The monsoon session of Parliament is going to start from 20th July. The government is again considering bringing women’s reservation and delimitation bill in this session. The government is in contact with many parties to pass the bill.

Now the question is whether some opposition parties are changing their stand on women’s reservation and delimitation before the session? Amidst the changing political equations, the recent split in the opposition and the changing tone of some parties, the government is confident that this time the mathematics of numbers in Parliament may be in its favor. Meanwhile, discussion has started in political circles regarding a social media post of Akhilesh Yadav.

Also read: AI works wonders in security of Amarnath Yatra, 3 suspects arrested with facial recognition system

Changed parliamentary mathematics

The monsoon session of Parliament is starting from 20th July. But this time not only the agenda, the arithmetic of Parliament will also appear to have changed. In recent months, the scope of support for NDA has increased after the split between Trinamool Congress and Shiv Sena. In such a situation, the government hopes that the bills that were stuck in the last session due to lack of numbers can now be moved forward.

Akhilesh’s demand

The government is keeping an eye not only on its allies but also on the changed stance of some opposition parties. Meanwhile, the social media post of Samajwadi Party President Akhilesh Yadav has also fueled political discussions. Akhilesh Yadav posted on social media along with some women and wrote that their demand is that along with delimitation, seats in Rajya Sabha should also be increased. Along with this, backward class and Muslim women should get proper representation under PDA in women reservation and women reservation should be implemented in Uttar Pradesh from 2027 assembly elections.

photo of budget session

Akhilesh Yadav has also attached his political conditions to the support, but in political circles it is being seen as a positive sign for the government. It is noteworthy that during the budget session, during the voting on the 131st Constitution Amendment Bill related to women’s reservation and delimitation, a rift in opposition unity was visible. Despite supporting women’s reservation, many opposition parties were not in favor of delimitation and increasing the number of Lok Sabha seats. This was the reason why the bill could not get the required two-thirds majority.

changed political equations

Now, after the political developments in Shiv Sena, Trinamool Congress and other opposition parties in recent months, BJP is confident that this time the arithmetic of the House may be in its favor. In this monsoon session, not only women’s reservation and delimitation, but the unity of the opposition will also go through a big test. The government has faith in the changed equations, whereas the final stand of the opposition will be clear only in the Parliament.

There is a tremendous stir in the corridors of power of Delhi at the moment because many big names are being removed from the Modi cabinet one after the other. It has started with the resignation of Union Minister George Kurien and this matter will drag on for a long time. After this, it is almost certain that Ravneet Singh Bittu, Pankaj Chaudhary and Harsh Malhotra will be removed from the post of ministers. There are three big reasons behind all this happening. Let us understand this entire political turmoil…

George Kurien’s resignation: Why and how did it begin?

George Kurien was the Minister of State for Fisheries, Animal Husbandry and Dairying in the Modi government and was counted among the big faces of BJP from Kerala. The biggest reason behind his resignation is that he is no longer a Rajya Sabha MP. In fact, according to the Constitution of India, any person can remain a minister for a maximum of six months without being a member of Parliament.

Since Kurien’s Rajya Sabha tenure ended and the party did not send him to the Rajya Sabha again, he had to give up his chair due to constitutional compulsion. There is no punishment or resentment, but a technical compulsion, which is now going to become a headache for other ministers also.

Ravneet Singh Bittu’s number: Same constitutional hurdle

According to sources, now the next number could be Ravneet Singh Bittu, who is currently the Minister of State for Railways and Food Processing Industries. His story is also somewhat similar to that of Kurien. Bittu had lost from Ludhiana seat of Punjab in the last Lok Sabha elections, after which the party made him a minister by showing him the way to Rajya Sabha. But now his Rajya Sabha tenure has also ended and he has not been able to reach the House again.

In such a situation, it is almost impossible for him to continue as a minister under the same six-month rule of the Constitution. Sources say that he will also submit his resignation soon. This situation shows how weak can be the political ground of many faces who have been made ministers through Rajya Sabha after losing the elections.

Pankaj Chaudhary and Harsh Malhotra: The noose of ‘one person, one post’

Now comes the turn of those two names, whose departure is being decided for a slightly different reason – Pankaj Chaudhary and Harsh Malhotra. Both of them are currently Lok Sabha MPs and are also Ministers of State at the Centre, hence there is no problem of Parliament membership for them. But the sword hanging over them is BJP’s own internal principle – ‘One person, one post.’

