<p><strong>Rajya Sabha Election Result 2026:</strong> In the elections held for four Rajya Sabha seats from Karnataka, Congress President Mallikarjun Kharge has once again been elected unopposed to the Rajya Sabha. Along with him, senior Congress leaders Pawan Kheda and Mansoor Ali Khan have also reached Rajya Sabha. All four candidates were declared elected unopposed.</p>
<p>Elections were announced for four Rajya Sabha seats in Karnataka as the tenure of the sitting MPs is ending on June 25. These include BJP&#8217;s Eranna Kadadi and Narayana Korgappa, Congress&#8217;s Mallikarjun Kharge and JD(S)&#8217;s former Prime Minister HD Deve Gowda.</p>
<p><strong>Five candidates had filed nominations</strong></p>
<p>Initially, a total of five candidates had filed nominations for these four seats. The elections were to be held on June 18 and members of the Karnataka Assembly were to vote in Vidhana Soudha. But during the scrutiny of nomination papers, the nomination of an independent candidate was rejected. According to officials, after the last date of withdrawal of nominations ended on Thursday, only four candidates were left in the fray. After this, all four candidates were declared elected unopposed.</p>
<p><strong>DK Shivkumar congratulated</strong></p>
<p>Karnataka Chief Minister DK Shivakumar congratulated Mallikarjun Kharge, Pawan Kheda and Mansoor Ali Khan on being elected to the Rajya Sabha. He wrote on the social media platform</p>
<p><strong>Pawan Kheda said- I will try to learn Kannada language</strong></p>
<p>After being elected to Rajya Sabha, Pawan Kheda said that the Congress leadership has given him the opportunity to serve the people of Karnataka, which is a matter of pride for him. He said that he will try to live up to the expectations of the people. Pawan Kheda also said that next time he addresses the people, he will try to speak in Kannada language.</p>
<p><strong>Mansoor Ali Khan expressed gratitude</strong></p>
<p>Mansoor Ali Khan expressed gratitude to the party leadership for being sent to Rajya Sabha. He said that he has received the support of the party leadership at both the central and state levels. He assured that he will raise important issues related to Karnataka and the country in the Rajya Sabha and will raise his voice on issues of national interest. Mansoor Ali Khan is the son of former Union Minister and former Deputy Chairman of Rajya Sabha Rehman Khan. He said that he will work for the interests of both Karnataka and the country.</p>
<p><strong>BJP won all three Rajya Sabha seats in Madhya Pradesh</strong></p>
<p>Whereas in Madhya Pradesh, Bharatiya Janata Party has won all three Rajya Sabha seats unopposed. After the deadline for withdrawal of nominations ended on Thursday, BJP candidates Rajneesh Aggarwal, Tarun Chugh and Mahesh Kewat were declared victorious. Returning officer Arvind Sharma handed over election certificates to the three BJP candidates. Since there were no other candidates left in the fray, all three candidates were elected unopposed.</p>
<p><strong>Congress candidate&#8217;s nomination was rejected</strong></p>
<p>BJP&#8217;s victory was almost certain when the nomination papers of Congress&#8217;s lone candidate Meenakshi Natarajan were rejected on Tuesday. BJP leaders, including Mahesh Kewat, had lodged objections to her nomination. The BJP had alleged that Meenakshi Natarajan had hidden information about a case pending in a Hyderabad court in her election affidavit. After investigating the objection, the election officer accepted it as correct.</p>
<p>While announcing the decision, the returning officer said that Meenakshi Natarajan had submitted incomplete nomination papers and had also not informed about the court summons related to the rape case registered against a Congress leader in Telangana in 2022. On this basis, his nomination was cancelled, after which the path to victory of BJP candidates was cleared.</p>

<h3 style="text-align: justify;">The bill was brought regarding 33 percent reservation for women</h3>
<p style="text-align: justify;">During the special session in the House, an amendment bill was brought to give 33 percent reservation to women. Which has been dropped by the opposition. After this, the ruling party has opened a front against the opposition. Speaker Om Birla said that now it is not possible to decide on further action on this bill, because this bill has fallen at the level of being presented for consideration.</p>

<p style="text-align: justify;">The Women&#8217;s Reservation Bill was passed in the Lok Sabha on Friday (April 17) at 7:45 pm. 326 votes were needed to pass this bill, but only 298 votes were cast in favor, while 230 votes were cast against it. With this the purpose of the special session of the House remained unfulfilled. Now the question is, what ways are left for the government to pass this bill?<em><strong>  Know in the explainer&#8230;</strong></em></p>
