<p style="text-align: justify;">According to the report of The Economic Times, Manjit Singh Patel, National President of All India NPS Employees Federation, believes that the 8th Pay Commission can submit its report before the announcement of the budget, i.e. by January 2027. However, the salary hike may be available from April 2027 as it may take another 1-2 months for the report to be approved.</p>
<p style="text-align: justify;">The deadline for online submission of suggestions and memorandum on the Commission&#8217;s website (8cpc.gov.in) has finally ended on June 15, 2026, after being extended twice. Now Sara&#8217;s entire focus is on meetings and preparing reports.</p>

Dr. Manjit Singh Patel, head of All India NPS Employees Federation, said that this is the possible deadline for the implementation of the Eighth Pay Commission as the Commission has only time till April or May 2027 to finalize its recommendations.</p>
<p style="text-align: justify;">The prices of everything from milk to petrol-diesel, LPG etc. have increased. Many food items have also become costlier than before. In such a situation, employee unions are demanding a higher salary increase and an early update to help cover essentials like housing and healthcare. On the other hand, the Commission is also actively holding meetings with employee unions in cities like Hyderabad and Srinagar before deciding its final plan. </p>
<h3 style="text-align: justify;">Time given was 18 months</h3>
<p style="text-align: justify;">The central government had issued a notification for the formation of the commission in November 2025 and was given 18 months time to prepare its recommendations. This deadline is ending around April-May 2027. According to All India NPS Employees Federation, if the Commission submits the report on time or a little earlier, then employees and pensioners will start getting increased salary or pension from the beginning of the new business year i.e. April 2027. </p>
<h3 style="text-align: justify;">You will also get the benefit of arrears</h3>
<p style="text-align: justify;">Even though the payment of increased salary or pension is from 2027, it will be considered applicable retrospectively from January 1, 2026. Due to this, the employees will get the entire dues of the previous months in lump sum. If this really happens, then in the coming time, central government employees and pensioners are expected to get relief to a great extent amid this rising inflation. </p>

At the same time, teacher organizations like Pragatisheel Shikshak Nyay Manch (PSNM) have proposed to increase the minimum basic pay for central teachers and employees to Rs 50000-60000. PSNM is an organization representing teachers of the Central Government of Union Territories.  </p>
<h3 style="text-align: justify;">PSNM&#8217;s second demands</h3>
<p style="text-align: justify;">PSNM has many other demands for teachers such as increasing the House Rent Allowance (HRA) to 36 percent, increasing the annual salary increase to 7 percent, merging the Dearness Allowance (DA) with the basic pay when it reaches 50 percent, restoring the Old Pension Scheme (OPS) and giving minimum assured promotion after every 6, 12, 18 and 24 years.</p>

<p style="text-align: justify;"><strong>8th Pay Commission:</strong> Discussions about the 8th Pay Commission for central employees have intensified. It is being said that there may be a bumper increase in the minimum basic salary of the employees. In this sequence, a round of meetings is going to start in Delhi between 28th April and 30th April.</p>
<p style="text-align: justify;">In a notice dated April 24, the commission said it had received a large number of requests from employee unions and associations for meetings to be held in Delhi between April 28 and April 30. Due to paucity of time, all the requests cannot be fulfilled during this period, but the Commission has assured that more meetings will be organized in the coming months in Delhi as well as in various states and union territories.</p>
<h3 style="text-align: justify;">What will be the meetings? </h3>
<p style="text-align: justify;">Let us tell you that Deputy Secretary of the Commission Abhay N. According to the notice issued by Sahay, direct communication will be held with various employee unions and organizations during these three days. Its purpose is to discuss the demands of employee organizations, salary structure and pension benefits. National Council-JCM (NC-JCM) has already prepared its demands. The last date for submission of memorandum is 30 April 2026. </p>
<h3 style="text-align: justify;">What will be the minimum salary? </h3>
<p style="text-align: justify;">Amidst all these developments, expectations are being raised that the minimum salary will be increased to Rs 72000 under the 8th Pay Commission. This demand has been made especially by the Bharatiya Immunity Mazdoor Sangh (BPMS). This defense sector organization has demanded that the minimum salary should be Rs 72000 and the fitment factor should be 4.0 on the basis of 86.76 percent increase in per capita income. At the same time, NC-JCM has demanded minimum basic pay of Rs 69000 and fitment factor of 3.83.  </p>