There is a rule in BJP that no leader can hold a big position in both the government and the party organization simultaneously. The party has now made preparations for a large-scale reshuffle in its organization in view of the upcoming elections. In this series, Pankaj Chaudhary and Harsh Malhotra are being given very important responsibilities in the party organization.

It is possible that he will be given in-charge of the upcoming election states or some big post at the national level. As soon as he takes over any major command of the organization, he will have to step down from the post of minister. This is not a punishment, but a part of the party’s strategy in which experienced leaders are directly fielded in the election field.

Mathematics of electoral states: UP, Punjab, Uttarakhand and Gujarat

The real reason for all these resignations and changes is the assembly elections of four states Uttar Pradesh, Punjab, Uttarakhand and Gujarat to be held next year i.e. in 2027. These four states are very important for BJP and the party does not want to take any risk in them. In such a situation, there are two big advantages behind the strategy of removing some faces from the government and sending them to the organization:

The leaders who will join the organization will be able to focus with full force on election management, booth level work and selection of candidates.

The new faces that will come in the cabinet will be brought directly from these electoral states so that social and caste equations can be smoothed out.

If sources are to be believed, there will be a new face from Brahmin, Dalit or OBC community from Uttar Pradesh. Dalit or Sikh face from Punjab, Thakur or Brahmin from Uttarakhand and Patidar or tribal community leaders from Gujarat can get a place in the cabinet. This is the reason why the departure of not only these four but also some other ministers is considered certain so that adequate space can be created for the electoral states.

So did George really start resigning?

George Kurien’s resignation is being considered as the beginning of cabinet reshuffle. A cabinet meeting has been called on 24 June 2026, after which major changes can be announced. New faces can be included in the cabinet. There will be special focus on electoral states and the principle of ‘one person, one post’ will be strictly implemented.

Experts say that this is not a common reshuffle. This is BJP’s complete preparation for the 2027 elections. The ministers who contest elections will join the organization and those who join the organization will no longer be ministers. All this is a big equation between power and organization, which the Modi government is trying to achieve before the upcoming elections.

BJP has continuously strengthened its hold in the country’s politics since forming the government at the Center under the leadership of Narendra Modi in 2014. During this period, the party not only achieved election victory, but also successfully executed the strategy of breaking the leaders, MLAs and MPs of other parties and joining them. This strategy is known in political circles as ‘Operation Lotus’. So let us also know how many MPs and MLAs have joined BJP in the last 12 years…

How many MLAs and MPs joined BJP in the last 12 years?

The biggest success of BJP after 2014 has been to increase its presence in the assemblies. According to the Times of India report, in 2014, BJP had a total of 1,035 MLAs across the country. This number continued to increase and by 2025 it would reach 1,654. That means the number of BJP MLAs has increased by about 600 in a decade.

BJP has made huge gains not only at the level of MLAs but also at the level of MPs. According to the report of the Association for Democratic Reforms (ADR), 500 MPs and MLAs defected in the elections held between 2014 and 2021. BJP benefited the most from these. According to the report, during this period, 173 MPs and MLAs left other parties and joined BJP. At the same time, only 33 MPs-MLAs separated from BJP.

According to media reports, the most discussed figure of defection between 2022 and 2026 is that of 168 MPs and MLAs. Of these, 82 percent i.e. about 138 people joined BJP. This means that the destination of more than three out of every four defector leaders was BJP.

Which party suffered the most loss?

The ADR report clearly shows that Congress had to bear the biggest brunt of the defection. Between 2014 and 2021, 177 MPs and MLAs left Congress. Apart from this, 222 candidates also left Congress. Bahujan Samaj Party (BSP) was at second place, whose 20 MPs-MLAs and 153 candidates left the party. Samajwadi Party (SP) lost 18 MPs-MLAs, while 26 MPs-MLAs defected from Trinamool Congress (TMC).

Congress suffered the biggest blow in the period from 2022 to 2026. Media reports show that 57 percent of those who joined BJP were earlier in Congress. That means out of 138 leaders who joined BJP, about 79 had left Congress. However, this figure is only part of a report. The whole picture is even bigger. According to BJP.ORG, by 2026, the total number of BJP MLAs across the country will reach 1,654, which was 1,364 in 2019. That means, BJP gained about 290 MLAs in just 7 years, which also includes the period 2022-2026.

