do not have a low SEBI register cannot give knowledge related to the stock market on social media. In this circular, SEBI had said that it would be a crime to advise investment without registration in SEBI. After registration in SEBI, there is a certification course, which is given a certificate after passing. Only then can you recommend social media investment.