<p style="text-align: justify;"><strong>Question 1: Can the government pass this bill through joint session?  </strong></p>
<p style="text-align: justify;"><strong>answer:</strong> No, not at all. Under Article 108 of the Constitution, joint session is held only for ordinary bills, when there is disagreement between the two houses. But there is no provision for a joint session for the Constitution Amendment Bill (131st Amendment Bill). Article 368 clearly says that separate special majority in both the Houses is necessary to amend the Constitution. No joint session can pass this bill. If majority is not obtained in the Lok Sabha, then the path to a joint session is closed. This is the biggest hurdle for the government.</p>
<p style="text-align: justify;"><strong>Question 2: What will be the impact on women&#8217;s reservation if the bill is not passed?</strong></p>
<p style="text-align: justify;"><strong>answer:</strong> Yes, this is the biggest impact. The Women&#8217;s Reservation Act (106th Amendment, Nari Shakti Vandan Act) passed in 2023 has already been implemented, but its implementation hinges on delimitation. The original law said that women&#8217;s reservation would be implemented only after delimitation after the first census. The 131st Amendment Bill was brought to change this, so that delimitation is done on the basis of 2011 census and 33% women reservation starts from the 2029 Lok Sabha elections.</p>
<p style="text-align: justify;">Now, if this bill is not passed, the Basic Law of 2023 will remain as it is. Meaning, women&#8217;s reservation will now be implemented only after the next census and after that the delimitation is completed. Experts say that this may be implemented in the elections of 2034 or later. There is no automatic five-year delay, but there will be a delay due to the original law.</p>
<p style="text-align: justify;"><strong>Question 3: What are the further options for the government and how can the bill be passed?</strong></p>
<p style="text-align: justify;"><strong>answer:</strong> The government has several practical options, but all will take time and political consensus:</p>
<ol>
<li style="text-align: justify;"><strong>Re-introduction of the bill:</strong> Now the government can introduce the bill again in the Lok Sabha in the next session (monsoon session or budget session). Again the entire process i.e. introduction, discussion and voting will be done.</li>
<li style="text-align: justify;"><strong>Revise and bring back:</strong> If some of the opposition&#8217;s demands like maintaining the proportion of southern states are accepted, then the bill can be amended and re-introduced.</li>
<li style="text-align: justify;"><strong>Gathering majority in Rajya Sabha also:</strong> After passing the Lok Sabha, a special majority is required in the Rajya Sabha also. If it gets stuck in the Rajya Sabha, then the way for discussion or amendment is open again.</li>
<li style="text-align: justify;"><strong>Talk to the opposition:</strong> The government has already said that all parties want women&#8217;s reservation. If consensus is reached then it will be easy to pass, but at present the opposition (especially the southern parties) is worried about the delimitation.</li>
<li style="text-align: justify;"><strong>Any minor modifications:</strong> Some experts suggest that without increasing the delimitation, a separate small amendment can be brought to implement only women&#8217;s reservation from 2029, but the current plan of the government is to increase the seats.</li>
</ol>
<p style="text-align: justify;"><strong>Question 4: If the bill is not passed, what will happen in the 2029 elections?</strong></p>
<p style="text-align: justify;"><strong>answer:</strong> Experts say that the 2029 Lok Sabha elections will be held on only 543 seats. There will be no delimitation, hence the number of Lok Sabha seats will not increase. Women reservation will also not be applicable. The concerns of the southern states will be resolved immediately, but women&#8217;s reservation will be delayed. The government says that if the bill is passed, both new seats and reservation can start from 2029 itself. If the bill is defeated, both things will be postponed till 2029 elections.</p>
<p style="text-align: justify;">Delimitation-The Women&#8217;s Reservation Bill has failed due to it not being passed in the Lok Sabha. There is no way for any joint session and women&#8217;s reservation will be implemented in 2034 or later instead of 2029. The government will have to bring the bill again or reach an agreement with the opposition. This is not just a bill of numbers, but a bill of the structure of the country&#8217;s Parliament, federal structure and women empowerment.</p>

