A major change can be seen in the country’s public distribution system and ration system. The Central Government has released the draft of the National Food Security (Amendment) Bill, 2026. In this, a change has been proposed in the method of ration distribution under Antyodaya Anna Yojana (AAY). The government says the move is aimed at strengthening food and nutrition security and making the distribution system more equitable.

What is the proposed change?

According to the draft, till now under Antyodaya Anna Yojana, every eligible family is given 35 kg of food grains every month. Now it has been proposed to change this to 7 kg of grains per person per month.

However, the government has clarified that the maximum limit of grains a family can get will be only 35 kg per month. That is, grains will be distributed according to the number of family members, but the total quantity will not exceed the prescribed limit.

Why was there a need for change?

The government believes that in the present system there is inequality based on the size of families. Small families get more grains per capita, while larger families get less grains per capita.

To eliminate this imbalance and to provide benefits to all the beneficiaries on equal basis, a new system of distribution of grains on per capita basis has been proposed.

What will be its benefit?

With the implementation of this proposal, transparency and balance in the ration distribution system is expected to increase. This will ensure that every person has access to grains as per his requirement.

Especially large and needy families can get its benefit, because now the ration will be determined on the basis of the number of family members.

Suggestions sought from the public

The central government has sought suggestions and objections from the general public, experts and other stakeholders on this draft bill. Interested people can send their opinions and suggestions to the government by 13 July 2026. After this, after reviewing the suggestions received, necessary changes will be made in the bill and the further process will be completed.

Preparation to further strengthen the food security system

The government says that the purpose of the proposed amendment is to deliver the benefits of food grains more effectively and equally to the needy people. If this change is implemented then it will be considered a big and important improvement in the ration distribution system of the country.
