The functioning of major institutions conducting recruitment examinations in Rajasthan is once again in the news. The three big examination agencies of the state, Rajasthan Public Service Commission (RPSC), Rajasthan Staff Selection Board (RSSB) and Rajasthan Board of Secondary Education (RBSE) have been struggling with the problem of vacant posts of chairman and members for a long time. Due to which questions are being raised regarding the transparency, timeliness and administrative efficiency of recruitment examinations in the state. Experts believe that the system is being affected due to lack of clear rules and permanent arrangements for appointments in these institutions.
Many posts including Chairman are vacant in RPSC
There is a provision for a total of 11 posts including the Chairman in Rajasthan Public Service Commission. At present the post of Chairman in the Commission is vacant and the responsibility is being handled as Acting Chairman. Apart from this, four member posts are also vacant. The number of vacancies will increase further after the retirement of another member soon. The biggest thing is that there is no clear procedure or eligibility rules prescribed for the appointment of Chairman and members in the Commission. Different rules are applicable for conducting work in the Public Service Commission of many other states, but such a system has not been implemented in Rajasthan till now.
An eye is also on the appointment of new RPSC Chairman
After the end of the tenure of RPSC Chairman, the state government is preparing to appoint a new Chairman. At present, a caretaker system is in place, but in view of the upcoming RAS, RPS and other big recruitment examinations, the appointment of a permanent president is being considered important. According to some reports, the names of some senior and retired bureaucrats are being discussed for this post. However, the final decision will be taken by the government itself. According to the constitutional provisions, the Chairman and members of the Commission are appointed by the Governor on the recommendation of the Chief Minister.
Appointments could not be completed even in RSSB
The situation of Rajasthan Staff Selection Board is also not completely satisfactory. There is a provision for a Chairman and four members in the Board, but at present only the Chairman and two members are working. The remaining posts are still vacant. This board handles the responsibility of a large number of recruitments in different departments of the state government. Despite this, clear rules regarding the functioning of the board have not been made.

The post of Chairman remained vacant for a long time in RBSE also.
The status of Rajasthan Board of Secondary Education has also been a topic of discussion for a long time. There are many types of members in the board including the Chairman, but the post of Chairman remained vacant for a long time. Recently the state government has appointed a new president. According to experts, the current structure of the board should be changed and made more permanent and systematic. Experts suggest that RBSE should be reorganized and a clear system of chairman and permanent members should be made, so that the functioning of the board can be done in a more effective manner.
Questions are being raised due to lack of clear rules for appointments
A common concern regarding the three state institutions is that there is no fixed eligibility or selection process for the appointment of the chairperson and members. In such a situation, questions have been raised from time to time on political influence and transparency regarding appointments. Experts say that if the government wishes, clear criteria for appointments can be set by making a law or through necessary amendments. This can make the functioning of institutions more accountable and transparent.
The issue of vacant posts in the education department also became heated
Meanwhile, political debate has also intensified regarding the large number of vacant posts in the education department in the state. Former Chief Minister Ashok Gehlot has claimed that about 1.5 lakh posts are vacant in the education department, due to which education in government schools is being affected. He alleged that in many schools the same teacher has to teach two or three subjects, which is especially affecting the teaching of subjects like Science, Mathematics and English.