According to prsindia.org, let’s look at some examples of major party defections in 2022-2026:

2022: In Maharashtra, about 40 Shiv Sena MLAs parted ways with Eknath Shinde and formed a BJP-supported government. 8 Congress MLAs joined BJP in Goa.

2023: After winning the assembly elections in Madhya Pradesh, Rajasthan and Chhattisgarh, 10 BJP MPs resigned from their Lok Sabha seats.

2024: In Himachal Pradesh, 6 disqualified rebel Congress MLAs joined BJP.

2026: 7 Rajya Sabha MPs of Aam Aadmi Party (AAP) joined BJP.

Where was ‘Operation Lotus’ conducted across the country?

The name of ‘Operation Lotus’ has been taken from BJP’s election symbol ‘Lotus’. This strategy started in Karnataka in 2008, but it intensified after 2014…

Karnataka (2019): Congress-JDS coalition government was formed in the 2018 assembly elections. In 2019, BJP toppled the government by removing many MLAs and made BS Yediyurappa the Chief Minister.

Madhya Pradesh (2020): Kamal Nath’s Congress government had to fall after the resignation of 22 MLAs. Most of these MLAs later joined BJP. Shivraj Singh Chauhan again took power.

Goa (2022): Out of 11 Congress MLAs, 8 joined BJP. Due to this, Congress almost got destroyed in Goa.

Maharashtra (2022): Eknath Shinde rebelled along with 40 Shiv Sena MLAs and formed the government with BJP. Uddhav Thackeray’s government fell.

Maharashtra (2023): Ajit Pawar rebelled in the Nationalist Congress Party (NCP) and joined the Shinde government.

Himachal Pradesh (2024): BJP tried to topple Congress’s Sukhwinder Sukhu government through Operation Lotus, when 6 Congress MLAs did cross-voting in the Rajya Sabha elections.

According to media reports and opposition parties, BJP has so far toppled governments in 6 states through ‘Operation Lotus’.

The biggest question is why did the situation change after Modi?

According to experts, before 2014, BJP was also a big party, but under the leadership of Modi, its political strength increased manifold. There are 5 big reasons behind this:

strong leadership: Narendra Modi’s popularity and focused leadership made BJP a ‘winning party’. Leaders started feeling that staying in BJP was politically safe and beneficial.

Organizational Strength: BJP’s organization became stronger under the leadership of Amit Shah. The party created a strong network in every state and adopted an effective strategy to woo the leaders of opposition parties.

Weakening of opposition: After the defeat in the 2014 Lok Sabha elections, Congress continued to weaken. Due to leadership crisis and internal strife, many leaders left Congress. At the same time, regional parties also could not stand in front of BJP.

Slogan of ‘Development’: The Modi government built a strong support base with slogans like ‘Sabka Saath, Sabka Vikas’ and ‘poverty alleviation’. This made the leaders feel that BJP’s policies are popular among the people.

Legal and Administrative Pressure: The action of agencies like Enforcement Directorate (ED) and CBI against many opposition leaders also encouraged defection. Many leaders joined BJP to avoid legal cases.

Current situation: NDA’s position in Lok Sabha and Rajya Sabha

By mid-2026, NDA’s position has become quite strong:

Lok Sabha: After 20 TMC MPs supported the NDA, the strength of the BJP-led NDA alliance has increased to 314. However, to pass the Constitution Amendment Bill, two-thirds majority (360 seats) is required in the Lok Sabha. NDA is 46 seats behind. NDA’s position may become stronger if DMK (22 MPs) exits the INDIA block. 6 MPs of Shiv Sena (UBT) faction have also said that they will leave the party and support NDA. That means now NDA will have 319 seats in the Lok Sabha.

Rajya Sabha: NDA has 148 MPs. After the upcoming elections and by-elections in West Bengal, this number may reach 155. The two-thirds majority figure in Rajya Sabha is 164. For this, NDA needs the support of parties like BJD (5 MPs) and YSR Congress (7 MPs).

Recently, 7 Rajya Sabha MPs of Aam Aadmi Party (AAP) have also merged with BJP. This has further increased the strength of BJP in Rajya Sabha.

The period between 2022 to 2026 was very beneficial for BJP in terms of defection. Congress was the biggest losing party of this period, while parties like Shiv Sena, TMC and AAP also suffered major setbacks. Under ‘Operation Lotus’, BJP not only weakened the opposition parties but also took its numerical strength to a record level.

