Madhya Pradesh Government Cabinet Minister and Municipal Administration Minister Kailash Vijayvargiya gave a big statement in the regional meeting of urban development held in Bhopal. He said that due to political compulsions, fulfilling the announcements made has now become a big challenge for the states. He stressed the need for adequate budgetary support from the Central Government for urban development and described the current financial situation as serious.

Government’s thinking on urban development and target of 2047

Kailash Vijayvargiya said that whenever the Prime Minister talks about the future of the country, his concern about urbanization is clearly visible. The Prime Minister’s goal is that India should become a developed country by 2047 and the role of cities will be most important in this. He said that cities will have to sit in the driving seat and take responsibility for the development of their surrounding areas. The minister said that he has been the minister of the same department before and since then, large scale schemes and funds have been coming from the central government, for which the administrative capacity has had to be continuously increased.

Political compulsions and deteriorating budget balance

Minister Vijayvargiya said in clear words that the condition of the state budget has become very bad. The biggest reason behind this is political compulsions, due to which many big commitments are made during elections. He said that it has now become difficult to get the amount of budget required to fulfill these announcements. The Minister reiterated that due to this, there are problems in development works and the states have to look towards the Central Government with hopeful eyes.

Amrit Yojana, Self-reliant Municipal Corporation and Solar Energy

Referring to Amrit Yojana, Kailash Vijayvargiya said that many works under this scheme are incomplete in almost all the states of the country. He told that the budget received by the cities has reduced by about 70 percent and about 30 percent of the work is still pending. In such a situation, if the Central Government cooperates, then these schemes can be completed. The minister also mentioned the efforts being made towards a self-reliant municipal corporation. He told that through the property mapping system, property tax has increased by about 150 percent. Along with this, solar energy is being adopted in the energy sector and its own solar plant of about 250 MW capacity is being prepared, which will enable a major reduction in the electricity expenditure of the states.
