What did Balen Shah say?
While answering the questions of MPs in Parliament on Sunday (May 31), Prime Minister Balen Shah had said that after becoming the Prime Minister, he came to know that not only India has occupied Nepal’s land, but Nepal has also occupied Indian land at many places. External Affairs Ministry spokesperson Lok Bahadur Paudel Chhetri said in a statement that the Prime Minister’s remarks were mainly related to encroachment in the no-man’s-land area on the border and what he described as cross-border occupation.
According to Nepalese media The Kathmandu Post, the Ministry of External Affairs on Sunday (31 May) clarified that what Prime Minister Balendra Shah had said in the Parliament about Nepal occupying Indian land was about the occupation of land across the border and the use of land across the Nepal-India border, rather than any claim to any territory.
What did the ministry say on the statement?
The ministry said, the issue mentioned by the Prime Minister in Parliament is actually related to encroachment and cross-border occupation in Dasgaja area (no-man’s-land). According to the ministry, the Nepal-India border in the riverine areas was decided using the fixed boundary principle, resulting in a situation where citizens of one country farm or live on land falling under the jurisdiction of the other country.

The ministry said that a study by a technical committee has revealed that the land that Nepal is currently using and is in possession of may fall on the Indian side of the border, while the land that India is using and is in possession of may fall on the Nepali side. The statement said, the Prime Minister’s statement in Parliament that at some places Indian land may be on the Nepali side, is related to this technical reality and the issue of cross-border occupation.
Clarification came after criticism
This clarification came after criticism and debate triggered by Shah’s parliamentary comments, which some people considered to be Nepali interference on Indian territory. During the same parliamentary session, Balendra Shah had also said that Nepal and India should talk together on border issues and reiterated that the disputes related to Lipulekh, Limpiyadhura and Kalapani would be resolved through diplomatic talks.