Rebel MPs of Trinamool Congress met Speaker Om Birla on Sunday. 20 MLAs of the party have spoken of supporting NDA and merging with a regional party. At the same time, now TMC MLA Kunal Ghosh has targeted the rebels in a big way.

He has said that those MPs were not elected as independent MPs. He was selected as a TMC candidate. The voters who voted for him are anti-BJP. Now he is joining NDA. This is not only a betrayal of Mamata Banerjee and TMC. Rather, all those voters who voted for him are also cheated.

What could be the next step of the rebel MPs?

There is talk that the rebel factions of TMC and Congress may consider merging into a north-eastern party. That party will be part of NDA. However, official information is also awaited. According to sources, this rebel faction of Trinamool Congress is planning to merge with the Nationalist Citizen Party of Tripura. Shatabdi Rai said that we are going with Nationalist Citizen Party.

Air India crash: ‘Emergency power device had tripped on the runway itself’ – New questions raised on investigation; FIP asked for answers

What was the entire political event of Sunday?
20 MPs met the Speaker on Sunday. More than two-thirds of the MPs have met the Speaker. On behalf of the rebel group, Sudeep Bandopadhyay has said that they will claim the original symbol of TMC. He told that there is a system, if two-thirds of the party’s share goes away, then on the first day we cannot claim that give us the name of this party. When the Parliament will be held in July, we will come to Trinamool, then we will say that give Trinamool to us because we have two-thirds.

Delimitation Bill is no longer just a legal process. This has become one of the hottest issues of Indian politics. In April 2026, this bill was defeated by 54 votes, but now new political equations are being created. There has been rebellion in Trinamool Congress (TMC), DMK has separated from the INDIA alliance and NDA’s strength is expected to increase in Rajya Sabha. The question arises whether these changes will be able to change the numbers game so much that the Modi government can cross the magical figure of 360? Come, let’s delve into the world of numbers and understand the whole game…

What is Delimitation Bill and what is included in it?

The Constitution (131st Amendment) Bill 2026 aims to increase the number of Lok Sabha seats from the current 543 to 850 and delimit constituencies on the basis of the 2011 census. One of its major objectives is to implement 33 percent reservation for women under the Nari Shakti Vandan Act. This bill was defeated in April 2026 because apart from the opposition, many regional parties including TMC and DMK also strongly opposed it.

How many marks are required to pass?

This bill is a constitutional amendment, hence ‘special majority’ is required to pass it. Under Article 368, two conditions must be fulfilled for this:

First condition: Majority of the total members of the House.

Second condition: Two-thirds (2/3rd) majority of the voting members.

At present three seats are vacant in the Lok Sabha, hence the effective strength of the House is 540. In this situation, 360 votes are required for two-thirds majority. The total number of members in Rajya Sabha is 245, where 164 votes are required for two-thirds majority.

What is the full mathematics of the current number in the Lok Sabha?

The biggest change has come in TMC since the defeat of the bill. Let us understand through numbers where NDA stands and how far it has to go:

Basic premise of NDA: At present NDA has 293 MPs. This includes 240 MPs from BJP, 16 from TDP, 12 from JDU and other allies.

TMC rebellion: Trinamool Congress MP Kakoli Ghosh Dastidar has claimed that about 20 of the party’s 29 MPs are with her and all of them together have requested to make arrangements for the Lok Sabha Speaker to sit separately. If these 20 TMC MPs support NDA, then NDA’s tally will increase from 293 to 313.

DMK’s position: DMK has left the INDIA alliance, but 22 MPs are not ready to support the delimitation bill. The party says it opposes the bill in its current form ‘in principle’ and will continue to fight for the rights of the states.

No support for Shiv Sena (UBT): There was speculation in some media reports that 6 out of 9 MPs of Shiv Sena (UBT) may break away. But the reality is that the support of Shiv Sena (UBT) is not visible far and wide.

Short of just 12 votes: If we add to the rebel TMC MPs (313) the additional 5 MPs who supported the NDA in April, then the figure reaches 318. In this way the government can reach approximately 348 MPs. That means NDA is still about 12 votes away from the figure of 360.

Are the numbers being fulfilled in Rajya Sabha?

NDA currently has 149 MPs in Rajya Sabha. Here the two-thirds majority figure is 164. Elections are to be held on 25 Rajya Sabha seats in 10 states on June 18, 2026. The number of NDA MPs is expected to increase after the election results. However, in Rajya Sabha also, NDA will need more than 15 seats to get absolute majority.

