8th Pay Commission: The two-day meeting of the Eighth Pay Commission is starting from today in Lucknow. During this, face to face talks will be held with representatives of various organizations, railways and defense personnel for central employees, pensioners, employees and pensioners of Uttar Pradesh region.

Now where will the next meetings take place?

After Lucknow, the next meetings of the Commission are proposed in Bhubaneswar, Odisha on July 6-7 and Kolkata on July 9-10. Earlier, meetings have been held in Delhi, Ladakh, Srinagar. Will the report really come in the first half of 2027?

Looking at the speed with which the Commission is currently visiting the states and taking suggestions from employee organizations, it can be said that the Commission can submit its report before mid-2027 (May 2027). However, the final decision on this will be taken only after the government’s review.

What are experts saying?

According to the report of The Economic Times, Manjit Singh Patel, National President of All India NPS Employees Federation, believes that the 8th Pay Commission can submit its report before the announcement of the budget, i.e. by January 2027. However, the salary hike may be available from April 2027 as it may take another 1-2 months for the report to be approved.

The deadline for online submission of suggestions and memorandum on the Commission’s website (8cpc.gov.in) has finally ended on June 15, 2026, after being extended twice. Now Sara’s entire focus is on meetings and preparing reports.

Manjeet Patel further says, “AINPSEF along with its partner organizations is in constant touch with the Commission. We are confident that the Commission will submit its report to the Central Government before the Budget of 2027 and employees and pensioners can get increased salary and pension from April 2027.

8th Pay Commission: As time is passing, the impatience of central employees and pensioners regarding the 8th Pay Commission is also increasing. Meanwhile, a big meeting of the 8th Central Pay Commission is going to be held in Lucknow. What is the agenda of the meeting?

This will be the first major meeting after the deadline for submission of memorandum ends on June 15, 2026. The panel, led by Commission Chairperson Ranjana Prakash Desai, will talk face-to-face with employee unions of Railways, Postal, Defense and Income Tax departments in Uttar Pradesh and its surrounding areas. In this, the proposal of ‘Unique Memo ID’ submitted by the organizations will also be discussed.

Before this, meetings have also been held in Hyderabad, Delhi and Srinagar. The purpose of these meetings of the Commission is to find out the economic condition of the employees of every sector and their expectations at the ground level and to mention them in their report. After Lucknow, meetings are also expected to be held in Bengal and Odisha in July. A report will be prepared on the basis of meetings held with employee unions in all these places and the suggestions received from them, whose recommendations can come by April 2027.

What are the demands of the employees?

• Employees are demanding fitment factor between 3-4 under the Eighth Pay Commission. If it is approved, the minimum basic salary may increase from Rs 18000 to Rs 50000.
• The Pension Association proposes to increase the minimum pension to 67% of the last salary and increase additional allowances for senior citizens.
• There is also a demand for improvement in the rules of promotion and increment. At present, a demand has been raised to make the financial upgradation available only three times in a service of 30 years, every six years. There is also a demand for 5% increment.

Who is in charge of the commission?

The Eighth Pay Commission is being headed by former Supreme Court judge Justice Ranjana Prakash Desai. Its other members include Professor Pulak Ghosh of IIM Bangalore and Pankaj Jain (retired IAS), who are working as member-secretaries.

This panel has been entrusted with the responsibility of reviewing the salary structure, allowances, pension, conditions of service and other related aspects related to central government employees and pensioners. One of the most important aspects of Pay Commission is the ‘fitment factor’, which changes the basic pay. When will the commission submit its report?

After this, the government initially gave the commission 18 months to submit its report.

However, recently the last date for accepting suggestions and memorandums from various departments and employee unions was extended to June 15, 2026. After analyzing all the suggestions, the commission is expected to submit its final report to the government by early 2027.

Looking at the old trends, there is a strong possibility that the official announcement of fitment factor and new salary structure by the Union Cabinet will be made in June or July 2027. It is being told that the Commission can decide the fitment factor between 2.64 to 2.86. According to this, the minimum basic salary may increase in the range of Rs 47500 to Rs 51500. This will directly result in a net increase of 15-25% in the take home salary of the employees.