<p style="text-align: justify;"><strong>8th Pay Commission: </strong>There is a lot of buzz regarding the 8th Pay Commission. The schedule of interactions with stakeholders in various cities has also been released on the official website of the Pay Commission. Under this, meetings are being organized in many cities like Delhi, Pune, Dehradun.</p>
<p style="text-align: justify;">The staff side of the National Council-Joint Consultative Machinery (NC-JCM) submitted its 51-page final memorandum on 14 April. This includes demands like increasing the minimum basic salary from Rs 18000 to Rs 69000 and increasing the annual increment from 3% to 6%. According to the report of CNBC TV-18, their demand is also for fitment factor of 3.83 in the 8th Pay Commission. This is a scale which has been used for salary revision. </p>
<h3 style="text-align: justify;">Now I can&#8217;t survive on Rs 18000</h3>
<p style="text-align: justify;">Employee organizations say that the demand to implement 3.83 fitment factor has been made keeping in mind the family of 5 members. According to the current Consumer Price Index (CPI), Rs 18000 (minimum salary under the 7th Pay Commission) is no longer enough to meet the basic needs of an average family. Expenditure on everything from education to health, food, clothing and accommodation has increased. This is the reason why it has been proposed to keep the fitment factor at 3.83 so that it can help in bridging the gap between salary and inflation. </p>
<h3 style="text-align: justify;">When will the salary increase?</h3>
<p style="text-align: justify;">The government constituted the Eighth Pay Commission on 3 November 2025. It was given 18 months time to submit its recommendations. The tenure of the commission is considered to be effective from January 1, 2026, but the increase in salary and payment of arrears is likely to be made only in the beginning of 2027. </p>
<h3 style="text-align: justify;">Employee unions also have these demands</h3>
<p style="text-align: justify;">Among all the demands, one of the major demands is to amend the structure of HRA (House Rent Allowance). It has been suggested to increase the slab of HRA to 30%, 35% and 40% depending on the cities. Cities have been divided into categories X (40%), Y (35%) and Z (30%). This demand has been made so that the minimum HRA of the employee is not less than a certain amount so that even the lower level employees can get decent accommodation.</p>
<p style="text-align: justify;">Apart from this, the unions also demand restoration of the Old Pension Scheme (OPS) and the amount of pension should be 67 percent of the last drawn basic salary of the employee. In the present system this limit is 50 percent. </p>

<p style="text-align: justify;">In January 2025, the Central Government had announced the formation of the 8th Pay Commission to review and recommend revisions in the salaries and other allowances of Central Government employees. Justice Ranjana Prakash Desai, former judge of the Supreme Court of India, was appointed Chairperson of the 8th CPC. Meanwhile, IIM Bangalore professor Pulak Ghosh has been appointed as a part-time member of the new pay commission. The government has appointed Pankaj Jain, Secretary, Ministry of Petroleum and Natural Gas, as Member-Secretary of the Pay Commission. </p>
<p style="text-align: justify;">The recommendations of the 7th Pay Commission were approved within 6 months, which came into effect from 1 January 2016. If we consider the same time frame as the basis, then the 8th Pay Commission is likely to be implemented after about 20 months from now. The provisions of the 8th Pay Commission are expected to come into effect from January 1, 2026, after the tenure of the 7th Pay Commission ends. The government had said, &#8220;Generally, the recommendations of the Pay Commissions are implemented after an interval of every ten years. In view of this trend, the effect of the recommendations of the 8th Central Pay Commission would normally be expected from January 1, 2026.&#8221;</p>
<h3 style="text-align: justify;">How much salary do you get now?</h3>
<p style="text-align: justify;">Currently, central government employees and pensioners are paid under the 7th Pay Commission. Their minimum basic salary is Rs 18000, while pensioners get a minimum basic pension of Rs 9000. At the same time, under the 7th Pay Commission, the maximum basic salary is Rs 2,25,000, while people holding top positions like Cabinet Secretary and others get Rs 2,50,000 every month. Under the 7th Pay Commission, fitment was fixed at 2.57%. Apart from this, DA/DR is currently 58%. </p>