The official said that although the Act has been implemented, reservation cannot be implemented in the existing House. <p style="text-align: justify;">Former Prime Minister of the country HD Deve Gowda has written a letter to Congress Parliamentary Party President Sonia Gandhi on Monday (March 16, 2026), expressing concern over the behavior of the opposition in Parliament during the budget session. He said that he is deeply troubled by the way chaotic atmosphere is being created inside the Parliament and its premises, which is mainly being done by the opposition parties. <p style="text-align: justify;">HD Deve Gowda said, &#8216;I strongly feel that the Congress MPs, under the leadership of the leader of the opposition (Rahul Gandhi), have created more problems than necessary inside the Parliament and in its premises. Their protests and blockades outside Parliament are unprecedented. In recent times, Parliament has seen incidents like excessive sloganeering, showing placards and accusing each other by name. This shows a kind of non-serious attitude, which has hurt my basic concept about Parliament and parliamentary democracy.</p>
<p style="text-align: justify;">He said that it goes without saying that my understanding of parliamentary democracy has been based on the learning and guidance received from our founding leaders like Jawaharlal Nehru, Sardar Vallabhbhai Patel, BR Ambedkar and Abul Kalam Azad. In my long public life, I have never seen Parliament in such an atmosphere of chaos and uproar as has been seen in recent times.</p>

<p style="text-align: justify;">The notice bringing the motion against Chief Election Commissioner of India Gyanesh Kumar can be submitted to both the Houses of Parliament (Lok Sabha and Rajya Sabha) on Thursday (March 12). The process of signatures required on the notice to bring the proposal was completed on Wednesday (March 11). This is the first time that a notice is being given to remove a Chief Election Commissioner from his post.</p>
<p style="text-align: justify;"><strong>How many MPs signed the notice?</strong></p>
<p style="text-align: justify;">A source has given this information to PTI. Regarding the matter, a senior MP said that the signature work has been completed, it was told that till Wednesday evening, about 120 MPs have signed the notice to be given in the Lok Sabha, while about 60 MPs have signed the notice for the Rajya Sabha. It was told that the notice has been signed by the members of all the constituent parties of &#8216;India&#8217; alliance.</p>
<p style="text-align: justify;"><strong>What is the rule for bringing notice?</strong></p>
<p style="text-align: justify;">Let us tell you that according to the rules, notice has to be given by the signatures of at least 100 members in the Lok Sabha and at least 50 members in the Rajya Sabha. The notice can be submitted on Thursday, which will be given to both the Houses of Parliament.</p>
<p style="text-align: justify;"><strong>Why is the opposition giving notice against CEC?</strong></p>
<p style="text-align: justify;">In fact, opposition parties have on many occasions made allegations that the Chief Election Commissioner benefited the ruling BJP. Apart from this, the opposition has also targeted CEC regarding SIR. The opposition alleges that the purpose of SIR is to help the BJP.</p>
<p style="text-align: justify;"><strong>What is the procedure for removing the Chief Election Commissioner?</strong></p>
<p style="text-align: justify;">According to the law, the same procedure is followed to remove the CEC as to remove a Supreme Court judge. Other Election Commissioners cannot be removed from their posts without the recommendation of the Chief Election Commissioner. According to the Judges (Inquiry) Act, 1968, after the motion for removal of a judge is accepted in either House, the Speaker (Lok Sabha) or Chairman (Rajya Sabha), as the case may be, shall constitute a three-member committee. Which will investigate the grounds on which a demand has been made to remove him from the post.</p>
<p style="text-align: justify;">The committee consists of the Chief Justice (CJI) or a judge of the apex court, a chief justice of any of the 25 high courts and an eminent jurist.<br />The proceedings of the committee are like any court proceedings, in which witnesses and accused are cross-examined. The CEC also gets an opportunity to speak before the committee. As per the rules, after the committee submits the report, it will be presented in the House and the discussion on the motion for removal from the post will begin. However, the CEC has the right to defend itself.</p>