What are the rules regarding arrears?

This question may also arise in the minds of employees that if the announcement will be made in 2027, then what will happen from January 1, 2026 till the date of announcement?

The rule of the Central Government is that the new pay commission will always be considered effective from its scheduled date (this time January 1, 2026). This means that when the cabinet approves it in June or July, the increased salary will start being received. Along with this, from January 1, 2026 till the month of implementation, the entire increased amount (Basic Pay + DA) will be given to the employees and pensioners in lump sum as arrears.

8th Pay Commission Updates: The 8th Pay Commission proposed by the Central Government is expected to significantly increase the salary and pension of Central Government employees and pensioners. It is being told that the amount received as arrears will range from Rs 5 lakh to Rs 14 lakh.

How many months’ arrears will be received?

Generally, a new Central Pay Commission is implemented every 10 years. The 7th Pay Commission came into effect on January 1, 2016. In view of this sequence, many employees hope that the 8th Pay Commission will be implemented from January 1, 2026.

However, there has been no official confirmation regarding the date of its implementation. If the government decides to implement the new pay scales from January 2026, but starts paying the revised salaries from April 2027, then employees may be entitled to about 15 months of arrears. However, the final amount will depend on the fitment factor approved by the government.

The employee organizations are demanding from the Central Government a fitment factor of 3.68 instead of 1.92 or 2.51. If the government accepts this demand, then the arrears at the minimum and maximum salary levels will be as follows-

For Minimum Basic Pay (Level 1):-

Current minimum basic pay – Rs 18000

New basic pay after 3.68 fitment factor – Rs 66240

Monthly difference in basic pay – Rs 48240

Estimated arrears of 10 months (without adding DA) – approximately Rs 4,82,400. i.e. around 5 lakhs

Calculation for Maximum Basic Pay (Cabinet Secretary Level)

Current maximum basic pay – Rs 2,50,000

New basic pay after 3.68 fitment factor – Rs 9,20,000

Monthly difference in basic pay – Rs 6,70,000

Arrears of more than 2 months will easily cross Rs 14,000,00.

8th Pay Commission: The 8th Pay Commission is visiting different parts of the country and holding meetings, in which suggestions (inputs) are being taken from various employee unions, organizations, serving employees, pensioners and other stakeholders. In this sequence, two-day consultation meetings have been organized in Lucknow, Uttar Pradesh on 22-23. Earlier, meetings have been held in Delhi, Hyderabad, Srinagar and Ladakh.

The notification of the meeting to be held in Lucknow was released on the official website of the 8th Pay Commission on 21 May 2026. 8th Pay Commission: Big news is coming for central government employees and pensioners. The increase in salary and pension under the 8th Pay Commission is expected to be implemented by April 2027. Time given was 18 months

The central government had issued a notification for the formation of the commission in November 2025 and was given 18 months time to prepare its recommendations. This deadline is ending around April-May 2027. According to All India NPS Employees Federation, if the Commission submits the report on time or a little earlier, then employees and pensioners will start getting increased salary or pension from the beginning of the new business year i.e. April 2027.

You will also get the benefit of arrears

Even though the payment of increased salary or pension is from 2027, it will be considered applicable retrospectively from January 1, 2026. Due to this, the employees will get the entire dues of the previous months in lump sum. If this really happens, then in the coming time, central government employees and pensioners are expected to get relief to a great extent amid this rising inflation.

8th Pay Commission: The National Council-Joint Consultative Machinery (NC-JCM) for the 8th Pay Commission has submitted an official memorandum on April 14, demanding to increase the minimum salary to Rs 69000 and fitment factor to 3.833. At the same time, teacher organizations like Pragatisheel Shikshak Nyay Manch (PSNM) have proposed to increase the minimum basic pay for central teachers and employees to Rs 50000-60000. PSNM is an organization representing teachers of the Central Government of Union Territories.

