India is raising this issue at the bilateral level under the WTO&#8217;s Sanitary and Phytosanitary Standards Agreement and the International Plant Protection Treaty Draft.</p>

According to the ministry, the Nepal-India border in the riverine areas was decided using the fixed boundary principle, resulting in a situation where citizens of one country farm or live on land falling under the jurisdiction of the other country.</p>

<p style="text-align: justify;"><strong>Nepal Accident News:</strong> A total of 21 people including the driver have been injured in the accident that took place in Piyuthan district of Nepal. In this, a woman and a girl died, while the remaining 19 people were injured. The deceased have been identified as 35 year old Nirmala and 6 year old Kavya. All the injured have been admitted to a private hospital in Butwal. The injured include Sangeeta, Ramudaya, Lakshmi, Mansa, Pooja, Alok, Sheshnath, Preeti, Shivansh, Kritki, Snehlata, Karan, Meera, Naresh, Ankit, Arvind, Sandhya, Ayush and Durga.</p>
<p style="text-align: justify;">The District Magistrate immediately talked to Chief District Officer Rupandehi and admitted the injured to Lumbini City Hospital. SDM Nautanwa Naveen Prasad has been sent to the spot for relief and rescue operations and ADM (F/R) is camping in Sonauli and ensuring coordination with the Nepalese administration. Ten ambulances including four advanced life support ambulances have been immediately sent to the spot.</p>
<p style="text-align: justify;"><strong>Rapid coordination in relief and rescue operations </strong></p>
<p style="text-align: justify;">Along with keeping the medical team of the district hospital and medical college on high alert, beds have been reserved for the injured. All necessary support is also being provided by Nepal administration. The District Magistrate is continuously communicating with the Nepal Administration.</p>
<p style="text-align: justify;">The District Magistrate has expressed condolences to the injured and the families of the deceased. Meanwhile, Uttar Pradesh Chief Minister Yogi Adityanath has announced financial assistance of ₹ 2 lakh each for the families of the deceased. All necessary arrangements have been made to take the injured and the families of the deceased to Nepal, so that they do not face any kind of inconvenience. </p>
<p style="text-align: justify;"><strong>Joint effort of India-Nepal administration </strong></p>
<p style="text-align: justify;">After this tragic accident, the prompt and coordinated action of the administration has accelerated the relief work, while the better coordination between India and Nepal has emerged as a major strength in this hour of crisis.</p>

Now instead of getting full salary once at the end of the month, government employees will be given half salary every 15 days i.e. twice a month. The government has now decided to implement &#8216;fortnightly payment system&#8217;, changing the system of giving &#8216;month-end salary&#8217; that has been going on for decades. </p>
<p style="text-align: justify;">This step of Nepal government is being considered as a revolutionary step in the interest of administrative structure and employees. Nepal&#8217;s Finance Ministry has said that the main objective of this step is to stabilize the financial condition of government employees and increase the flow of cash in the market. It is often seen that by the last week of the month, the pockets of middle class employees become empty, due to which they have to struggle or take loans for their daily needs. With the new system, money will be available to them every second week.</p>
<p style="text-align: justify;"><strong>What benefit will the employees and the government get from this?</strong></p>
<p style="text-align: justify;">Economic experts believe that this decision will not only benefit the employees but also the country&#8217;s economy. When money comes into people&#8217;s hands every 15 days, there will be continuity of purchasing in the market. This will increase the business of retailers and small traders. Usually, there is crowd in the market at the beginning of the month and silence at the end, but now there will be equal demand in the market throughout the month.</p>
<p style="text-align: justify;"><strong>There will be ease in expenses like school, electricity and ration – employees</strong></p>
<p style="text-align: justify;">After this announcement, there is an atmosphere of excitement in the government corridors of Nepal. Employees say that budget management will now become easier. Now they will be able to divide expenses like school fees, electricity bill and ration in a better way. Also, this system is on the lines of developed countries (like America and Australia), which reflects the modern approach to management.</p>

