CBSE Three Language Policy: The Central Board of Secondary Education (CBSE) has made a major change regarding the third language for classes 9 and 10. According to the new rules implemented under the National Education Policy 2020 (NEP), now merely passing the board exam will not be enough. If students do not succeed in the school-based assessment of third language conducted at the school level, they will not be issued a Class 10 certificate. Although there will be no board examination for this subject, it will be mandatory to pass the internal assessment. This rule will be applicable to those students who will take admission in class 9 in the academic session 2026-27 and will appear in class 10 examination in 2027-28. At present, it will not have any impact on the students studying in class 10th.
There is no board exam for third language, but it is necessary to pass.
According to the guidelines issued by CBSE on July 10, third language board examination will not be conducted in class 10. Despite this, it will be mandatory for the students to be successful in the internal assessment conducted by the school. On the basis of this they will get Secondary School Examination Pass Certificate. If a student fails in this internal assessment in class 10, then the concerned school will have to re-assess him before the declaration of the board result.
You will get promotion even if you fail in class 9
CBSE has also clarified that if a student does not succeed in the school-based assessment of third language in class 9, he will be promoted to class 10. However, he will also have to pass the pending third language examination of class 9 during class 10 itself. The purpose of this arrangement is to save the students from wasting one year, but it will be necessary to fulfill the language related conditions for the pass certificate.
Three language formula will be implemented under NEP 2020
The new system is being implemented under the National Education Policy 2020. According to this, from 2026-27, all students of class 9 will have to study three languages, out of which at least two Indian languages are mandatory. Students who have already selected French, German or any other foreign language along with English have been given one-time relief. Such students will be able to continue their foreign language, but along with it they will also have to study an Indian language as a third language. At the same time, for the students taking admission in Class 6 from 2026-27, this third language will also become a part of the Class 10 board examination in the future, because the new syllabus and books are being implemented for them in a phased manner.
Instructions given to schools also
CBSE has directed schools to conduct evaluation of third language as per the prescribed school based system. The evaluation framework for this has already been released. At the same time, resources related to language learning are being made available by NCERT, so that schools can get convenience in implementing the new system.

The case reached the Supreme Court
A petition has also been filed in the Supreme Court regarding the three language policy. The petitioners have alleged that the new system was implemented after the start of the session, while many schools do not yet have adequate teachers, textbooks and necessary resources. Besides, concern has also been expressed about increasing additional academic burden on students. In response to this petition, CBSE and the Central Government told the court that almost half of the schools belonging to the Board are already teaching two or more Indian languages in Class 9. At least one Indian language teacher is available in more than 99 percent of schools. The Board has also said that many of the allegations raised by the petitioners have been resolved in its circular issued on July 29 and 30.
