<p style="text-align: justify;">For the first time, after the violence that took place last month on September 24, 2025 in Leh district of the Union Territory of Ladakh, the Union Home Ministry has held talks with the Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA). Union Home Ministry officials met with members of LAB and KDA in Leh on Wednesday (October 22, 2025). Talks between the two sides lasted for about three hours in Leh. In which many issues were seriously discussed.</p>
<p style="text-align: justify;">Leh Apex Body and Kargil Democratic Alliance said that the talks with Union Home Ministry officials were very positive. In the meeting that lasted for about three hours, the government listened carefully to our demands and also assured to consider them seriously. Along with this, the government has also been assured by us that we will not take any such step in the state, which is wrong in the eyes of the government and administration.</p>
<p style="text-align: justify;"><strong>Members of both groups attended the meeting</strong></p>
<p style="text-align: justify;">Three members each of Leh Apex Body and Kargil Democratic Alliance participated in the meeting held with Home Ministry officials. Along with this, Ladakh MP and KDA founder Mohammad Hanifa Jaan and his lawyer also attended the meeting.</p>
<p style="text-align: justify;"><strong>What issues were discussed in the meeting</strong></p>
<p style="text-align: justify;">LAB and KDA said that the main objective of this meeting with the officials was to provide full statehood to Ladakh and constitutional protection under the Sixth Schedule of the Constitution. Apart from this, we demanded the removal of the National Security Act (NSA) imposed against environmental activist Sonam Wangchuk and her immediate release from jail. We have also reiterated our demand for the release of the youth who were imprisoned by the Ladakh Police after the violence on 24th September.</p>
<p style="text-align: justify;"><strong>Curfew lifted in Leh, situation becomes normal</strong></p>
<p style="text-align: justify;">Meanwhile, Leh Deputy Commissioner Romil Singh Donk said that the situation in the district has now become normal. The curfew has been lifted and the internet has also been restored. Schools and colleges are also opening as before. However, Section 163 of BNSS is still applicable.</p>

Wangchuk, who was arrested under the NSA, has made a message through his elder brother Tsetan Dorje and advocate Mustafa Haji. Wangchuk said in his message that I am physically and mentally fine. I heartily thank everyone&#8217;s concerns and prayers. He also said that he has condolences to the families of four people killed in Leh violence and demanded an independent judicial inquiry. I am ready to stay in jail until the investigation is completed. The constitutional demand for the sixth schedule and state status is correct.</p>
<p style="text-align: justify;">Wangchuk made it clear in his message that he is standing with constitutional demands from the people of Ladakh. He said that I stand strongly with the Kargil Democratic Alliance (KDA) and the people of Ladakh in our real constitutional demand to get the sixth schedule and state status, whatever step will take the highest body of Ladakh. I will support them wholeheartedly. Sonam Wangchuk, who has been active on issues of environmental balance, water conservation and local self -government in Ladakh for a long time. In his statement, he appealed to pursue this movement from non -violence and Gandhian route. I appeal to people to continue the struggle of peace, unity and non -violence in a true Gandhian manner.</p>
<p style="text-align: justify;"><strong>Leh violence and custody under NSA</strong></p>
<p style="text-align: justify;">On 26 September 2025, there was a demonstration in Leh to demand state status and sixth schedule. Four people were killed and more than 90 injured in the violence during this period. After this, the administration took Sonam Wangchuk into custody on 26 September under the National Security Act (NSA) and was sent to Jodhpur Central Jail in Rajasthan. Under the National Security Act (NSA), a person can be detained for 12 months without prosecution, if it is believed that his activities are threatened to national security. The government claims that some leaders provoked the youth, due to which the situation turned violent. Many organizations have called Wangchuk&#8217;s arrest as an attack on democratic rights.</p>
<p style="text-align: justify;"><strong>Hearing in Supreme Court on Monday</strong></p>
<p style="text-align: justify;">Sonam Wangchuk&#8217;s wife Geetanjali J. Angamo has filed a petition in the Supreme Court, which has challenged his arrest under NSA and demanded his immediate release. This petition will be heard in the Supreme Court on Monday (6 October 2025). According to legal experts, this matter not only questions the limit of the National Security Act and its misuse, but will also lead to debate on the scope of freedom of constitutional rights and freedom of expression.</p>
<p style="text-align: justify;"><strong>Hope of peace and dialogue in Ladakh</strong></p>
<p style="text-align: justify;">Wangchuk&#8217;s message has given a balanced and peace message in the ongoing stressful atmosphere in Ladakh. <p style="text-align: justify;">Magsaysay Award -awarded environmental scientist Sonam Wangchuk is the main face of Ladakh&#8217;s movement for a long time. This movement is related to the demand for state status to Ladakh and special status under the Sixth Schedule of the Constitution. By joining the sixth schedule, the region gets constitutional guarantee like more rights on local resources, cultural protection and autonomous council.</p>
<p style="text-align: justify;">The movement through picketing and hunger strike took a fierce form in the past. During this time, 4 people died due to police bullet. The Ladakh administration accused Sonam of working for foreign powers. He was detained on 26 September. He is accused of keeping contact with Pakistan&#8217;s intelligence agency, illegal donations from abroad.</p>
<p style="text-align: justify;">Recently, Gitanjali Angmo told ABP News that a well -planned campaign is being carried out against Sonam and her organization Himalayan Institute of Alternative Ladakh (HIL). Its purpose is to weaken the demand for the sixth schedule. Sonam&#8217;s visit to Pakistan was for an environmental program. He has no connection with the Pakistani agent found in Ladakh.</p>