<p style="text-align: justify;">35-year-old Balendra Shah alias Balen, the icon of the Gen-Z movement, created history on Friday (March 27, 2026) by taking oath as the youngest democratically elected Prime Minister of Nepal. Rapper, engineer and then politician Balendra Shah has become a symbol of generational change in Nepal&#8217;s politics.</p>
<p style="text-align: justify;">Balen is also the first person from the Madhes region to become the 47th Prime Minister of the country. Balen defeated K.P. in Jhapa-5 constituency of Nepal. Sharma defeated Oli by a huge margin of about 50,000 votes. Oli has been the Prime Minister of the country four times. Balen had won the election for the post of Mayor of Kathmandu in the year 2022 as an independent candidate.</p>
<p style="text-align: justify;">The Oli-led coalition government fell in September last year following nationwide violent protests against the ban on social media and corruption. After this, the youth of Gen-Z considered Balen as a popular candidate to lead the interim government, but Balen refused to lead the interim government at that time and said that he would prefer to lead the government for a full term by contesting the parliamentary elections.</p>
<p style="text-align: justify;">Gen-Z is the generation born between 1997 and 2012. In January, Balen joined the newly formed Rashtriya Swatantra Party (RCP) led by Ravi Lamichhane and was soon declared the party&#8217;s prime ministerial candidate. As mayor of Kathmandu, Balen is credited with extensive reforms and beautification of the metropolis. Born in the country&#8217;s capital Kathmandu, Balen is the youngest son of Ayurveda doctor Ram Narayan Shah and housewife Dhruvdevi Shah. He was interested in music and poetry since childhood and during his education he turned to rap music.</p>
<p style="text-align: justify;">After completing his civil engineering degree from Kathmandu, Balen pursued a master&#8217;s degree in engineering from Visvesvaraya Technological University, Karnataka. Balen married Sabina Kafle in 2018 and the couple has a daughter. Balen has more than 10 lakh &#8216;subscribers&#8217; on his official YouTube channel.</p>

<p style="text-align: justify;">In the recently declared election results, counting is going on for 165 seats. Of these, Balen Shah&#8217;s RSP has won 55 seats. His party is leading on 66 seats. This party was formed four years ago by a journalist Rabi Lamichhane. Former Prime Minister KP Sharma Oli is trailing Balen Shah by 43 thousand votes in Jhapa seat. Oli had won the elections from Jhapa-5 seat in 2017 and 2022.</p>
<p style="text-align: justify;"><strong>Under which system are elections held in Nepal? </strong></p>
<p style="text-align: justify;">The electoral system in Nepal is mixed. Here members of Parliament are elected in two ways. Of these, one wins by direct election and the other by total votes received by the party. At present Nepal has completed the election process on the basis of party vote percentage. 110 seats in Nepal will be distributed on the basis of vote percentage received by the parties. Here the public does not vote for any candidate but directly for the party. Any party is given seats in the Parliament according to its vote percentage.  </p>
<p style="text-align: justify;">Balen Shah&#8217;s party has so far received 54.8 percent votes. Elections were held on 5 March. A total of 58% people have voted here. Counting of votes is expected to last for 3 to 4 days. The Election Commission has planned to complete voting by March 9.</p>

<p style="text-align: justify;">Balen Shah has been the former mayor of Kathmandu. He was born on 27 April 1990 in Kathmandu. He has studied from VNIT Nagpur. He became the first independent mayor of Kathmandu in the year 2022. He is a professional hip-hop and rap music artist. During this period he has won many battles. He is quite famous among the youth of Nepal. He has raised social and political issues in rap.</p>