Will Modi government be able to pass the bill?

This is the biggest question. The answer depends on how many TMC MPs support the government. Whether DMK gives issue-based support or not and how many seats does NDA get in Rajya Sabha elections.

Even if the government gets the full support of 20 TMC and 22 DMK MPs, it will still need 12-19 extra votes to reach 360. These votes may come from some independent MPs. However, all this is not completely certain and these MPs may also be accused of ‘horse trading’.

Why is this path not so easy?

This path of NDA is full of thorns and there are many big challenges ahead, which cannot be ignored…

First challenge- No official support from rebel TMC MPs yet

At present, the rebel TMC MPs have only requested for separate seating arrangements. Although there is speculation that these MPs may give ‘unconditional support’, they have not yet formally announced their support to the government.

Second challenge- Strong opposition from DMK and southern states

DMK has made it clear that it opposes the Delimitation Bill in its current form ‘in principle’. The party says that it will not compromise at any cost to protect the interests of the southern states. The government hopes that perhaps DMK can be persuaded by making some changes in the bill. However, southern states like Kerala, Telangana and Karnataka are openly opposing this bill. Their concern is that delimitation on the basis of population will reduce their seats, because they have been successful in controlling population.

Third challenge- Shiv Sena (UBT) not opening any front.

Apart from a few media reports, there is no indication of Shiv Sena (UBT) breaking away or supporting the NDA. Despite speculations, the party is maintaining distance from the government and getting its support seems difficult.

Fourth Challenge- Separate path of ‘ONOE’ and regional parties

Many regional parties have different opinions from the government on issues like ‘one country, one election’ and ‘delimitation’. Apart from DMK, other parties are also against the bill. Even after the Rajya Sabha elections, NDA will need about 15 more seats to get absolute majority. The path to getting these seats is not easy.

The numbers game is not over yet

The new political equations have increased the expectations for NDA, but the reality is that despite getting support, BJP will still be about 12 votes away from its target. NDA can get a big benefit from the rebellion in TMC, yet it is very difficult to pass the bill. However, opposition from DMK and other parties has made this difficult for the government. In the coming days, change in the attitude of rebel TMC MPs and stubborn attitude of DMK will play the most important role. Only then will we know whether Modi government is able to win this numbers game or not.

According to government sources, as soon as the NDA is likely to have the required majority in both the Lok Sabha and the Rajya Sabha, the government can call a special session even before the monsoon session. The monsoon session is likely to begin from the second week of July, but if the numbers are met, the government will not shy away from calling a separate session for it.

NDA Cadets Stipend Salary: It is the dream of millions of youth to become an officer in the Indian Army, Navy and Air Force, but to fulfill this dream one has to go through many stages of examination. In this, first of all the candidates have to pass the prestigious examination like NDA, then they have to face the challenge of SSB interview and medical test. Only after passing all these stages are the candidates selected for military training.

Often people think that cadets in NDA and other military academies only study and undergo rigorous training. In such a situation, people also question whether the cadets get any salary or financial assistance during training. If you are also dreaming of making a career in defense services, then let us know whether NDA cadets get salary even during training and how much money they get every month.

Do NDA cadets get salary even during training?

The Government of India gives stipend every month to the cadets undergoing military training, this amount is given so that the cadets can meet their needs and they do not have to face financial problems. As per the recommendations of the Seventh Pay Commission, when NDA cadets complete their initial training and reach the final stage of military academies like Indian Military Academy (IMA), Air Force Academy (AFA) or Indian Naval Academy (INA), they start getting a stipend of Rs 56,100 per month. This amount has been decided on the basis of Level-10 of the pay matrix, which is considered equal to the starting salary of a new officer in the army. Although a stipend of Rs 56,100 has been fixed by the government, the cadets do not get this entire salary directly. From this, some necessary expenses and security related deductions are made. The purpose of these deductions is to provide future security and training related facilities to the cadets.

Money is deducted for Army Group Insurance Fund

Every cadet is provided insurance cover under the Army Group Insurance Fund (AGIF). This is an important arrangement, so that the cadet and his family can get financial security in any situation. For this insurance scheme, every month an amount of about Rs 7,000 to 8,000 is deducted from the stipend.

There is also expenditure on grooming and other facilities.

During military training, the lifestyle of cadets is completely disciplined. Some expenses are also incurred on their uniform, haircut, laundry, sports equipment and other necessary arrangements. For these facilities also, a fixed salary is deducted from the stipend. However, this reduction is not very much.

