A surprising case has come to light from the Uttar Pradesh Public Service Commission (UPPSC). The Commission has released such a result of an important recruitment examination, which surprised everyone. Usually in any recruitment examination some candidates reach the final round, but this time the story was completely different. It happened in UPPSC’s Additional Private Secretary (APS) Examination-2023 that not a single candidate was declared successful for the final stage. The result was that 331 out of 331 seats that were allotted for recruitment remained vacant.
Actually, there was a lot of enthusiasm among the youth regarding the recruitment of Additional Private Secretary. A large number of candidates had participated in this recruitment process organized for 331 posts. The first phase examination was held on 7 January 2024. After this, the result was declared on March 4, 2024, in which 5,889 candidates were declared successful for the second phase.
Whereas, the second phase examination was conducted in Lucknow between 28 June 2024 to 18 July 2024. A total of 4,240 candidates appeared in this phase. Everyone was hopeful that now the selection process would move forward and the final result would come soon.
Where are the candidates stuck after all?
The most important part of this recruitment was the test of Hindi shorthand and Hindi typing. In the second phase, these skills were examined. According to the rules, candidates had to achieve a speed of at least 80 words per minute in Hindi shorthand. Not only speed but also accuracy was important.

The Commission clarified that no candidate achieved this qualification as per the prescribed standard. This was the reason why no candidate was considered eligible for the third phase examination. In other words, the recruitment process stopped at that stage and no one could reach the final selection.
There will be no appointment on 331 posts
When no candidate could proceed from the second phase, the big question before the Commission was how to take the recruitment process forward. Under the rules, when no eligible candidate is available, the posts cannot be filled. On this basis, the Commission decided that 331 posts will be carried forward, that is, there will be no appointment on these posts at present. Further, these posts can be filled through the new recruitment process.