Gitanjali has also sent copies of this letter to Prime Minister Narendra Modi and Home Minister Amit Shah. </p>
<p style="text-align: justify;">In the letter, he has dismissed the allegations made against Sonam Wangchuk, demanding unconditional release. Wangchuk&#8217;s wife said that on September 26, Leh Inspector Rigjin Gurmet informed him that Wangchuk was detained under Section 3 (2) of NSA and sent to Jodhpur Central Jail. </p>
<p style="text-align: justify;"><strong>Ladakh is loyal to its nationalism and Indian Army</strong></p>
<p style="text-align: justify;">He wrote in the letter, &#8216;I was assured that after reaching Jodhpur, he would call me and talk to my husband. He also told me that this is not arrest, because no FIR has been registered, but they are in custody under NSA. </p>
<p style="text-align: justify;">Gitanjali Angamo said that however, till date no talk has been made to Sonam Wangchuk. Wangchuk&#8217;s wife further said that Ladakh is known for his nationalism and loyalty to the Indian Army. He further said that Wangchuk is making shelter for the Indian Army in this region. </p>

<p style="text-align: justify;">Leh Apex Body (LAB) has announced that it will not negotiate with the High Planned Committee of Ministry of Home Affairs until the normal situation in Ladakh is restored. LAB President Thupastan Chhewang said on Monday (29 September 2025) that under the current circumstances, when people are facing difficulties and being tortured in Ladakh, it is impossible to interact with the Center.</p>
<p style="text-align: justify;"><strong>&#8216;No conversation in Ladakh until the situation becomes normal&#8217;</strong></p>
<p style="text-align: justify;">Announcing that Leh Apex will not negotiate with the High Planned Committee (HPC) of the Ministry of Home Affairs until peace and normal situation in the body sector. Thupstan Chhewang said that the members of the body will not attend the meeting to be held on 30 September and the main meeting with the Minister of State for Home to be held on 6 October.</p>
<p style="text-align: justify;">He said, &#8220;We expected that Jammu and Kashmir would be partitioned and people would get justice after making Ladakh a union territory, but they made us union territories without any law. After this article was canceled, all that protected our rights and identity, all that was over.&#8221;</p>
<p style="text-align: justify;"><strong>&#8216;People of Ladakh are feeling danger&#8217;</strong></p>
<p style="text-align: justify;">He criticized the central government, saying that the people of Ladakh had constitutional guarantee and security through Article 370 and 35A under the erstwhile Jammu and Kashmir state, but now they are feeling in danger.</p>
<p style="text-align: justify;">He said, &#8220;We had formed Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA0) for our rights to fight. We had to oppose. Initially the central government assured, but nothing happened later.&#8221;</p>
<p style="text-align: justify;">Chevang alleged that the central government has been adopting a non-serious attitude towards their main demands, including the sixth schedule, state status, job and Lok Sabha seats, but now that the youth are in jails, they cannot sit and talk.</p>
<p style="text-align: justify;">The chairman of Leh Apex Body said, &#8220;Force was used by the administration in which four people were killed. We are very sad, but still we are in touch with the center. We were planning to go to the meeting.&#8221; Chewang said that members of Apex Body, who are going to meet the officials of the Home Ministry tomorrow, are not going to Delhi. &#8220;</p>
<p style="text-align: justify;"><strong>&#8216;No conversation until peace is there&#8217;</strong></p>
<p style="text-align: justify;">He said, &#8220;We are keeping an eye on the situation right now, until peace is done here, we will not be part of any conversation. We hope that the Ministry of Home Affairs will take some steps to normalize the situation.&#8221; Chhewang said, &#8220;The situation is very bad.&#8221; He further said that while youth and political activists are being implicated in false cases, the situation in Ladakh remains so stressful, the tip of the gun cannot be interacted. &#8220;</p>
<p style="text-align: justify;">Chhewang said, &#8220;We demand the release of all the prisoners, withdrawing the cases and the unique label and false propaganda that described the Ladaks as anti-nation.&#8221; He appealed to the Kargil Democratic Alliance to support the top body&#8217;s stance and boycott the conversation with the Center.</p>

Wangchuk was detained under the National Security Act (NSA) on Friday (September 26, 2025) and has been kept in Jodhpur Jail in Rajasthan.</p>
<p style="text-align: justify;"><strong>4 protesters killed in Ladakh violence</strong></p>
<p style="text-align: justify;">Two days ago, the performance of people demanding to give Ladakh full state status and include in the sixth schedule became violent and widespread violence spread in the Union Territory. Four protesters were killed and 90 others were injured in these clashes.</p>
<p style="text-align: justify;">Congress&#8217;s Ladakh unit president Naveen Rigjin Jora said in a statement, &#8220;The Congress strongly condemns the unfair arrest of the popular worker. He had only one fault that he held Ladakh accountable for the election promise of the Bharatiya Janata Party (BJP) to include Ladakh in the sixth schedule of the Constitution.</p>
<p style="text-align: justify;"><strong>Wangchuk on the path of Mahatma Gandhi</strong></p>
<p style="text-align: justify;">In the statement, Nawang said, &#8216;He was also playing an important role in raising other demands of&#8217; Leh Apex Body-Kargil Democratic Alliance &#8216;. These demands include full state status, different parliamentary seats for Leh and Kargil and recruitment in government jobs. Strict prohibition has been implemented by the administration and people are being appealed to restore peace. Police and CRPF have a huge deployment in sensitive areas of the city.</p>
<p style="text-align: justify;">Please tell that additional security forces have been deployed in areas where violence took place. The administration has held Sonam Wangchuk responsible for provoking violence, saying that her inflammatory statements provoked the youth. Internet speed in Leh has been slowed down.</p>

<p style="text-align: justify;">The government has said that we are committed to constitutional security to fulfill the expectations of the people of Ladakh.
