Divya Kumari of Jubbal royal family has accused Bollywood actor Rahul Bose of making fake Himachali certificate. Now this matter has also reached the High Court. This case will be heard on December 18. The allegations are that he has created this fake Himachali Domicile Certificate to get the post of Rugby Football President.
Accusation of making fake Himachali certificate
Bollywood actor Rahul Bose has been accused of making fake Himachali certificate. Divya Kumari of Jubbal royal family of Shimla has alleged that Rahul Bose has made a fake Himachal residence certificate for the Himachal Pradesh Rugby Football Union elections. This certificate has been made in Kasauli of Solan district. Rahul has used fake Himachali Domicile Certificate to manipulate Rugby elections for his benefit. In view of this, Divya has filed a petition against Rahul Base in the High Court demanding investigation into the matter. 
What is the whole matter?
According to Divya Kumari, Rahul Bose had obtained the domicile certificate of Himachal Pradesh on 24 September 2025. It was claimed that he has been living in Kasauli for 16 years. But Rahul Bose is actually a resident of Mumbai and has contested rugby elections from Maharashtra, so how did he suddenly become Himachali? Mumbai is written in his Aadhaar and passport, so he had obtained a certificate to be eligible to contest the Indian Rugby Football Union (IRFU) elections from Himachal and on October 18, he also suddenly formed a new Himachal Rugby Association.
During this period, no elections were held nor any district representative was called, even though he had worked with good intentions for 2 years to develop rugby in Himachal Pradesh. Rahul Bose had assured him that after getting recognition, he would be allowed to lead the state association. Units of 4 districts were formed. In these, teams from Shimla, Kullu, Sirmaur, Solan and many others were given training, players were sent for national events and funds were also raised for this game. 
The promise made to the royal family was not fulfilled
According to Divya, in the year 2023, Rahul Bose had promised the royal family of Shimla that he would help in forming a state level rugby association and giving it recognition. Even after 2 years the promise was not fulfilled. Divya Kumari, who is related to the royal family, has now reached the High Court against Rahul Bose. Rahul Bose has been accused that after two years of hard work, the association with hundreds of members from many districts is being sidelined.
The complaint also says that Rahul Bose used the name of the royal family for his own benefit in the Rugby Federation. To get the post of National President, he fraudulently obtained the domicile certificate of Himachal Pradesh. In such a situation, the question is how can a person have domiciles in two states? At present, the next hearing of the case has been fixed on December 18 in Himachal Pradesh High Court.