Also read – Mukesh Ambani Salary: How much money does Mukesh Ambani get from Reliance Industries in 365 days, know how he earns?

How much money do cadets get every month?

After all the necessary deductions, cadets get around Rs 10,000 to 15,000 every month. This amount is usually called cash-in-hand.

The government bears the entire cost of living and eating.

The government spends most of the needs of the cadets studying in NDA and other military academies like hostel, food, medical facilities, training material and uniform. When cadets complete their training and are appointed as Lieutenant in the Army, Sub-Lieutenant in the Navy or Flying Officer in the Air Force after the passing out parade, their stipend gets converted into regular pay. After this, along with the basic salary, they also start getting many types of allowances.

JDU working president Sanjay Jha has made a big claim. Attacking the opposition parties, he has blamed Arvind Kejriwal and Mamata Banerjee for the break in the India Alliance. He said that Nitish Kumar had brought everyone on one platform but when there was no unity nor any vision among its allies regarding going to the elections, they decided to separate.
When he was asked that the first meeting of India Block was held in Nitish Kumar’s house in Patna in 2023. Why did he go out after some time? On this, JDU leader Sanjay Jha said, “Two men have destroyed this India Alliance.” Their names are Mamta Banerjee and Arvind Kejriwal.

‘Where those people are in politics today is in front of everyone’

He further said, ‘A consensus was reached in the India Block. I am not saying that Nitish Kumar was a projected candidate for the post of Prime Minister. A consensus was reached but in the meeting both of them said that there should be a Dalit convener. It should be Mallikarjun Kharge Saheb. By saying this he also put Congress on the backfoot. Where those people stand in politics today is in front of everyone.

Nitish Kumar had brought everyone on one platform – Sanjay Jha

While talking to Indian Express, Sanjay Jha said, “It was not at all true that Nitish Kumar ji had to become a convener. He had his own credibility regarding this alliance. He was roaming everywhere, talking to other leaders. Brought everyone on one platform. But by speaking like that in the meeting, Congress went on the backfoot.

‘Mamata Banerjee and Kejriwal ended India Alliance’

He also said, “We again saw that there is no plan in this alliance as to how we will go into the transition. There was no unity anywhere. We regional parties felt that Congress keeps doing its politics in one or two states and it does not make much difference to it. I personally feel that Mamata Banerjee and Arvind Kejriwal have destroyed the India Alliance.

Why did JDU form alliance with NDA?

When he was asked that India Alliance was formed against BJP but later why JDU formed alliance with NDA. On this question, Sanjay Jha said, “In Bihar you will have to work in some alliance or the other.” It is true that Nitish Kumar ji had an important role in forming India Alliance but when he felt that it was neither moving nor had any vision, he decided to part ways.

We had no other option – Sanjay Jha

He also said that it does not work just by opposing Modi ji and BJP. You too will take some of your viewpoint among the people. Nitish Kumar tried a lot. We went with BJP to work as a regional party in Bihar because we had no other option, this is the truth and we are working together in Bihar.

OBC reservation has always been a big and controversial issue in the politics of West Bengal, but now it has taken a historic turn. Chief Minister Suvendu Adhikari has reduced the state’s OBC reservation from 17 percent to 7 percent. The most shocking thing is that under this decision, OBC reservation for Muslim communities has been completely abolished. The government has restored the original OBC list before 2010, which included only 66 castes and these castes will now get only 7 percent reservation. This decision was taken after the first cabinet meeting of the new government and with this the OBC categories (OBC-A and OBC-B) created on the basis of religion in the state have been completely abolished. What is this whole matter after all?

What was the system before 2010?

Till 2010, West Bengal’s OBC list included only 66 castes, which were created entirely on the basis of social and economic backwardness. This list was prepared after many years of study and recommendations of the Commission and genuine backward class communities were included in it.

How did Left Front and Trinamool change the equations after 2010?

After this the political game started. In September 2010, just before the assembly elections, the Left Front government included 42 new castes in the OBC list and also divided the reservation into two categories: 10% reservation for Category-A (extremely backward) and 7% for Category-B (backward).

After coming to power in May 2012, Mamata Banerjee’s Trinamool Congress government took it further and added 35 more castes to the OBC list. Together, these two governments included a total of 77 new castes in the OBC list, out of which 75 belonged to the Muslim community. In this way, OBC reservation in the state became 17% (10% for Category-A and 7% for Category-B) and about 80% of the Muslim population of the state came under this reservation.