PSNM’s second demands

PSNM has many other demands for teachers such as increasing the House Rent Allowance (HRA) to 36 percent, increasing the annual salary increase to 7 percent, merging the Dearness Allowance (DA) with the basic pay when it reaches 50 percent, restoring the Old Pension Scheme (OPS) and giving minimum assured promotion after every 6, 12, 18 and 24 years.

• The employee organization also demands that the minimum basic salary of a Level 1 employee should be between Rs 50,000 to Rs 60,000.
• The employee organization also demands that the fitment factor be kept in the range of 2.62 to 3.83.
• PSNM has also demanded 6%-7% annual salary hike, which can ensure an increase of about 10% annually.

Allowances and promotions

• The employee organization has proposed that the HRA rates for different cities be increased from the existing 10%, 20% and 30% to 12%, 24% and 36%.
• There is a proposal to increase the Education Allowance for children to Rs 7000 per month.
• There is also a demand to give at least 5 promotions during 30 years of service.

The employees’ organization has also proposed that the transport allowance be increased to 12%-15% of the basic salary (minimum of Rs 9000 + DA percentage increase). TA rates for different levels of employees are Rs 1800, Rs 3600 and Rs 7200.

The employees have also demanded digital support allowance of Rs 2000 every month (for broadband and AI support). The 7th Pay Commission does not give any such allowance.

At the same time, NC-JCM has demanded minimum basic pay of Rs 69000 and fitment factor of 3.83.

Employee organizations say that the demand to implement 3.83 fitment factor has been made keeping in mind the family of 5 members. According to the current Consumer Price Index (CPI), Rs 18000 (minimum salary under the 7th Pay Commission) is no longer enough to meet the basic needs of an average family. Expenditure on everything from education to health, food, clothing and accommodation has increased. This is the reason why it has been proposed to keep the fitment factor at 3.83 so that it can help in bridging the gap between salary and inflation.

When will the salary increase?

The government constituted the Eighth Pay Commission on 3 November 2025. It was given 18 months time to submit its recommendations. The tenure of the commission is considered to be effective from January 1, 2026, but the increase in salary and payment of arrears is likely to be made only in the beginning of 2027.

Employee unions also have these demands

Among all the demands, one of the major demands is to amend the structure of HRA (House Rent Allowance). It has been suggested to increase the slab of HRA to 30%, 35% and 40% depending on the cities. Cities have been divided into categories X (40%), Y (35%) and Z (30%). This demand has been made so that the minimum HRA of the employee is not less than a certain amount so that even the lower level employees can get decent accommodation.

Apart from this, the unions also demand restoration of the Old Pension Scheme (OPS) and the amount of pension should be 67 percent of the last drawn basic salary of the employee. In the present system this limit is 50 percent.

In January 2025, the Central Government had announced the formation of the 8th Pay Commission to review and recommend revisions in the salaries and other allowances of Central Government employees. Justice Ranjana Prakash Desai, former judge of the Supreme Court of India, was appointed Chairperson of the 8th CPC. Meanwhile, IIM Bangalore professor Pulak Ghosh has been appointed as a part-time member of the new pay commission. The government has appointed Pankaj Jain, Secretary, Ministry of Petroleum and Natural Gas, as Member-Secretary of the Pay Commission.

The recommendations of the 7th Pay Commission were approved within 6 months, which came into effect from 1 January 2016. If we consider the same time frame as the basis, then the 8th Pay Commission is likely to be implemented after about 20 months from now. The provisions of the 8th Pay Commission are expected to come into effect from January 1, 2026, after the tenure of the 7th Pay Commission ends. The government had said, “Generally, the recommendations of the Pay Commissions are implemented after an interval of every ten years. In view of this trend, the effect of the recommendations of the 8th Central Pay Commission would normally be expected from January 1, 2026.”

How much salary do you get now?

Currently, central government employees and pensioners are paid under the 7th Pay Commission. Their minimum basic salary is Rs 18000, while pensioners get a minimum basic pension of Rs 9000. At the same time, under the 7th Pay Commission, the maximum basic salary is Rs 2,25,000, while people holding top positions like Cabinet Secretary and others get Rs 2,50,000 every month.