<p style="text-align: justify;">After the Gen-Z movement in Nepal, eastern Nepal became the center of conflicts. Slogans of &#8216;No Limbuvan, no entry&#8217; kept echoing from Panchthar to Jhapa. These days there is an election atmosphere, but the issue of identity is silent. As the political consciousness generated by the movement is getting lost in the crowd of party changes, the issue of identity is also being marginalized. This is the same geographical area where a campaign to boycott those supporting the name &#8216;Koshi&#8217; was once launched. After the mass movement, Panchthar became the center of the Limbuwan movement.</p>
<p style="text-align: justify;">The then Federal State Council held its first national conference and resolved to establish the State of Limbuwan in 9 districts located east of Arun at the Sumhatlung Temple in Phidim-4. After this, many movements took place in the East. Along with the Federal Limbuwan State Council, several parties and pressure groups including the Federal Democratic National Forum, Limbuwan Revolution and Janmukti remained active in the movement for almost two decades. In this same movement, two people named Prince Mangatok of Jhapa and Manil Tamang have already lost their lives before 2079 BS.</p>
<p style="text-align: justify;">After the naming of &#8216;Koshi Pradesh&#8217;, on Chaitra 5, 2077 BS, a group in support of the recognition was protesting in front of the Chief Minister&#8217;s Office in Biratnagar. The police lathicharged the protesters. Padam Bahadur Limbu (Lajehang), 42, central co-commander of the Limbuwan volunteers, was seriously injured. Five days later, he died during treatment at BP Koirala Institute of Health Sciences, Dharan.</p>
<p style="text-align: justify;">Limbu was declared a martyr in the cabinet meeting on 24th of Chaitra month. It was decided to give compensation to the family. But on the main issue the government backed down and said it would cooperate in taking the &#8216;naming movement&#8217; forward through talks with the provinces. This process of retreat continues till today.</p>
<p style="text-align: justify;"><strong>Did not commit to Limbuwan</strong><br />In the Constituent Assembly elections of 2064 and 2070, &#8216;No Limbuwan, No Entry&#8217; campaigns were conducted in Panchthar against parties and candidates who had not committed to Limbuwan. In the 2074 Constituent Assembly elections, the issue also gained support in the parliamentary politics of the province, with the federal Limbuwan State Council led by Kumar Lingden of former Province 1 winning a seat in the Kosi Provincial Assembly through proportional representation. However, in the elections of 2079, the representation of pro-identity parties became zero. Despite street protests on 17 Phalgun the same year, the provincial assembly adopted the name &#8216;Koshi&#8217;.</p>
<p style="text-align: justify;">Researcher Dilvikram Angdembe says that the parties which earlier dominated the Parliament and the government used the identity issue only as a stepping stone to gain power and the advocates of identity did not get access to it, which is why this identity issue could not be awakened.</p>
<p style="text-align: justify;">Even after the former Province 1 was renamed Kosi, the movement for nomination continued in a phased manner. In this sequence, pro-identity forces united in the ongoing &#8216;Remove Cable Car&#8217; campaign in Pathibhara. But even before these two issues were resolved, the leaders and activists supporting the identity themselves admit that the &#8216;Jan-Ji&#8217; movement of 23 and 24 Bhadra took the country to a new level. There are very few candidates supporting the issue of identity in the House of Representatives elections to be held on Falgun 21. Most of the parties participating in the 2017 provincial assembly elections and the 2016 Constituent Assembly elections gave priority to the issue of identity.</p>
<p style="text-align: justify;"><strong>Planning to raise the voice of your identity</strong><br />In 2017, only the then CPN-Maoist Centre, Federal Limbuwan Forum and Janata Samajwadi Party had raised the issue, while UML and Congress were adopting a centrist stance. But this time, only three candidates, namely Federal Limbuwan Forum, JSP and National Progressive Alliance, contesting the elections have given priority to the issue of identity.</p>
<p style="text-align: justify;">Sanjuhang Palungwa, the founding chairman of the Federal Limbuwan State Council, is the National Progressive Alliance&#8217;s proportional candidate in this election. His name was at the first place in the list presented by the party and now he is planning to raise the voice of his identity raised on the streets in the Assembly. In the past, they had focused on demanding the renaming of the former Province 1, including nine districts located east of Arun, to Limbuwan State.</p>
<p style="text-align: justify;">He said, &#8216;In this election, they are seeking votes by moving away from the name controversy and saying that the influence of western culture should be stopped and multiple identities should be established. Identity cannot be established only through street conflicts. I will get this debated in the House with your votes. Now the challenge is not only to change the name of Limbuwan, but also to protect the original culture and civilization of Nepal.</p>
<p style="text-align: justify;">For the original civilization, it is necessary to preserve the ancient Hindu culture, Buddhism and Kirat civilization here. The issue of identity has not been included not only in the candidates but also in the party manifestos.</p>
<p style="text-align: justify;"><strong>The issue of identity was not raised even in the manifestos</strong><br />Election analyst Balkrishna Mabohang believes that constitutionally this issue was marginalized. The issue of identity cannot be raised even in manifestos. He said, &#8216;The public opinion of the party raising the issue of identity is not visible in the areas where the issue of identity is raised. The main rivals are, therefore, it is doubtful that this issue will find a place in the constitutional discussion.</p>
<p style="text-align: justify;">He said, &#8216;The silence of various parties on the issue of identity is surprising. The parties presenting impractical and baseless schemes in the name of development are standing silent on the issue which the public is demanding. Not only the party, but even the leaders and workers supporting the identity issue are gradually abandoning the issue. Most of the leaders and workers holding district, provincial and central level responsibilities in the Federal Limbuwan State Council and Democratic National Forum are joining old parties like Congress and UML, while some have taken refuge in new parties like Rashtriya Swayamsevak Sansthan, Ujjain Nepal and Shram Sanskriti.</p>
