IIT Transfer Rules: A case has reached the Supreme Court regarding the demand for change of institute on medical grounds after admission in IIT. This case is of a student of IIT Kharagpur, who has demanded to change IIT due to his medical condition. The Supreme Court has decided to conduct an impartial investigation into the medical condition during the hearing of the case. For this, the court has directed the Director of AIIMS New Delhi to constitute a medical board. Besides, IIT Roorkee has also been asked to keep one seat vacant for the time being.
Based on the AIIMS report, the Supreme Court will further decide whether permission to change IIT can be given on medical grounds or not. This matter has come to light at a time when the student has sought permission for transfer to another IIT citing his health related problem. It has been said in the petition that it is becoming difficult to continue his studies in the current institute due to his medical condition, hence he should be transferred to another IIT on medical grounds.
what is the whole matter
The petitioner is a student of Scheduled Caste category and is studying Bachelor of Architecture in IIT Kharagpur. The student has sought permission for transfer to IIT Roorkee on medical grounds. He says that he is suffering from mental health issues and needs regular therapy which is not available in Kharagpur. According to him, if he studies in Roorkee, it will be easier for him to continue his treatment in AIIMS Rishikesh and Chandigarh.
AIIMS will conduct medical examination of the student
During the hearing, Supreme Court Justice B. V. Nagarathna and Justice R. Mahadevan’s bench directed the AIIMS director to constitute a medical board to assess the actual health condition of the student. The court has asked the student to appear for medical examination at AIIMS on July 20. As part of the investigation, AIIMS will present the medical report before the court. The court will now hold further hearing on the basis of the report.

Instructions to IIT Roorkee to keep seats vacant
During the hearing, it was told before the court that the last date for admission in IIT is 17th July. In view of this, the Supreme Court directed IIT Roorkee to keep one seat in the Architecture program vacant. However, this seat will remain subject to the final decision and the final decision will be taken only after the court’s order. The Supreme Court has fixed the next hearing of the case on July 29. Till then the medical board of AIIMS will examine the student and submit its report to the court.
Can one take IIT transfer on medical grounds?
This matter is not believed to be limited to just one student. This decision of the Supreme Court may also be necessary in future for such cases, where students seek permission to change the institute citing serious health reasons. The court will also see whether there is scope for change of institute on medical grounds under the existing rules and under what circumstances it can be challenged. Now the next hearing in this case will take place after the medical report comes. On the basis of the report, the Supreme Court will decide whether the concerned students should be allowed to transfer to another IIT on medical grounds or not.