How did Calcutta High Court catch this ‘game’?

The biggest turning point in this entire matter came on 22 May 2024, when the Calcutta High Court gave a historic verdict. The bench of Justice Tapabrata Chakraborty and Justice Rajashekhar Mantha canceled the reservation of 77 castes included in the OBC list after 2010, terming it illegal and unconstitutional.

The court said in its decision, ‘Religion is the only criterion for declaring these communities as OBC.’ The court also said that this reservation was given for political purposes, which is an insult to democracy and the entire community. Not only this, the court clarified that the OBC status given to the communities was given in a hurry because it was an election promise of Mamata Banerjee and unconstitutional method was adopted to fulfill it as soon as she gained power.

Due to this decision, about 12 lakh OBC certificates issued after 2010 were cancelled. However, the court also made it clear that the services of those who have already taken advantage of this reservation and got jobs will not be affected by this decision.

Mamata Banerjee’s protest and legal battle

Mamata Banerjee took a very strict stand against the decision of the High Court. She said, ‘I will not accept this order of the court, I will not accept it, I will not accept it…’ Her government challenged this decision in the Supreme Court. There was a period of legal turmoil in the Supreme Court. First, the Supreme Court stayed the High Court order and allowed the state government to implement the 17% OBC quota. But in August 2024, Justice Kaushik Chanda of Calcutta High Court ordered in a JEE case that only the old OBC quota formula of 2010 (7%) will be applicable. After this, the Supreme Court bench of three judges gave permission to the state government to implement the 17% quota.

What did Shubhendu government do now?

After the change of power in the 2026 assembly elections, the first major decision taken by the BJP government led by Chief Minister Suvendu Adhikari was regarding OBC reservation. The government took 5 big steps:

Petition withdrawn: First of all, the new government withdrew the petition filed by the Mamata Banerjee government in the Supreme Court, in which the High Court’s decision was challenged.

Old list restored: On May 19, 2026, the Backward Classes Welfare Department issued a notification restoring the pre-2010 OBC list, which included only 66 castes.

Reservation reduced: Total OBC reservation was reduced from 17% to 7%.

Religion-based categories eliminated: The religion-based categories of OBC-A and OBC-B were completely abolished.

Muslim community out: The new list removed 74 sub-castes, most of which were Muslims. Now only three Muslim communities – Pahadia, Hajjam and Chaudali are included in the OBC list.

Apart from this, many traditional and social communities like Kapali, Kurmi, Barber (Nepit), Tanti, Dhanuk, Butcher, Khandait, Turha, Paharia Muslim, Devanga, Hajjam (Muslim), Goala, Sutradhar, Karmakar, Swarnakar etc. are included in the new list.

How big is the impact of this decision?

This decision can have 4 major impacts:

Affected Certificates: After the High Court’s decision, about 12 lakh OBC certificates issued after 2010 were cancelled.

Beneficiary: Under the previous system, about 80% of the Muslim population of the state used to get the benefit of OBC reservation, which will now end.

Impact on education: After the new notification, the Education Department has increased the OBC quota to 7% in the centralized admission portal. “We are following the state order in all matters of admission and establishment,” said Debajyoti Konar, registrar of Presidency University.

Socio-Economic Impact: Experts believe that this decision will bring a big change in the caste equations in the state. OBC researchers say that there was a slight improvement in the presence of Muslims in jobs like higher education, police force and teaching, but now they will have to fight in the general category, due to which their representation may fall rapidly.

On this, Suvendu government says that this decision has been taken in compliance with the order of Calcutta High Court of May 2024. The government argues that previous governments included Muslims in the OBC list for ‘vote bank politics’, due to which the genuinely backward Hindu communities were deprived of the benefits of reservation.

At the same time, TMC has described this decision as ‘anti-Muslim’ and ‘against social justice’. BJP has called it ‘end of appeasement politics’.

Former top civil servant and expert Jawahar Sarkar said the impact of a large number of Muslims being left out of the OBC list is likely to be more political than socio-economic.

Political issue is bigger than reservation

This whole matter is not just about reservation, but about politics. In 2010, the Left Front and in 2012, TMC included Muslim communities in the OBC list for electoral gains. In 2024, the Calcutta High Court declared it unconstitutional. The new BJP government made this its election promise in 2026 and implemented it as soon as it came to power.
